It should separate forecasts from measured results, explain its methods and units, be independently checkable, and remain available on a predictable schedule.
Start with the questions residents need answered
A report is useful only when a reader can connect a facility’s claims to a place, a time period and an accountable organization. The report should identify the project, define what is included, and distinguish a proposed design from an operating site.

Who owns, operates and controls the project?
- Facility name, street address, host municipality and broader jurisdiction.
- Developer, operator, parent company, controlling interests and, when publicly disclosed, the anchor tenant.
- Project phase: proposed, permitted, under construction, operating or expanding.
- Planned buildout, expansion phases and expected dates.
- A named community contact, postal or electronic address, and a way to submit questions or comments.
Maryland Executive Order 01.01.2026.16 and an ERCOT request for information illustrate why ownership and controlling-interest details matter: residents otherwise cannot tell which entity made a commitment or who must correct a problem.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsWhat exactly does the report cover?
Define the reporting boundary. State whether the figures include every building, backup generator, substation, water system, wastewater connection, access road and other related infrastructure. Give the reporting period and label every number as projected, measured, estimated or modeled. A proposal’s forecast and an operating facility’s meter reading answer different questions; they should never be combined into one unlabeled figure.

Energy and grid impacts
Electricity demand can affect generation, transmission, reliability and household costs well beyond the parcel’s boundary. Reports should show both the facility’s appetite for power and how that power will be supplied.
Publish demand and consumption separately
| Item | What to disclose | Useful qualification |
|---|---|---|
| Peak demand | Maximum instantaneous demand in megawatts (MW), forecast and actual. | Give the interval used for the peak measurement and the year or month. |
| Annual electricity use | Total megawatt-hours (MWh) consumed, forecast and actual. | Identify whether on-site generation is included or reported separately. |
| Load shape | Monthly or seasonal demand profile and expected operating hours. | Explain unusual peaks, curtailment or growth during expansions. |
| Grid dependence | Share of power expected from the grid and any firm-service assumptions. | Identify the utility, balancing authority or market where relevant. |
ERCOT’s RFI specifically asks qualifying developers about dependence on grid power and on-site generation. Maryland’s order calls for peak demand and a summary of the energy plan. Those examples support a practical rule: publish the number that drives infrastructure planning, not just an annual average that hides short, high-demand periods.
Explain sources, generation and infrastructure
List the expected energy sources and procurement approach, such as utility supply, contracts, renewable purchases or other arrangements, without treating a certificate purchase as identical to electricity physically delivered to the site. Describe on-site generation, battery storage, backup generators, fuel type, capacity, test schedules and expected runtime. Identify planned or required substations, transmission upgrades, feeder work and who pays for them. State which projects are dedicated to the data center and which serve other customers.

Water, cooling, wastewater and land
Water reporting must make the source and the accounting boundary visible. “Water use” can mean withdrawal, delivered water, consumption after evaporation, or discharge; those measures are not interchangeable.
Describe the source and cooling system
- Source: municipal supply, groundwater, surface water, reclaimed water or another source.
- Withdrawal, delivered volume and consumptive use, in gallons or cubic metres, with the definition for each.
- Average and peak daily use, annual total, and seasonal assumptions.
- Cooling technology, including air cooling, evaporative systems, cooling towers or hybrid designs.
- Water-quality requirements, treatment chemicals and the destination of blowdown or other process water.
- Drought, heat-wave and low-reservoir operating assumptions, including curtailment plans.
Canada’s Responsible Data Centre Development Principles call for independently verifiable information on expected local impacts, including “power and water use, infrastructure requirements, sound and emissions.” ERCOT’s RFI also asks about water and cooling. A report should therefore present design projections alongside meter-based operating data once available.
Account for wastewater and stormwater
Identify sanitary and industrial wastewater volumes, treatment provider, discharge destination, permit limits, monitoring results and any reported violations or corrective actions. Explain how cooling-tower blowdown is handled. Describe stormwater controls, outfalls, detention or infiltration systems, construction runoff and flood-management measures. Maryland’s order treats water supply, cooling alternatives, stormwater and discharges as matters relevant to agency review; the Federation of American Scientists’ September 10, 2026 local-government guide recommends wastewater-discharge reporting.

Report land and mitigation
Map the site footprint, buildings, substations, generators, roads, buffers and expansion areas. State the zoning or land-use status and list material environmental mitigation: preserved habitat, tree removal and replacement, wetlands protections, setbacks and screening. Residents should be able to see which impacts are temporary construction effects and which remain during operation.

Neighborhood-scale environmental and public-service impacts
Energy and water totals do not describe what neighbors hear, see, breathe or experience on local roads. These categories belong in the same report, with locations and time periods rather than a single site-wide average.
Air emissions
List routine and emergency-generator emissions, fuel type, permitted limits, operating hours, estimated or monitored pollutants and available permit or monitoring data. Explain how testing and maintenance runs are counted. If emissions are modeled, provide the model basis, meteorological period and receptor locations. Report complaints, exceedances and corrective measures.
Noise and light
Publish noise measurements by monitoring location, date, time, weather conditions, equipment operating state, metric used (such as hourly equivalent or maximum level), applicable limit and comparison with baseline. Include construction and nighttime results, complaints and mitigation such as enclosures, barriers or operating restrictions. For lighting, show fixture locations, operating hours, shielding, measured spill where available and changes made after complaints. ERCOT lists noise and light impacts; Maryland identifies both in community-benefit discussions; the FAS guide names noise-level testing as a possible reporting term.
Traffic and emergency response
Separate construction traffic from ongoing operations. Report truck trips, employee vehicle estimates, delivery windows, routes, road improvements, traffic-control commitments and incident history. Describe expected demand on fire, medical, police and hazardous-material services, training or equipment provided, response agreements and who funds them. Update the figures when a project’s staffing or expansion changes.

Local costs, jobs and community benefits
Economic claims are credible only when the report shows assumptions, timing and results. The Bipartisan Policy Center frames the key question this way: “What is the projected net economic and fiscal benefit to the host community or region over the life of the project, and has the information been communicated to the community in plain language?”
Make the fiscal picture auditable
| Category | Report |
|---|---|
| Public revenue | Property, sales, utility, payroll and other taxes; assessment basis; exemptions; expected and actual receipts. |
| Public support | Grants, tax benefits, discounted land or utility service, infrastructure contributions, duration and conditions. |
| Public costs | Roads, substations, water and sewer capacity, emergency services, administration and ongoing maintenance. |
| Net effect | Calculation method, time horizon, discounting assumptions and sensitivity to lower employment, delayed construction or expansion changes. |
Distinguish a one-time construction payment from recurring revenue. Identify which government bears each cost and whether project-related infrastructure can serve other users. Report actual receipts and expenditures after operations begin instead of leaving the public with a projection indefinitely.
Separate construction and permanent employment
Give job counts by phase, occupation, duration, wage or wage standard when available, contractor status and shift pattern. Report local and Indigenous hiring, apprenticeships, training seats, completion rates and procurement from local businesses. A short construction surge should not be presented as permanent employment. Compare results with the original commitment and explain any shortfall.
Track community-benefit agreements
List each commitment, responsible party, dollar amount or in-kind value, target population, delivery date, money allocated and money spent. Name recipients or project categories when publication is appropriate. Show status—completed, in progress, delayed or missed—and specify the remedy, repayment, successor obligation or corrective action. Maryland’s order identifies reporting, remedies, successor obligations and periodic review as relevant community-benefit-agreement topics; the FAS guide recommends reporting where community-benefit money goes.
Best Value
Methods, verification and public access
Put the metadata next to every number
Use consistent units and define them. State the geographic boundary, baseline year, meter or sensor, sampling frequency, calculation formula, estimation method and uncertainty range. Explain whether a value is gross or net, includes backup testing, or excludes construction. A glossary and a machine-readable download can help, but neither replaces plain-language explanations.
Use independent checks
Name the verifier, professional qualification, scope, data reviewed and date of the assurance statement. Where independent verification is unavailable, say so and identify the internal control used instead. Preserve raw monitoring records and permit results for inspection subject to lawful privacy and security limits. Canada’s principles specifically call for independently verifiable information.
Report on a predictable schedule
Set a publication calendar: a baseline report before major approvals or construction, updates during construction, and at least annual operating reports, with more frequent updates for material incidents or missed commitments. Keep prior editions online with publication dates and a change log. Provide a named contact and a public-comment channel, then publish responses or a categorized summary so participation has a visible result.
How to compare designs, sites or operating alternatives
When multiple real alternatives exist, use one table and one measurement basis. Compare electricity demand, energy source, on-site generation and grid upgrades; water source, consumption, cooling, wastewater and stormwater; emissions, noise, light, traffic and cumulative effects with nearby facilities; public support and infrastructure cost against realized tax revenue; and construction and permanent jobs alongside training access and community-commitment performance. For every column, state the units, boundary, baseline, measurement method and reporting period. The available policy frameworks identify these categories but do not establish one universal template or measurement protocol, so the report must make its own basis explicit.
What current policy examples do—and do not—require
No single national disclosure rule applies to every data center. Canada’s federal principles set a policy framework; ERCOT’s information request applies to qualifying developers pursuing ERCOT interconnection; Maryland, New Jersey and Massachusetts describe jurisdiction-specific actions. Maryland Executive Order 01.01.2026.16 calls for a dashboard, project information, demand, water, an energy plan, commitments, annual reports and comments. Massachusetts Executive Order No. 650 includes annual-reporting guidance and requirements for projects above 25 MW within its permitting framework. New Jersey’s August 27, 2026 announcement describes legislation and community resources. ERCOT’s RFI listed an October 12, 2026 submission deadline and a planned report by December 10, 2026; those dates are time-sensitive and should be checked against the current agency notice.
Before labeling an item “required,” verify the current state or local law, permit, utility tariff, executive order and approval conditions for the specific project. A voluntary report can still adopt the fuller checklist above and make its commitments enforceable through permits, agreements or funding conditions.
Quick Recap
A practical review checklist
- Confirm the facility, owners, operators, phase, expansion plan and reporting boundary.
- Mark each figure as forecast, measured, estimated or modeled and check its period and units.
- Trace electricity and water from source through infrastructure, cooling and discharge.
- Look for neighborhood data on air, noise, light, traffic and emergency services, not only sustainability totals.
- Separate public revenue from incentives and infrastructure costs; test the assumptions behind any net-benefit claim.
- Separate construction jobs from permanent jobs and compare local hiring, training and procurement with promises.
- Check community-benefit spending, deadlines, recipients, remedies and successor obligations.
- Review the verification statement, monitoring method, archive, contact information and response to public comments.
- For alternatives, confirm that every option uses the same boundary, baseline, units and reporting period.
