What CPU Power Limits Should You Use in a Fanless PC?

There is no universal CPU wattage for fanless PCs. Keep sustained PL1 within the system’s real cooling capacity, and treat PL2 and Tau as platform-specific burst controls.

There is no single CPU power limit that works for every fanless PC. Set sustained PL1 no higher than the cooling capacity specified for your complete system, then choose PL2 and Tau within the platform’s power and thermal limits. Check that the PC can hold the intended workload at the ambient temperatures where you will use it; a CPU’s advertised turbo capability or TDP alone cannot establish a safe sustained setting.

What PL1, PL2, and Tau mean

On Intel platforms, these controls shape package power over time rather than defining one universal “fanless wattage.” Their exact implementation and available BIOS controls can vary by system.

  • PL1 is the average power threshold used for sustained operation. Intel recommends setting it equal to TDP, but also says it must not exceed what the thermal solution can cool. Intel’s thermal guidance states: “PL1 should not be set higher than thermal solution cooling limits.”
  • PL2 is a higher burst-power limit that may allow short performance boosts. It is not a promise that the system can maintain that power continuously.
  • Tau is the time parameter used in calculating the PL1 average. It affects how long burst behavior can influence the average; it is not, by itself, a measure of how much heat the chassis can continuously dissipate.

Intel’s thermal considerations explain these concepts, while its 12th Gen Core processor datasheet emphasizes that power-delivery limits should reflect platform capability. Values shown for a particular processor line should not be transferred to a different CPU or system without manufacturer guidance.

Why TDP is not a universal fanless setting

TDP, or Processor Base Power in some Intel materials, is a design reference—not a guarantee that every passive PC can dissipate that much heat continuously under every workload and ambient condition. The practical limit depends on the whole thermal path: the processor, heatsink and chassis, motherboard and VRM cooling, natural convection, case orientation, ambient temperature, and the mix of CPU, graphics, and storage activity.

  • Elegant Fanless Cooling Design - This fanless PC features passive cooling system that prevents overheat. It provides a quiet and stable computing environment, supports 24/7 operation. While its unique design ensures dust resistance and silent operation, please note that fanless mini PCs will have a surface temperature of 55°C to 70°C, which is hotter than the case temperature of traditional fan-cooled mini PCs, but meets the safety standards of the International Electrotechnical IEC62368-1:2018

For example, ASUS describes its fanless ExpertCenter PL64-D1 as supporting a CPU up to 15 W and uses a top heatsink in its cooling design. That is a specification for that model, with the operating conditions and model-specific caveats on the ASUS product page; it is not a recommendation for all fanless computers.

How to choose limits for your system

  1. Find the exact system specification. Identify the CPU and look for the PC or motherboard maker’s stated sustained CPU power support and recommended power profile. Do not use the processor’s maximum advertised turbo as a sustained fanless target.
  2. Check what the BIOS actually controls. Look for PL1, PL2, Tau, or named power profiles, and confirm in the system documentation that the controls apply to the CPU package and that the firmware supports the changes you intend to make. BIOS options differ by model; Intel notes this for NUC systems in its NUC power-management guidance.
  3. Set PL1 within sustained cooling capacity. Keep it at or below the system maker’s supported sustained value. If the maker does not publish one, avoid assuming the CPU’s TDP is automatically a safe continuous setting; use the recommended profile or obtain system-specific guidance.
  4. Treat PL2 as optional burst headroom. Choose PL2 and Tau only within the system’s documented power and thermal capability. A higher burst limit can help brief tasks, but it can also add heat that the passive system must shed. The right burst behavior depends on workload and how quickly the system can recover between bursts.
  5. Check steady-state behavior in your real conditions. Observe the workload long enough to distinguish short boosts from sustained operation. Include the expected room temperature and other components that add heat. If the PC overheats, throttles, or fails to sustain the workload, lower the sustained target or restore the manufacturer’s recommended profile.

For a custom passively cooled desktop

Passive cooling depends on the full build, not just the CPU cooler. Noctua’s guidance for its NH-P1 passive-cooling approach highlights case convection, unobstructed airflow, heatsink orientation, motherboard VRM cooling, and workload as relevant constraints. It recommends allowing automatic CPU scaling rather than setting a maximum TDP value in UEFI. That is guidance for builds using this cooling approach, not a universal rule for integrated fanless PCs or other passive designs. Check cooler, case, and motherboard compatibility before choosing components.

How to compare fanless PCs

When comparing complete systems, CPU branding or a headline TDP is not enough. Look for evidence about what the assembled design can sustain and under what conditions.
