CPEC 2.0 could give Pakistan-China cooperation a stronger technology dimension, including an officially named Innovation corridor and proposed collaboration on AI, cloud computing, cybersecurity and digital connectivity. But those announcements do not yet establish a funded, delivered CPEC AI programme: the official statements reviewed do not provide a consolidated project list, committed budgets or measured results.
What CPEC 2.0 covers
Pakistan’s Ministry of Planning said on August 5, 2026, that implementation of five CPEC 2.0 corridors was under review: Growth, Livelihood, Innovation, Green Development and Regional Connectivity. The ministry also urged attention to AI-driven agriculture among wider agricultural priorities. The Innovation corridor places technology within the programme’s official framing, but the announcement does not identify a specific AI corridor project. A CPEC Secretariat summary of a progress meeting on August 31, 2026, described Phase II as promoting cooperation in industry, agriculture, minerals, technology, human-resource development and business-to-business partnerships. It also reported an initiative to train around 1,000 Pakistani agricultural experts in China in advanced agricultural technologies. That is an agricultural training initiative, not a stated AI-specialist cohort. CPEC Secretariat

Pakistan’s domestic AI agenda provides relevant context for possible bilateral cooperation, but it should not be confused with CPEC funding. In January 2025, the Planning Ministry announced a National AI Taskforce roadmap and proposed work on education and skills, research and development, technology parks, governance and adoption across sectors including agriculture, healthcare, education, manufacturing, law, energy and climate change. The announcement also described a proposed National AI Office and regional liaison offices; those proposals should not be treated as implemented without confirmation. #1 Best Overall
In a September 2026 statement, the Planning Minister cited the Digital Nation Pakistan Act 2025, Pakistan Digital Authority and National AI Policy as steps in the country’s digital transformation. These are domestic institutions and policy measures in the setting where bilateral work might take place; the statement does not identify them as CPEC-funded. Ministry of Planning, Development & Special Initiatives
The government has also announced a national AI investment intention of $1 billion by 2030. Pakistan’s Ministry of Information and Broadcasting reported the figure on February 9, 2026; it is an announced intention for the AI sector, not a stated CPEC allocation, and the announcement does not report how much has been spent. Pakistan’s Press Information Department described ACT AI in April 2026 as an eight-week, competency-based university-level AI skills programme. It signals national interest in workforce development, but the announcement does not characterize it as a CPEC programme. Pakistan Press Information Department
What bilateral technology cooperation has been announced
On September 14, 2026, the Planning Ministry identified two existing platforms for cooperation: the CPEC Joint Working Group on Information Technology and Industry, and the China-SCO Pakistan Artificial Intelligence Application Cooperation Centre. The ministry said these platforms could support work in AI, cloud computing, cybersecurity, research and skills development. The statement describes cooperation mechanisms, not evidence that every area has an active, funded project. Ministry of Planning, Development & Special Initiatives
The same statement described a proposed SCO Digital Connectivity and Compute Corridor. Its proposed elements include stronger fibre links, resilient networks, data centres, satellite connectivity, and interoperable cloud and computing resources. The announcement did not give project budgets, sites, procurement details or delivery milestones, so these elements should be read as a proposal rather than a delivered network. How to read the other technology announcements
Pakistan Digital Authority–DFINITY agreement
On February 10, 2026, the Pakistan Digital Authority reported a memorandum of understanding with DFINITY. The authority’s announcement described a dedicated Pakistan subnet on the Internet Computer Platform, sovereign cloud infrastructure, AI-native software development, plans for a national messenger application, access to the Caffeine AI platform and 1,500 licenses. These are details of an announced agreement and plans; the release does not verify completion, usage or outcomes, and it does not identify the agreement as a CPEC project. Pakistan Digital Authority
Science and agriculture agreements
The CPEC Secretariat’s May 25, 2026 account of bilateral documents listed a Pakistan Science Foundation–China Association of Science and Technology memorandum of understanding and an agriculture cooperation memorandum. They show wider science and sectoral cooperation, but do not by themselves establish a specific AI investment. CPEC Secretariat

If proposed cooperation turns into funded and operating projects, its relevance could extend beyond software companies. Connectivity, compute capacity, cloud services, research partnerships and skills programmes could support public services, universities, businesses and sector applications such as agriculture. These are plausible channels implied by the stated areas of cooperation, not demonstrated outcomes or a guarantee of new jobs, exports or productivity growth.
Best Value
For Pakistan’s IT sector, the key distinction is between an enabling environment and a project pipeline. A policy agenda, cooperation forum or memorandum can establish intent and a framework. It does not, on its own, show that a company can access new compute, that a data centre is being built, or that contracts and jobs have materialized.
What is not yet established
The official announcements cited here do not provide a consolidated list of CPEC 2.0 AI and technology projects with committed amounts, funds released, named delivery agencies, completion dates, procurement records or measured effects on exports, employment and productivity. Nor do they establish that CPEC has already delivered an AI hub, data-centre network or technology park.
To assess a claimed project, look for its status, funding source and amount, delivery owner, location, intended users, milestones and published outcomes. Those details distinguish a policy or proposal from a signed agreement, a funded project and an operational service; the available announcements do not supply enough comparable project-level information to rank CPEC technology projects.
