Deep tech is innovation whose core depends on a meaningful scientific discovery or substantial engineering advance. The practical distinction is where the hardest uncertainty lies: deep-tech ventures must establish that a difficult technical capability can work, while many conventional tech ventures build on existing technology and focus on product design, adoption, or a scalable business model. The boundary is not a fixed checklist, and a technology considered frontier today may become commonplace as it matures.
What makes a startup deep tech?
Look at the venture’s central technical contribution, rather than its industry label. Deep tech is rooted in science or substantial engineering; its defining challenge is often whether the underlying capability can be developed, validated, and made reliable. The Government of India’s National Deep Tech Startup Policy Framework describes characteristics such as novel scientific or engineering knowledge, technical uncertainty, long development timelines, and capital requirements. These are common features, not universal entry requirements. India’s National Deep Tech Startup Policy Framework

The European Commission describes deep-tech innovation as rooted in cutting-edge science, technology, and engineering, often combining physical, biological, and digital advances. Cross-disciplinary work is common, but a company need not combine all three domains to fit the description. European Commission, A New European Innovation Agenda (2022)

There is no universally applicable definition. The Royal Academy of Engineering notes the difficulty of finding one, and describes deep tech in terms of its scientific and engineering foundations and frequent R&D, time, and capital demands. Royal Academy of Engineering, State of UK Deep Tech 2024
How is deep tech different from ordinary tech?
“Ordinary tech” does not mean unsophisticated or uninnovative. The distinction is usually the source of the innovation: a deep-tech venture must solve a difficult technical problem, whereas a conventional tech venture more often applies available technology in a new product, service, or business model.
The Inter-American Development Bank offers a useful startup-level framing: deep-tech companies’ biggest challenge is making the technology work; conventional startups more often face the challenge of finding product-market fit and building a profitable, scalable model. This is a practical way to locate the main uncertainty, not a rigid classification rule. A company can face both kinds of challenge and innovate technically as well as commercially. Inter-American Development Bank, 2023 report
| Question | More characteristic of deep tech | More characteristic of conventional tech |
|---|---|---|
| Where is the main novelty? | A scientific discovery or substantial engineering advance. European Commission | Applying available technology, improving a user-facing product or service, or changing how it is delivered or monetized. UNDP, 2025 report |
| What is the hardest uncertainty? | Whether the technical capability can be achieved and validated. Inter-American Development Bank, 2023 | Whether customers will adopt the solution and whether the business can reach product-market fit and scale. Inter-American Development Bank, 2023 |
| What development burden is common? | Substantial R&D, long development timelines, and significant capital needs; these are tendencies, not prerequisites. India’s policy framework Royal Academy of Engineering | The cited sources distinguish conventional innovation by its focus on applications, improvements, and business models; they do not establish a universal development-cost or timeline threshold. UNDP, 2025 |
| Can the label change? | Yes. Frontier technologies can become familiar and mainstream as they mature. UNDP, 2025 | There is no fixed boundary that permanently separates the categories. Royal Academy of Engineering, 2024 |
Which technologies count as deep tech?
Deep tech is not a list of industries. Institutional and government examples include biotechnology, biomanufacturing, synthetic biology, advanced materials, semiconductors, quantum technologies, robotics, space technologies, advanced batteries and supercapacitors, smart grids, and solar technologies. Some AI applications are also included. The EU Council’s examples include nanobiotechnology and bioinformatics as combinations with transformative potential. EU Council document (2024) Government of India statement (2026)
These examples identify areas where deep-tech work may occur; they do not automatically make every company in those sectors deep tech. Assess what the company itself is developing and where its central technical uncertainty lies. A policy list of priority research and innovation areas is not a universal definition.
Is AI deep tech?
Sometimes, but the label “AI” alone is not enough. A startup using established cloud and machine-learning tools to improve an existing workflow may be innovating mainly through application or product design. A venture developing a new scientific or engineering capability whose feasibility remains uncertain is more consistent with the deep-tech description. The classification depends on the actual technical contribution, not the sector name. India’s policy framework UNDP, 2025 report Royal Academy of Engineering, 2024

- Identify the central innovation. Is it a new scientific or engineering capability, or an application of technology that is already available?
- Locate the biggest uncertainty. Is the core question whether a hard technical advance can be made to work, or whether customers will adopt and pay for a solution built on an established foundation?
- Use development demands as clues, not rules. R&D intensity, long timelines, and capital needs often accompany deep tech, but none is a standalone test.
- Reassess as the technology matures. A capability that once required frontier research may later become a familiar building block for conventional products and services.
This test is a way to describe the nature of a venture’s innovation, not to rank its value. Conventional tech can be highly technical and commercially important; deep tech is distinguished by the scientific or engineering advance at its core.
