Before switching AI vendors, test the replacement on representative work, map what depends on the current service, confirm what data and configurations can actually move, and review security, legal duties, contract exit terms, and rollback plans. “AI vendor” may mean a model or API provider, an application built on a model, or a cloud or data-processing provider; the migration work and obligations depend on which layer is changing, your use case, and the jurisdictions involved.
First, define what “switching AI vendors” means for your organization
A change that looks like a single vendor swap can involve several separate layers. Identify which one is changing before comparing replacements: a new model behind the same application is different from a new application, and both differ from moving the cloud or data-processing service that hosts them.

- Model or API provider: The underlying model, endpoint, or API changes, while your application may stay in place.
- AI application: The user-facing product and its workflows change, even if it uses a similar underlying model.
- Cloud or data-processing provider: Hosting, storage, or other processing services change; this may trigger distinct portability and switching considerations.
For each use case, record the current service and model, the business owner, the technical owner, affected users, and the risk classification. Note which provider supplies each layer and who controls its settings, data, and integrations.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhat should you compare before choosing a replacement?
Use the same business tasks and expected workload to assess shortlisted providers. The following are comparison dimensions, not a universal scoring formula; weight them according to the consequences of failure in each use case.

| Decision area | What to verify |
|---|---|
| Task quality and failure behavior | Whether the candidate completes representative tasks, handles edge cases, and fails in acceptable ways. |
| Availability and latency | Whether performance under your expected demand meets workflow requirements. |
| Model and API capabilities | Whether the destination supports required inputs, outputs, tools, and integrations. |
| Security and data handling | How submitted data is accessed, retained, deleted, protected, and used. |
| Export and interoperability | Which data and configuration can be exported, in what formats, and what the destination can accept. |
| Compliance evidence and support | Whether documentation, assistance, and controls suit the use case and your obligations. |
| Exit terms and transition costs | What notice, assistance, data-return, deletion, continuity, and migration charges the contracts provide for. |
| Operational change | What engineering, workflow, monitoring, and user retraining effort the switch requires. |
How do you test whether the new service works for your tasks?
Do not infer equivalent behavior from a similar interface or API. A model or service change can alter outputs, error patterns, and how a workflow behaves even when the surrounding experience appears familiar.
- Build a representative test set. Use real task types, including important edge cases, with appropriate privacy protections. Include expected outputs or acceptance criteria where the task allows them.
- Run both services on the same inputs. Compare task completion, answer quality, errors, latency, availability, and cost under the workload you expect. Keep test conditions consistent enough for the comparison to be meaningful.
- Test difficult and adversarial cases. Check how each service responds to ambiguous requests, malformed inputs, and cases where it should decline, escalate, or signal uncertainty.
- Pilot with real users and workflows. Verify integrations and outputs in the destination environment before relying on it for critical work. Define acceptance criteria and rollback triggers in advance.
NIST’s ARIA resources distinguish model testing, red-teaming, and field testing as evaluation levels. They are complementary: passing a controlled test does not by itself establish how a service will perform in a live workflow.
What data, prompts, and dependencies need to be inventoried?
Make a dependency map before planning an export. A data export is not proof that every part of an AI workflow can be moved or recreated.

- API calls, endpoints, model versions, and application integrations
- System and user prompts, structured output expectations, and configuration
- Retrieval indexes, embeddings, source documents, and fine-tuned components
- Tool calls, guardrails, logs, evaluation sets, and downstream applications
- Users, access roles, business processes, and support or monitoring responsibilities
For each item, identify its owner, location, format, export route, destination requirements, and any dependencies on the current provider. Determine whether content is subject to confidentiality, intellectual-property, or trade-secret restrictions. Confirm separately whether prompts, embeddings, configurations, logs, and outputs are exportable and usable at the destination; do not assume portability because some service data can be downloaded.
The European Commission’s guidance for general-purpose AI providers describes information and documentation duties relevant to downstream AI system providers, including technical integration requirements and information on capabilities and limitations. That information can help assess integration, but it is not a guarantee that a model or workflow will transfer unchanged. See the Commission’s GPAI FAQ.
How should you reassess privacy, security, and responsible-AI risks?
Assess the replacement against the data and consequences of the particular use case, rather than relying only on a general product description or model benchmark.

The OECD’s Due Diligence Guidance for Responsible AI, published on 19 February 2026, is intended for multinational enterprises involved in the AI system value chain and addresses responsible-business-conduct due diligence in AI use and development. Treat this review as an enterprise governance task, not just a procurement comparison.
Which contract and portability terms should you check?
Review the actual agreements for both the incumbent and proposed provider. Record the obligations and deadlines that affect your planned transition.
- Notice periods, early-termination rights, and any service-continuity commitments
- Data return, export format, deletion, retention, and confirmation of deletion
- Transition assistance, migration responsibilities, and cooperation between providers
- Charges for egress, switching, or professional migration work
- Intellectual-property and confidentiality terms, liability, and audit rights
Ask the current provider what it will export and when; ask the destination provider which formats, integrations, and configurations it accepts. For covered data-processing services in the EU, the Data Act establishes switching measures and contract transparency requirements, including machine-readable exports for platform and software services. Its rules do not make every model, application, prompt, or workflow portable without adaptation.

The European Commission says providers of covered services may charge costs incurred in relation to switching and data egress during the transition period from 11 January 2024 to 12 January 2027. Switching charges, including egress charges, are to be removed from 12 January 2027 for those covered services. This is an EU-specific rule with a defined scope, not a general rule for every AI product or contract. Check the Commission’s Data Act explainer and the agreements that apply to your service.
Could the switch change your regulatory obligations?
Check the roles of your organization and each provider, as well as the category and use of the system. Under the EU AI Act, obligations depend on those details; a change of provider is not, by itself, enough to determine what applies. The Act contains provisions concerning changes to certain high-risk AI systems and cooperation between an initial provider and a new provider in specified circumstances. Review the consolidated Regulation (EU) 2024/1689 and relevant Commission guidance for the specific system and roles rather than treating a general summary as legal advice.

How do you make the transition controlled and reversible?
- Agree on acceptance criteria. Set the task-quality, reliability, security, and operational checks that must pass before each workflow moves.
- Move a limited use case first. Use a pilot, parallel run, or staged migration where feasible; test integrations and outputs in the destination environment.
- Prepare people and operations. Update documentation, user instructions, monitoring, incident ownership, and support procedures for the new service.
- Keep rollback practical. Retain access to the incumbent until critical workflows pass acceptance checks, and make rollback triggers and decision ownership explicit.
- Verify exit completion. Confirm that required exports were received, access was handled as planned, and return or deletion steps were completed under the applicable agreement.
A staged rollout limits the number of workflows exposed to an unresolved issue at once. It also makes it easier to distinguish problems caused by the replacement from integration or process changes made during the migration.
