What Communities Should Ask Before a Data Center Is Built Nearby

Before a data center is built nearby, ask for site-specific evidence on electricity, water, emissions, neighborhood effects, local costs and who will enforce project commitments.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask for project-specific documents, assumptions, decision makers and enforceable conditions—not just broad promises about jobs, tax revenue, efficiency or environmental impact. A proposed data center is a site-specific land-use and infrastructure decision, with potential effects on power, water, air, nearby residents, public services and local finances. The relevant approvals and opportunities to comment depend on the location and the project.

What exactly is proposed, and who decides?

Start by establishing the full scope of the project. A building proposal may also involve new substations, transmission or distribution work, backup generators, on-site power generation, water or wastewater infrastructure, and later construction phases. Ask for plans that show the whole project, not only the first building.

  • What are the site boundaries, building footprint, proposed capacity, setbacks and construction phases?
  • What cooling system is proposed, and what on-site generation, backup equipment or fuel storage is included?
  • What construction schedule, truck routes and associated utility projects are anticipated?
  • Which local bodies decide zoning, land use and building approvals? Which agencies oversee environmental permits? What utility approvals or proceedings apply?
  • When will plans, applications, hearings and public-comment periods be available, and where will the documents be posted?

Authority may be divided among local, state, federal and Tribal governments, depending on the site and project design. The U.S. Environmental Protection Agency’s January 2026 guidance on data-center redevelopment at Superfund and brownfield sites describes potentially relevant permitting and zoning roles, but its redevelopment context does not make every listed process applicable to a greenfield project. Penn State Extension’s Data Centers: A Guide to Common Questions likewise recommends treating its checklist as a starting point because projects and communities differ.

How much electricity will the project use, and who pays for system changes?

Ask the developer and utility to explain the project’s electricity needs in terms that can be checked against grid and utility planning documents. A general statement about efficiency does not establish whether the local system can serve a particular facility or how upgrades would be paid for.

  • How might demand change as the project is built out or expands, and on what schedule?
  • Is a grid connection approved or under study? What new generation, transmission, substation or distribution upgrades are proposed?
  • How would the costs of those upgrades be assigned, and could they affect rates, reliability or other customers?
  • What studies support the estimates, who prepared them, and can the public review the underlying assumptions?

Ask the utility and relevant regulators for the project-specific analysis rather than assuming a universal rate effect. Pennsylvania’s Department of Community & Economic Development planning toolkit and Penn State Extension identify infrastructure and energy capacity as local planning issues. Massachusetts Executive Order No. 658 (2026) also addresses potential grid investment and affordability effects in that state; it is not a general rule for other jurisdictions.

Where will the water come from, and what happens during drought?

Cooling choices and local water conditions matter. Request estimates that distinguish average, peak and seasonal use, and ask how the project would operate under drought restrictions or other supply constraints.

EPA’s siting guidance and Calvert County Government’s data-center planning page also identify water and wastewater as relevant concerns. Those materials do not establish the water needs or capacity of a particular site; obtain the local provider’s assessment and the project’s own estimates.

What will be emitted, and when will generators run?

Request an inventory of combustion equipment and its expected operating conditions. Backup generators may be tested or used during outages; a proposal may also include generation intended to operate independently of the public grid. Ask regulators to identify which permits and operating limits apply to each source.

  • Where can residents review permit applications, technical analyses and comment schedules, and which regulator answers questions about each permit?

EPA’s January 2026 siting guidance discusses permitting considerations, while Massachusetts Executive Order No. 658 includes air quality and public health in that state’s expectations. An air permit addresses its own scope; it does not resolve separate questions about noise, water, zoning or other impacts.

What could neighbors experience at the property line?

Ask for studies and proposed operating conditions that reflect nearby homes, schools, businesses and community facilities—not only measurements at the site boundary or during daytime operations. Request the assumptions and locations used so residents can understand what the results do and do not represent.

eS528L Decibel Meter and Recorder by ennoLogic – Digital Sound Level Meter and Noise Logger – Max/Min/Hold, 30-130 dBA Range, Updated Software
  • THE ENNOLOGIC DECIBEL METER provides accurate sound level (decibels or loudness) readings from 30 to 130 dB with ±1.5 dB accuracy. It is the ideal tool to discover if something at your workplace or in your neighborhood is too loud, potentially causing hearing damage. Loudness is highly subjective and difficult to determine without proper equipment. Use this Type 2 decibel meter to get convincing data for any situation.
  • AVOID OR RESOLVE DISPUTES WITH YOUR NEIGHBORS: Monitor and record noise levels in your neighborhood and outdoor traffic in your area. Check how loud your car audio is. Make sure your aftermarket exhaust is below the noise ordinance limits. Check the decibel level of leaf blowers, weed eaters, lawn mowers, and tractors. Know the actual sound level in decibels before talking to your neighbors.
  • DETERMINE IF YOUR WORKPLACE IS SAFE: Do you need to prove to your coworkers that a noise source at your workplace is too loud and causes hearing damage? Monitor sound levels on a construction site? Now you can monitor and record sound levels of machines or equipment, or perform area noise monitoring anywhere. Unlike other meters, the ennoLogic eS528L can record noise levels for hours or days for later review and to provide supporting data.
  • VERY USEFUL AT HOME: Balance the outputs of your home theater speakers, not easily done by ear. Sound proof doors and windows. Measure how quietly your air conditioning runs, or sound levels of home appliances. Or take this meter to a store to compare the noise level of appliances or air conditioners before purchasing.

Analog outputs (DC and AC). Large 1.5” LCD display with BACKLIGHT, easy to read even from a distance. Tripod mount (tripod not included). External power option. Auto power off. Comes with 9V battery, Software CD (Windows only), USB cable and user manual. 10 YEAR WARRANTY.
  • Noise: Do analyses cover nighttime operations, cooling equipment, transformers, backup-generator testing and low-frequency sound? Where were sound levels modeled or measured?
  • Construction and traffic: What hours, truck routes, delivery volumes and road changes are anticipated?
  • Lighting, heat and setbacks: What lighting controls, setbacks and heat-discharge assumptions are proposed?
  • Stormwater and wastewater: How will runoff be managed, and what effects could discharge or drainage have on nearby properties or waterways?
  • Public services: What demands could construction or operation place on emergency services and other local infrastructure?

EPA guidance identifies noise, traffic, public services, and air and water quality among community concerns. Calvert County’s planning page lists equipment, generators, cooling, stormwater, wastewater, noise, heat and water demand as considerations. Ask for proposed limits, monitoring locations, a complaint process and remedies in writing; a study without a plan for addressing problems leaves residents with little clarity about what happens if predicted effects differ from experience.

What are the local benefits, costs and commitments?

Separate projections from obligations. A jobs or tax-revenue estimate is not a guarantee unless the relevant agreement or law makes it one. Ask how estimates were calculated, which costs are excluded and what happens if promised outcomes are not met.

  • How many construction and permanent jobs are projected, for what duration, and what skills or credentials are required?
  • Are local hiring, training or contracting targets proposed? How will progress be reported and verified?
  • What tax revenue is expected, over what period, and what incentives, abatements or other public support would reduce it?
  • What public costs may arise, including infrastructure work and added demand on services?
  • Are commitments recorded in an agreement with measurable targets, reporting dates, independent verification and remedies for nonperformance?

Pennsylvania’s Department of Community & Economic Development toolkit directs local officials to consider fiscal impacts alongside community priorities. The U.S. Department of Energy Office of Indian Energy’s 2026 FAQ discusses potential local revenue and contractual opportunities for Tribal economic development while recognizing that a project may not suit every community. These are planning considerations, not proof that a particular proposal will deliver a specific benefit.

What can residents influence, and which promises will be binding?

Map the decision schedule early; different approvals can have separate notice and comment periods. Ask each responsible body how residents can participate and what kind of input it can consider.

  1. Identify the zoning or land-use decision, environmental permit applications, utility proceedings and any relevant Tribal or other government consultation.
  2. Ask when hearings and comment periods begin and end, where notices and documents will be published, and how to submit comments in the required form.
  3. Ask which agency or decision maker will respond to comments and whether responses or revised plans will be made public.
  4. Find out how approved conditions will be monitored, who receives complaints and what remedies are available if the project does not comply.
  5. Ask whether a community benefits agreement or another enforceable instrument is available, who would sign it, and which parties could enforce its terms.

DOE’s Tribal FAQ recommends considering community goals and engagement. Massachusetts Executive Order No. 658 (2026) establishes a state-specific community-benefits-agreement condition for certain data-center permits above the order’s stated threshold. That provision should not be treated as a requirement in other states or as proof that any particular agreement is enforceable; local law and the agreement’s terms matter.

How should a community compare proposals?

Use the same questions and evidence standards for each proposal. A single headline measure—such as projected jobs, water use or electricity demand—cannot capture how a site fits local plans or what costs and effects accompany it.

Compare Request for each proposal
Power Peak and annual demand, growth assumptions, new generation and grid upgrades, schedule, and cost allocation.
Water Source, average and peak use, seasonal demand, drought response, reuse, wastewater and provider capacity.
Air Combustion sources, fuel, emissions estimates, operating limits, testing and monitoring.
Nearby effects Land footprint, noise, traffic, lighting, heat, stormwater, setbacks and public-service demands.
Local finances Documented jobs and revenue, incentives, infrastructure costs, service costs and enforceable commitments.
Accountability Public documents, decision schedule, comment channels, monitoring, complaint handling and remedies.

For every figure, record who prepared it, its assumptions, the project phase it covers and whether it is a forecast or a binding limit. Pennsylvania’s toolkit, Penn State Extension’s guide and EPA’s siting guidance support treating land use, infrastructure, environmental effects and community priorities together. The appropriate balance depends on the community’s own plans and the evidence for the specific site.
