What changed in the Windows 11 context menu, and why are some commands hidden?

Windows 11’s compact File Explorer menu surfaces common actions, while Show more options preserves older Shell verbs and app commands. Here is why commands are hidden and how to reach them.

Windows 11 did not remove the older File Explorer context menu. It made a streamlined menu the default, placing common actions such as Cut, Copy, Paste, Rename, Share and Delete at the top. Choose Show more options to open the previous Windows menu, including many older Shell verbs and app commands.

Commands can be absent from the compact menu because the app that provides them has not yet adopted Windows 11’s modern context-menu integration. Microsoft says those extensions remain available through Show more options, while developers can update their apps to appear in the new menu.

What changed in the Windows 11 context menu?

In File Explorer, Windows 11 uses a redesigned, streamlined menu when you right-click a file or folder. Microsoft’s current File Explorer guidance identifies the main actions at the top as Cut, Copy, Paste, Rename, Share and Delete. Several are represented by icons; hover over an icon to see its name. The design emphasizes actions that most people use frequently rather than displaying every possible command at once. Microsoft’s File Explorer documentation describes this as the new, streamlined menu.

The change applies to the file-and-folder menu in File Explorer. It is not a statement that every command from Windows 10 has been deleted. Instead, Windows 11 presents a shorter first layer and keeps the older command set one selection away.

Why are some commands hidden?

The default menu is intentionally shorter

Windows has many possible commands, including actions supplied by the operating system, file types and installed applications. Showing all of them in the first menu can make the menu long and difficult to scan. Windows 11 therefore gives priority to the common operations and places less frequently used actions behind another menu.

Older extensions do not automatically appear in the new menu

Many applications add commands to File Explorer through legacy shell extensions. Microsoft Support states that “not all extensions from Windows 10 will be available in the streamlined Windows 11 context menu,” but says they remain available after selecting Show more options. Microsoft also says some apps will update over time to join the modern menu and advises checking with the app developer about availability and timing. The support explanation is here.

That means a missing command in the compact menu does not, by itself, indicate that the application is broken, uninstalled or incompatible with Windows 11. It may simply be using an older integration method that Windows continues to support in the expanded menu.

Microsoft retained the previous menu for compatibility

In a Windows developer announcement dated July 19, 2021, Microsoft explained that Show more options loads the Windows 10 context menu “as-is” so users can reach low-use Shell verbs and apps that are still working on porting their commands. Read Microsoft’s Windows Blog announcement.

Streamlined menu versus Show more options

The two menus serve different purposes. The first is optimized for speed and visual simplicity; the second is the compatibility layer for commands that are less common or have not been integrated into the newer design.

Aspect Streamlined Windows 11 menu Show more options menu
How it opens Right-click a file or folder in File Explorer. Right-click, then select Show more options, or use the supported shortcut methods below.
Primary purpose Fast access to common actions. Access to the previous Windows context menu and its broader command set.
Typical commands Cut, Copy, Paste, Rename, Share and Delete are surfaced prominently. Older Shell verbs and commands supplied by extensions that are not in the streamlined layer.
Third-party app commands Appear when the app has implemented and registered the modern integration. Can remain available when the app still uses its older shell-extension path.
Compatibility role Modern presentation for supported commands. Windows 10-style fallback retained for compatibility.

How to show the older commands

Using a mouse or touchpad

  1. Open File Explorer and locate the file or folder you want to act on.
  2. Right-click the item. On a touch device, select and hold the item to open its context menu.
  3. Select Show more options.
  4. Choose the command from the expanded Windows context menu.

This is Microsoft’s documented route for reaching commands that are not shown in the compact menu. The expanded menu is associated with the selected item, so the available commands can differ between a file, a folder, a drive and an empty area of a folder.

Using Shift plus a right-click

Microsoft’s Windows shortcut documentation lists Shift+mouse right-click as a shortcut for the Show more options menu. Hold the Shift key while right-clicking the file or folder. See Microsoft’s keyboard-shortcut table.

Using the keyboard

To work without a mouse, first select the file or folder in File Explorer, then press Shift+F10. Microsoft documents this shortcut as opening the context menu for the selected item. It is useful for keyboard navigation, but Microsoft’s shortcut table does not say that every Shift+F10 invocation always opens the legacy menu specifically. If the compact menu appears, select Show more options within it and continue with the keyboard.

Microsoft’s screen-reader guidance also lists Shift+F10 for opening the selected item’s context menu. The accessibility instructions are available here.

Why a particular app command may be missing

The app has not adopted the modern command model

Windows 11 provides a modern way for packaged desktop applications to add commands to File Explorer. Microsoft’s developer documentation describes implementing the IExplorerCommand interface and registering the command with app identity through the windows.fileExplorerContextMenus package-manifest extension. Commands registered through that mechanism appear in the Windows 11 context menu. Read the Microsoft Learn integration guide.

If an application has not made that change, its existing command may continue to appear only in Show more options. The location therefore reflects the app’s integration method, not necessarily a failure in the app itself.

The command applies only to certain items

Context-menu extensions can be conditional. An application may show a command for one file type, a folder containing eligible files, a removable drive or a selected group of items, but not for every selection. Check that the item you selected is one the application can process before concluding that the command has disappeared.

The app may still be in the process of updating

Microsoft says developers can update their apps over time to join the modern menu and recommends checking with the app developer for availability and timing. Until that update is made, use Show more options for the established command.

Why the menu can look different on different Windows 11 installations

The exact entries depend on what is selected and how the installation presents desktop and File Explorer options. Microsoft’s desktop-icon instructions show that some Windows installations display all available options directly; in those cases, users may see Send to without a separate Show more options entry. Microsoft’s desktop-icon instructions note this variation.

This does not contradict the streamlined-menu design. The menu can vary by item type, Windows surface and the extensions installed on the computer. A command shown when you right-click a desktop icon is not necessarily presented in exactly the same place as a command for a file inside a File Explorer folder.

A practical way to find a missing command

  1. Confirm the selection. Select the file or folder that the application is expected to handle. Commands are often context-sensitive.
  2. Open the compact menu. Right-click the item and scan the icon row and text entries for the action you need.
  3. Open the compatibility menu. Choose Show more options, or use Shift+mouse right-click. Look for the command in the Windows 10-style menu.
  4. Try the keyboard path. Select the item and press Shift+F10. If the compact menu appears, move to Show more options and open it.
  5. Check the application’s support information. If the command is absent from both menus, consult the app developer’s documentation for supported file types, Windows 11 support and the expected integration method.
  6. Install available app updates. Microsoft’s guidance indicates that app updates are how developers add commands to the modern menu. An update may move a command into the streamlined layer, but the timing is controlled by the developer.

What Windows 11 did not change

Windows 11 did not remove all older Shell verbs or guarantee that every Windows 10 command would be rewritten for the compact interface. The retained Show more options menu is specifically intended to keep those commands reachable. A command being hidden from the first layer is therefore different from a command being removed from Windows.

The same distinction applies to third-party extensions. If an application’s command appears after selecting Show more options, Windows is still loading the older extension path. If it appears in neither menu, that is a separate troubleshooting problem involving the application, the selected item or the extension’s installation.

What developers must do to appear in the modern menu

For developers, the modern menu is not populated merely because an older shell extension already exists. Microsoft documents a specific integration route:

  • Implement the IExplorerCommand interface for the command behavior.
  • Package the desktop application with an app identity.
  • Register the command using the windows.fileExplorerContextMenus package-manifest extension.
  • Test the command with the file and folder types it is designed to handle.

Microsoft says commands registered this way appear in the Windows 11 context menu. Apps that have not adopted this route can continue to rely on the compatibility menu while they work on a port. The full implementation details and manifest requirements are in Microsoft’s File Explorer context-menu documentation.

Common misunderstandings

“The command is gone because I cannot see it immediately.”

Usually, the first check is Show more options. Windows 11’s compact layer is not the complete command list.

“Every missing command means the app is incompatible.”

Not necessarily. Microsoft explicitly describes older extensions as remaining available through the previous menu and says developers may add modern-menu support later.

“Shift+F10 always opens the Windows 10 menu.”

Microsoft documents Shift+F10 as opening the selected item’s context menu. It is a reliable keyboard entry point, but the documentation does not promise that it bypasses the streamlined layer every time.

“All Windows 11 computers show exactly the same entries.”

Entries vary with the selected item, installed extensions and the particular Windows surface. Microsoft’s desktop-icon instructions acknowledge that some installations show all options directly, including Send to.

The simplest rule to remember

Use the compact menu for the common actions shown immediately. When a familiar command is not there, open Show more options before assuming it has been removed. If the command is missing from both menus, investigate the application’s supported item types and updates; the absence from the streamlined menu alone is expected for extensions that have not yet adopted Windows 11’s modern integration.
