Operators first use reserves, market responses and other ways to restore the balance. If those measures cannot close the gap, they may order load shedding—deliberately disconnecting selected demand—to protect the rest of the grid. A tight supply margin is a warning that the buffer is small, not proof that power cuts are imminent.
How a supply shortfall can become a power cut
Electricity supply and consumption, including losses across the network, must stay balanced continuously. When demand outstrips generation, frequency falls. Controls and reserves act to slow or arrest that fall; if the imbalance is severe or persists, protective equipment may disconnect parts of the system. Uncontrolled disconnections can spread, so operators may deliberately interrupt some demand before instability threatens a wider area. The New Zealand Electricity Authority explains the balance and reserve role in Keeping the lights on with reserves.

That deliberate, operator-directed reduction in demand is called load shedding. It is an emergency reliability measure, not the routine response to every busy evening or high-demand forecast. It is also distinct from a local outage caused by a distribution-line fault, damaged equipment, or planned maintenance: those events can cut power without a nationwide supply shortfall.

A margin is the capacity cushion between expected demand and supply that can actually be made available, while accounting for the reserves needed to handle contingencies. It can narrow because several conditions coincide; there is rarely one universal cause.

- Demand peaks and weather: Cold or hot conditions can raise consumption. Weather also affects generation, including wind output, so demand and available supply can move in unfavorable directions at the same time.
- Generator outages and fuel limits: A plant may be offline for planned maintenance or an unexpected fault. Fuel constraints and the resource mix can also limit how much output is deliverable when needed.
- Variable output and forecast error: Wind and solar production changes with weather. If actual output differs from forecasts, operators may need other resources or demand reductions to compensate.
- Transmission limits or damage: Electricity generated in one location cannot help a constrained area if the network cannot carry it there. Damage to a transmission asset can abruptly reduce what the system can move.
- Interconnector flows: Imports can support supply, but available flows depend on neighboring systems and market conditions; exports can also affect the domestic margin.
- Reserve needs: Some capacity must be held ready for sudden changes, such as the loss of a large generator. It cannot all be treated as ordinary supply available to meet forecast demand.
These influences interact. The National Energy System Operator (NESO) describes weather, demand, generator availability, network events and import or export flows as factors in Great Britain’s operating margins; it does not identify wind as the sole cause of tight margins. See NESO’s margin explainer.
What reserves do—and why they are not all the same
Reserves are a contingency buffer used when supply or demand changes unexpectedly, for example after a generator trips, a transmission asset is damaged or consumption shifts from forecast. Different system services respond on different timescales. Frequency response helps manage smaller, rapid changes; faster reserve is needed for larger disturbances. Holding reserve reduces the risk that an ordinary disruption turns into a deeper shortfall, but it does not mean every reserve resource is free to supply customers continuously.

The Electricity Authority’s reserve overview distinguishes frequency-keeping response from instantaneous reserve. The precise services and operating arrangements vary by grid, so the New Zealand terminology should not be assumed to describe every country’s market rules.
What operators do before emergency load shedding
Operators forecast demand and supply, arrange reserves, and communicate with generators and other market participants. If the margin tightens, market signals and operator actions can encourage more generation, storage discharge, imports where available, or reduced and shifted consumption. The New Zealand Electricity Authority describes demand management during tight supply in Managing peak electricity demand; NESO also explains actions intended to restore operating margins.

If the real-time shortfall remains after these measures, an operator may direct network companies to disconnect selected load. The aim is to reduce demand to the level the system can safely supply. Such cuts may be allocated by operational arrangements and need not affect every customer equally or at once.
How allocation and communications work matters as well as the underlying shortage. In its review of New Zealand’s 9 August 2021 electricity cuts, the Electricity Authority reported that more than 34,000 customers lost power and found the allocation and communications tools unsatisfactory. That figure describes that specific event, not a typical outage or a general forecast. See the Authority’s initial review.

A tight-margin notice is not an outage prediction
There is an important difference between tight supply and load shedding. Tight supply means the available cushion is small relative to expected demand and the reserves required. Load shedding means customers are actually disconnected to reduce demand. An operator notice that asks the market for more spare capacity signals a tighter operating position; it does not, by itself, mean an emergency or customer cuts will follow. NESO describes margin notices as a way to tell the market it wants more spare capacity, and UK government guidance cautions that system notices do not mean an emergency will occur.

What reliability forecasts can—and cannot—tell you
The UK Department for Energy Security and Net Zero’s 2025 statutory security-of-supply report relayed NESO’s outlook for Great Britain in winter 2025/26: a 6.1 GW (10.0%) de-rated capacity margin and LOLE below 0.1 hours per year. The report said projected capacity was sufficient for forecast demand in that winter. These figures apply to that specific forecast period and geography, not to every grid or later winter.

LOLE means “Loss of Load Expectation.” It is a modeled indicator of periods when normal supply might not meet demand and additional action could be needed. It is not a clock predicting how many hours customers will be disconnected: operators may take other actions, and the metric describes system risk rather than an individual customer’s outage. See the 2025 statutory report.
