It is not the hosting provider or the server itself: it gives you controls for services running on the server, with the exact options determined by the panel, hosting plan, and your account permissions.
What a web hosting control panel is—and is not
In this article, “web control panel” means a control panel for web hosting. It is a web application through which a hosting customer or administrator manages hosted services. Microsoft describes these panels as customer-facing applications used for tasks such as website, database, and email administration, as well as resource provisioning. Microsoft Learn explains hosted-services control panels.

- Hosting service: The provider supplies server resources and related services.
- Control panel: The interface for managing some of those resources and services.
- Website or application: The content or software hosted on the server.
A panel is not the website, a hosting company, or the server. It may include a website builder or application installer, but its wider job is to administer hosting services.
How the panel works
You choose an action in the graphical interface, and the panel coordinates it with the relevant server service. For example, Plesk describes creating a website in its interface and passing the request to a web server such as Apache or IIS to add a virtual host. That illustrates Plesk’s intermediary role; other panels may implement tasks differently. Plesk’s administrator documentation describes the panel’s role.

This can save users from issuing every underlying server command themselves, but it does not mean every hosting customer has full server access. The provider and the account’s role determine which operations are available.
What can you manage in a hosting control panel?
Features differ by product, provider, plan, and permissions. Depending on the setup, a panel may provide tools for:
Recommended Free Tools
- Domains, DNS records, and hosting subscriptions.
- Website files and content.
- Email accounts and mail settings.
- Database creation and administration.
- User accounts, quotas, and access rights.
- Backups and scheduled backup tasks.
- SSL certificates.
- Logs, reports, and service monitoring.
- Installing applications or content-management systems.
These are examples, not a promise that every panel or hosting plan includes every tool. cPanel, for example, documents account management for domains, email, website content, and SQL databases. See cPanel’s Getting Started documentation.
Who gets access to which controls?
Control panels can separate tasks by role. Plesk documentation distinguishes server administrators, resellers, and customers: administrators handle server maintenance and accounts, resellers have a more limited administration view, and customers focus on hosting tasks such as websites and mailboxes. Providers can also configure what customers see; cPanel notes that a hosting provider can enable or disable its interface. Plesk’s GUI documentation describes these role distinctions.

As a result, two customers using the same panel software may not see the same controls. Your plan and permissions matter as much as the panel’s general feature list.
How do you open a control panel?
The access method depends on the product and host. For cPanel specifically, its documentation describes opening the interface in a browser over HTTPS using the server’s IP address or domain and port 2083. That address and port apply to cPanel; they should not be assumed for other panels. Your hosting provider’s welcome email or account dashboard is the safest place to find the correct access link. cPanel documents its browser access method.

cPanel and Plesk are examples, not the whole category
cPanel and Plesk are familiar hosting control panels, but they are examples rather than an exhaustive list. The available documentation does not establish a universal best panel or a current, apples-to-apples comparison of every product.
