Offline capability depends on the software and hardware; “AI PC” alone does not guarantee that a feature will work offline.
What offline AI tasks are practical?
When an AI model runs on your computer rather than sending each request to a cloud service, it can keep working after you disconnect. The available jobs depend on the model, app, and device.

Chat, writing, and summaries
A downloaded language model can answer prompts, draft short text, summarize material, and rewrite passages. Microsoft describes Phi Silica as a small language model optimized to run locally on the NPU in supported Copilot+ PCs. Other runtimes offer different local language models. Output quality and response speed vary with the model and hardware.

Questions about files on your PC
You can pair a local model with a document workflow that loads or indexes selected files, then ask questions about their contents. Dell’s Airgap AI example uses local PDFs, policies, and sales decks as a dataset. This does not mean every model can read every file type automatically: prepare the files in an app that supports them, and check answers against the original documents.

Text and image tasks
Windows AI options include OCR or text recognition and image description. Microsoft also documents local image generation and image-processing capabilities, including object extraction and removal, for supported Copilot+ hardware. These are feature-specific capabilities, not a promise that every PC or image app includes them.
Speech transcription
Foundry Local’s model catalog includes voice-to-text models. Available languages, transcription quality, and speed depend on the particular model and machine.
Coding assistance
Visual Studio Code documents chat with local language models, which can work without an internet connection once the model is available locally. Some adjacent features still rely on online services: VS Code’s documentation says semantic search, inline suggestions, and embeddings that depend on those services are unavailable offline.

What has to be set up before you disconnect?
Offline use requires more than a PC marketed as an AI PC. The runtime and the model must be installed or cached locally, and document workflows need the files they will use. Microsoft says a Foundry Local model’s first download requires internet access; once downloaded and cached, inference runs on-device. Its FAQ describes optional catalog metadata refreshes as network traffic for that runtime.
- Choose the task. Decide whether you need chat, document questions, transcription, image work, or another specific capability.
- Choose a runtime or app that supports it. Check whether the feature runs locally, which models it offers, and whether any sign-in, setup, or related function requires connectivity.
- Check model and hardware compatibility. A runtime may support a CPU, GPU, or NPU path, but not every model is available on every device.
- Download the runtime and model while online. Allow the model download to finish; an app that has not cached its model cannot perform that model’s inference offline.
- Prepare local inputs. Import or index any documents, audio, or other data the workflow will need, then test the workflow before leaving connectivity.
- Disconnect and verify the exact feature. Confirm the app can still open and perform the task without calling an online service. Do not assume that every feature in a cloud-connected app is local just because its chat model is.
Does an AI PC need Copilot+ certification?
No—not for all local AI. Microsoft defines a Copilot+ PC as having an NPU rated at 40+ TOPS, at least 16GB of RAM, and a supported SoC. Those criteria matter for most built-in Windows AI APIs, but Microsoft says Foundry Local and Windows ML do not require Copilot+ status. Foundry Local can use supported GPUs, NPUs, or a CPU fallback, though model availability differs by hardware.
The practical distinction is between a feature designed for a specific Windows hardware class and a local-model runtime with broader hardware options. A non-Copilot+ PC may run compatible local models, while a Copilot+ PC does not automatically make every third-party app or model work offline.

Which local AI approach fits the job?
| Approach | Best fit | Hardware and model considerations | Offline preparation |
|---|---|---|---|
| Windows AI APIs | Ready-to-use Windows capabilities such as language, image, and speech tasks | Most APIs require Copilot+ hardware; feature support varies by device. | Models are acquired at runtime; confirm the needed component is available locally. |
| Foundry Local | Local language-model and speech scenarios using a model catalog | May use a supported GPU, NPU, or CPU fallback; not every model runs on every hardware configuration. | Download and cache the model while online. Microsoft says inference is then on-device; catalog metadata refresh is optional. |
| Windows ML | Apps that bring their own ONNX models and manage execution providers | Does not require Copilot+ status; the app’s model and chosen execution provider determine compatibility. | The app handles model distribution, so it must supply the model needed offline. |
For a particular PC, there is no reliable universal speed estimate or model-size recommendation: performance depends on the machine, model, quantization, and workload. Check the named app’s compatibility information and test the workload you actually plan to use.
What stops working without internet?
A local model cannot retrieve current web information while disconnected unless you have prepared a local source of that information. Cloud-backed app functions also remain unavailable, even if the app has a local chat option. Setup, account sign-in, updates, model downloads, and optional metadata refreshes may have separate connectivity requirements; these vary by app and runtime.
Local processing can reduce network exposure, but it is important to identify the specific app and model. Microsoft says Foundry Local keeps its inputs and outputs on-device after setup, while its initial model download and optional catalog refresh are network operations. That statement applies to Foundry Local, not automatically to every AI application.
How to choose a PC for offline AI
Start with the workload rather than the “AI PC” label. Compare available RAM, storage for model files, and the CPU, GPU, or NPU path supported by your chosen runtime. Copilot+ status is relevant if you want the built-in Windows AI APIs that require it, but it is not a universal requirement for local inference. No device-independent benchmark establishes how fast an unspecified PC will run a particular model, so check compatibility and test before relying on it for time-sensitive work.
