Removing a language-specific Speech recognition Feature on Demand (FOD) removes that language’s recognition component. Cortana and Windows Speech Recognition depend on that component, so those experiences are the ones most directly affected. The package does not act as a master switch for every voice feature in Windows 11. Voice typing, Voice access, and Narrator rely on different parts of the system, so the real effect depends on the feature you use, your Windows version, and the languages installed on the PC.
What the speech recognition package is
Microsoft’s Language and region Features on Demand documentation defines the Speech recognition component as the part that recognizes voice input and is used by Cortana and Windows Speech Recognition. Its capability name follows the pattern Language.Speech~~~<language>~0.0.1.0, so each installed language has its own Speech component. The same documentation lists the same-language Basic and Text-to-speech components as dependencies.

Windows language components are installed per language. Microsoft’s Languages overview recommends including the available Basic, Fonts, OCR, Text-to-speech, and Speech recognition FODs for each language being preinstalled. It also notes that not every language has every component. A missing Speech component for one language therefore means that language has no recognition component. It does not mean the device has lost speech recognition altogether.
What breaks, feature by feature
Speech features in Windows 11 are not one package. The table below separates the experiences that people usually mean when they ask about “speech recognition,” and shows how each relates to the language Speech FOD.
#1 Best Overall
- 1.1 GHz (boost up to 2.4GHz) Intel Celeron N5030 Quad-Core
| Experience | Role in Windows | Relationship to the language Speech FOD | Network requirement |
|---|---|---|---|
| Language Speech recognition FOD | Recognizes voice input for Cortana and Windows Speech Recognition | This is the component being removed. It is tied to one language. | Not stated as a network requirement in the cited Microsoft page |
| Cortana and Windows Speech Recognition (WSR) | Voice-driven assistant and legacy dictation and control | Documented as users of the Speech component, so these are the most likely to be affected | Not stated in the cited Microsoft page |
| Voice typing (Windows+H) | Dictation into a text box | Microsoft does not state that removing one language FOD necessarily disables it on every build | Requires an internet connection (online speech recognition through Azure Speech services) |
| Voice access | PC control and text authoring by voice | Microsoft does not state that removing a language FOD necessarily disables it | Works without internet (on-device recognition), on Windows 11 version 22H2 and later |
| Narrator | Spoken screen output | Uses Text-to-speech, which is a separate FOD and a dependency of the Speech FOD, not the Speech FOD itself | Available as device-based speech when online speech recognition is off |
Cortana and Windows Speech Recognition
These are the experiences the package most directly supports. If you remove the Speech FOD for a language, expect voice input for that language in these experiences to stop working. The exact result still depends on the Windows release and the installed configuration.
Voice typing (Windows+H)
Microsoft describes Voice typing as online speech recognition powered by Azure Speech services. It needs an internet connection, a working microphone, and an active text box. Those are its documented prerequisites. Microsoft’s cited guidance does not say that deleting a language’s Speech FOD disables Voice typing on every Windows build, so do not assume that removing the package will break it.

Voice access and the WSR transition
Voice access is a separate Windows 11 feature that uses modern on-device recognition and works without internet. Microsoft says it is available on Windows 11 version 22H2 and later, and that Voice access replaced Windows Speech Recognition on those versions starting September 2024. Older Windows versions continue to include WSR. If you are on a 22H2 or later build, “WSR” is no longer the name of the current voice-control feature, so use “Voice access” when describing it. Microsoft’s guidance does not establish that disabling a language Speech FOD necessarily disables Voice access.
Narrator and spoken output
Narrator’s spoken output relies on Text-to-speech, not on the Speech recognition FOD. Microsoft lists Text-to-speech as a dependency of the same-language Speech FOD, which means the two are linked in the installation, but removing the Speech FOD alone should not be described as removing Narrator’s voice output.

Removing the package is not the same as turning off online speech
Windows 11 supports two processing modes: device-based recognition, which runs locally, and online recognition, which uses Microsoft cloud services. Microsoft says that when online speech recognition is turned off, only device-based features such as Narrator remain available. That privacy setting changes how recognition is processed. Uninstalling a language Speech FOD changes which language components exist on the device. These are different operations, and turning off online speech will not show you what removing a language component would do.
Checks before you remove a speech component
- Confirm the exact feature name and Windows version. “Windows Speech Recognition,” “Voice access,” “Voice typing,” and “Speech recognition FOD” are different things. Check whether you are on Windows 11 version 22H2 or later, because Voice access replaced WSR on those builds starting September 2024.
- List the installed capabilities. Run
DISM /online /get-capabilitiesin an elevated Command Prompt or PowerShell window to see which language components are present. Use the capability names from that list. Do not guess a package name. - Check dependencies. The Speech component for a language depends on the same language’s Basic and Text-to-speech components. Text-to-speech separately supports Narrator and Cortana, so decide whether you need it before you touch any other component.
- Use a supported servicing path. Microsoft’s “Add, remove, or hide Windows features” page covers Settings-based removal for Windows features. Language FODs are serviced through the DISM capability methods described in Microsoft’s language documentation. Removal can fail depending on system state.
- Account for offline images and pending actions. Microsoft’s “Add languages to Windows images” guidance warns that a language pack cannot be removed from an offline image while online actions are pending. Finish or clear those actions before attempting offline removal.
If voice typing stops working after a change
Check Voice typing’s own prerequisites before blaming a language component. Microsoft’s troubleshooting guidance points to these areas:

- Microphone selection and microphone access permissions.
- Whether the language you are dictating in is supported for Voice typing.
- The microphone input level.
- An active internet connection, since Voice typing is online.
- A text box that accepts input, since Voice typing has nothing to write into otherwise.
If those checks pass, reinstalling or restoring the affected language component is the next step to consider, following the same DISM capability method you used to inspect the system.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Which result to expect
If you remove the Speech recognition FOD for a language, expect Cortana and WSR voice input for that language to be affected. Voice typing depends on online recognition and its own prerequisites. Voice access works on-device on supported builds and is not documented as depending on the language FOD. Narrator’s output relies on Text-to-speech, which is a separate component. Confirm your Windows version and installed capabilities before predicting the exact outcome on your machine.
