What Breaks When You Disable Windows Telemetry: Diagnostic Data Levels, Editions and Trade-offs

Turning off Windows diagnostic data does not stop Windows from working, but it reduces troubleshooting data, affects some organization reporting and Intune features, and does not control every app.

Turning off Windows diagnostic data does not, by itself, stop Windows from working. Microsoft’s organization guidance says that at the Diagnostic data off level, Windows sends no diagnostic data and supported devices remain secure. What you give up is mostly troubleshooting detail, a few organization reporting and management features that depend on that data, and some personalized suggestions. The setting also has limits: it does not control every app, and the levels you can choose depend on your Windows edition.

Scope: which Windows versions this covers

Microsoft’s organization guidance, titled “Configure Windows diagnostic data in your organization,” covers Windows 10 and Windows 11 client editions, Windows Server, Surface Hub, and HoloLens. Some details differ by version, and the most specific differences are noted below. Microsoft updates this documentation over time, so check the current version before changing settings on production devices. The behavior described here comes from Microsoft’s documentation, not from testing on our side.

The four diagnostic-data levels

Windows groups diagnostic data into levels. Microsoft renamed several of them, so you will still see the older names in policies and older guides.

Level Earlier name What Windows sends Crash metadata Crash dumps and diagnostic logs Availability
Diagnostic data off Security No Windows diagnostic data Not sent Not sent Windows Server, Windows Enterprise and Windows Education only
Required Basic The minimum information needed to keep the device secure, up to date and operating as expected Included Not included Covered by the guidance for Windows 10 and Windows 11 client editions and Windows Server
Enhanced Not stated Not stated beyond being a level above Required in the cited level summary Not stated Not stated Not available on Windows 11 or Windows Server 2022; policies control optional data on those versions. Availability on Windows 10 not stated in the guidance.
Optional Full The full set of diagnostic data Included Included, including full and triage memory dumps and diagnostic logs Covered by the guidance for Windows 10 and Windows 11 client editions and Windows Server

The level values are configuration codes. They describe what data is collected and do not measure outcomes such as stability or security.

Why the Off level depends on your edition

Diagnostic data off is the only level that stops all Windows diagnostic data, and Microsoft limits it to Windows Server, Windows Enterprise and Windows Education. On other editions, such as Windows Home and Windows Pro, that level is not offered in the documentation, so the lowest choice is Required. Microsoft’s own wording on the Off level is: “If you choose this setting, devices in your organization will still be secure.” That sentence applies to supported editions at that level and should not be read as a statement about every configuration.

What breaks: organization reporting and management

Most ordinary home use does not depend on diagnostic data. Some organization features do, and those are where you will notice a difference.

Windows Update for Business reports

Windows Update for Business reports require at least Required diagnostic data. Microsoft also notes that device-name data determines whether a device is identified individually in those reports. If that data is not sent, the report shows a placeholder in place of the device’s identity. The device still reports, but it is harder to tell apart from others in the view. This is a reporting consequence, not a general usability failure.

Microsoft Intune

Some Intune features need access to Windows diagnostic data or license verification. Turning off the tenant-level setting in Intune disables the Intune features that depend on it. However, Microsoft’s Intune guidance cautions that the toggle reflects only that configuration choice. It may not disable a processor configuration that was enabled another way, so check the other configuration paths on the device if that matters to you.

What breaks: troubleshooting information

Turning diagnostic data down mainly reduces the detail available when something goes wrong. It does not affect whether Windows runs.

Crash metadata versus crash dumps

At Required, Windows sends crash metadata but not crash dumps. At Optional, it can also send full and triage memory dumps and diagnostic logs. If a support engineer later asks for a memory dump from a machine set to Required, it will not be there. Windows Error Reporting policies can separately limit dump collection and diagnostic-log collection, regardless of the diagnostic-data level. Microsoft documents these policies with separate wording and steps for Windows 10 and Windows 11, so follow the version that matches your device.

Rank #3

Diagnostic Data Viewer

The Diagnostic Data Viewer is an optional Windows app that lets you review the diagnostic data Windows sends to Microsoft. When you turn on data viewing, the app stores diagnostic data on the device until you turn viewing off. When you turn viewing off, collection for the viewer stops and locally stored viewer data is cleared. The viewer is a transparency tool. Windows does not need it to run.

What breaks: personalized suggestions

A separate policy prevents Windows from using diagnostic data for tailored experiences. When that policy is on, tips, recommendations and offers become less relevant to you. Microsoft says you may still see them; they are simply not based on your diagnostic data.

What the Windows setting does not control

The Windows diagnostic-data level is not a universal off switch. Third-party apps and other Microsoft apps can have their own diagnostic controls. Some controls in the Windows settings and policy framework apply only to Windows operating-system components and apps, not to third-party software. If an app collects data, you need to check that app’s own privacy settings. Changing the Windows level does not establish that all telemetry, network traffic or data collection on the device has stopped.

How administrators set the level

Microsoft documents two administration routes for diagnostic-data levels: Group Policy and mobile device management (MDM). Use the route that matches how your devices are managed, and confirm the policy’s current wording in Microsoft’s documentation for your Windows version. On Windows 11 and Windows Server 2022, you cannot select Enhanced; policy controls govern optional data instead.

Choosing a level

  • Home or Pro device with no organization reporting: Required is the lowest level available, and it keeps crash metadata while leaving out dumps and logs.
  • Organization using Windows Update for Business reports: Required is the minimum, and device-name data affects how devices appear.
  • Organization using Intune features: Check which features depend on diagnostic data or license verification before you turn anything off.
  • Device where you need to send crash dumps for support: Optional is the level that includes them; Required does not.
  • Enterprise, Education or Server device where you want no Windows diagnostic data: Off is available, and Microsoft documents that supported devices remain secure at that level.

Whatever level you choose, review each installed app’s privacy settings separately.
