What Are TV White Spaces? Definition, Database Checks, and Rules

TV white spaces are television-related frequencies unused by incumbent licensees at a particular place or time. Compliant devices may use them only where local rules and database checks permit.

TV white spaces (TVWS) are portions of spectrum associated with television broadcasting that are unused by incumbent licensees at particular locations or times. Where local rules permit, compliant devices can use them on a secondary basis—but only under conditions that protect television broadcasters and other protected users. Which frequencies and power levels are available depends on location, time, device characteristics, and regulation.

What “TV white space” means

“White space” does not mean that a frequency has no primary users. It means a frequency is not being used by its licensee everywhere or all the time. Ofcom’s 2010 explanation describes white-space spectrum as frequencies “that are not in use by the licensee all of the time at all locations” (Ofcom, Implementing Geolocation).

Because use varies by place and time, a channel may be available in one location but unavailable in another, or unavailable at a particular time to protect an incumbent. TVWS devices therefore operate on a secondary basis: their access must not cause harmful interference to users who have priority under the applicable rules.

How a TVWS device finds usable spectrum

In a geolocation-based system, a device determines its location and provides it, along with relevant device parameters, to a geolocation database. The database responds with frequencies and power levels the device may use for that location and request. This is a coordination check, not a guarantee that spectrum will be available everywhere.

  1. Determine location and device details. The device supplies the information required by the applicable database and rules.
  2. Query the database. The device, or a coordinating master device acting for another device, requests available spectrum.
  3. Use only the permitted parameters. The response specifies which frequencies and power levels are allowed for that scenario.

The IETF’s RFC 7545 (May 2015) describes the PAWS protocol for white-space database access. It specifies a master device obtaining a database URI, establishing a secure HTTPS session, and requesting available spectrum; a master may also request availability on behalf of a slave device. The standard describes database information as reflecting spectrum availability for a given location and time.

Which users must be protected?

Protection requirements depend on the jurisdiction. In its UK coexistence framework published on 4 September 2013, Ofcom identified digital terrestrial television (DTT), including local television, and programme-making and special-events (PMSE) users—particularly wireless microphones—as incumbents to protect. Ofcom described sharing as dynamically controlled by databases holding information on DTT and PMSE users and white-space devices (Ofcom, TV white spaces: approach to coexistence).

That document concerns the UK framework at that time, not a universal definition or a statement of current rules everywhere. Its discussion of the 470–790 MHz range is specific to that UK context. National requirements and database arrangements can differ, so the UK example should not be treated as deployment advice for another country or as confirmation of present-day availability.

Can anyone use TV white spaces?

No. Use is conditional on the applicable local rules, a compliant device, and the frequencies and power levels authorized for that device and location. An unused-looking television channel is not, by itself, permission to transmit on it. Users must follow the relevant authorization and database process and protect incumbent services.

For example, Google’s Spectrum Database FAQ describes an FCC-certified database serving the United States and an API for location-specific TVWS availability queries (Google Spectrum Database FAQ). That is an example of a US service documented by Google; it does not establish availability in other jurisdictions or whether that API is appropriate for a particular deployment.

Why availability maps need context

A map or claim that TVWS is available is meaningful only when its geography and assumptions are clear. Availability can depend on the exact location, time, device characteristics, incumbent protections, power limits, and local rules. Ofcom published separate maps for particular geographies and power scenarios; those scenario-specific estimates should not be read as current, universal availability figures (Ofcom TV white spaces availability maps).

What the definition does—and does not—tell you about internet service

TVWS describes a way of sharing spectrum; it does not establish that a TVWS internet service is available at a particular address, or tell you its coverage, speed, latency, or cost. Those depend on the local spectrum authorization, database results, network design, equipment, and service provider. A person assessing connectivity needs to verify local availability and compare the actual service against their coverage and performance requirements rather than infer performance from the term “white space.”
