A centralized stablecoin can aim to track a currency such as the U.S. dollar, but its target price is not a guarantee that you can redeem it immediately or sell it for exactly that amount. Holding one means relying on an issuer, reserve assets, banks and custodians, redemption channels, and the blockchain or services used to transfer it. Problems at any link can affect access or value.
How a centralized stablecoin works—and where the risk enters
In a centralized, fiat-backed stablecoin, an issuer controls token issuance and redemption while reserve assets are held off-chain. The token moves on a blockchain; the assets and institutions meant to support its value do not. That split creates three distinct things a holder should not confuse:

- The target: the currency value the token is designed to track.
- The market price: what buyers and sellers will pay on an exchange or other secondary market at a given time.
- Redemption access: whether you can exchange the token with the issuer for fiat, under its eligibility rules, terms, and operating conditions.
The Federal Reserve explains the difference between primary issuance and redemption and secondary-market trading in its overview of stablecoin markets. A token may have a dollar target without giving every holder a direct, unconditional right to receive a dollar on demand.

Issuer, reserve, and counterparty risk
Redemption depends on the issuer’s ability to operate and on reserves being sufficient, available, and legally accessible. Reserve assets are not interchangeable: bank deposits expose the arrangement to banks, while securities and repurchase agreements can carry credit, market, collateral, custody, and liquidity risks. Concentration in a bank, custodian, or other service provider can create an additional point of failure.

The Federal Reserve has highlighted that stablecoin issuers lack the deposit insurance and central-bank liquidity available to banks, making reserve quality and the ability to meet redemptions important vulnerabilities. A reported reserve balance, by itself, does not prove that every asset can be turned into cash immediately in a severe redemption wave. See Governor Michael S. Barr’s 2025 remarks on stablecoin stability and redemption.
Redemption and liquidity risk
Even if reserves ultimately cover tokens, the path from token to fiat can be conditional or slow. Issuer terms may limit who can redeem, set minimums or fees, or make service dependent on business hours, banking access, and technical availability. A large number of holders seeking cash at once can strain those channels; liquid assets may still take time to sell or transfer during stress.

For example, Circle’s terms describe issuer-specific conditions and risks, including circumstances in which services may be interrupted or redemption may be affected. Those provisions should not be assumed to apply identically to other issuers. Read the relevant issuer’s current terms rather than relying on the token’s name or marketing. Circle’s USDC risk factors are one example.

Depeg and secondary-market risk
A stablecoin can trade below its target when confidence falls, market liquidity dries up, or arbitrage through primary redemption is unavailable or impaired. A market depeg is a price and access problem; it does not, on its own, establish that reserves have been permanently lost. The eventual outcome depends on the cause, the issuer’s ability to meet claims, and whether markets and redemption channels recover.

Freezing, legal, and jurisdiction risk
A centralized issuer may have contractual or technical authority to block an address or restrict tokens. A valid government order, sanctions requirement, court process, or other legal obligation may also limit transfers or redemption. The powers and procedures depend on the specific issuer’s terms and the applicable jurisdiction. Circle, for instance, describes address-blocking and legal-order risks in its USDC disclosures; that is not proof that every stablecoin has identical controls.
Operational, cyber, and blockchain risk
Using a stablecoin may involve issuer systems, banks, custodians, exchanges, wallet providers, and a blockchain network. An outage, cyberattack, software defect, network congestion, or service interruption can delay or prevent a transfer or redemption even when the token continues to exist. Circle’s risk disclosures identify technical difficulties and attacks as possible causes of interruptions and failed or delayed transactions. Risks can therefore arise both off-chain and on-chain.

Regulatory and systemic risk
Rules vary across jurisdictions and can change. They may set different requirements for issuer eligibility, reserves, supervision, and disclosures, and may or may not apply to a particular issuer or holder. The Bank for International Settlements documents substantial variation among national approaches in its review of stablecoin issuance frameworks.

U.S. law provides one example of statutory provisions addressing permitted reserve categories and public disclosure of redemption policies; it is not a universal rule or a guarantee against loss. See Title 12, Section 5903 of the U.S. Code. Protections depend on the law in force, its implementation, and the issuer’s status.

What the March 2023 USDC depeg illustrates
In March 2023, Circle disclosed that some USDC reserves were held as deposits at Silicon Valley Bank and could not be accessed during the bank’s failure. Primary-market operations were closed over the weekend, redemption demand increased, and USDC traded below its dollar target on secondary markets. Pressure eased after public authorities announced protection for SVB depositors.
The episode illustrates how banking exposure, timing of redemption access, and secondary-market pricing can interact. It is a historical example, not a statement about the composition of USDC’s reserves today. The Federal Reserve’s account is available in “In the Shadow of Bank Runs”.
How to assess a centralized stablecoin before holding it
Compare the specific issuer and token rather than treating all stablecoins as interchangeable. Useful questions include:
- Reserves: What kinds of assets support the token? Are their maturities, liquidity, custody, and concentration described clearly?
- Redemption: Who may redeem directly, at what value, with what fees or minimums, during which hours, and subject to what conditions?
- Disclosure: Do reports identify reserve assets, custodians, and liabilities? How recent and independent are they?
- Concentration: Does the issuer depend heavily on a particular bank, custodian, or service provider?
- Legal controls: What do the terms say about blocked addresses, frozen tokens, and compliance with legal orders?
- Operational resilience: What services must remain available for issuance, redemption, transfers, and customer support to work during stress?
- Regulation: Which rules and supervisors apply to this issuer, and are those rules in force where you are?
Reserve reports and access terms are issuer-specific and can change. Check current documents directly; a generic comparison cannot establish that one issuer is safer for every holder or use.
Is a centralized stablecoin the same as cash in a bank?
No. A stablecoin is not automatically a bank deposit, does not automatically carry deposit-insurance protection, and is not risk-free merely because it is designed to track a currency. Its practical value depends on reserves, counterparties, redemption rights, legal access, and working infrastructure. Barr’s Federal Reserve remarks put the central test plainly: stablecoins need to be “reliably and promptly redeemed at par” across both ordinary conditions and periods of stress. A target peg alone cannot ensure that outcome.
