An uncrewed drone has no pilot aboard; an autonomous combat aircraft carries out some functions without human input. The terms describe different things, so an uncrewed aircraft might be remotely piloted, automate parts of flight, or act autonomously in some tasks. The key question is whether autonomy reaches critical attack functions—such as selecting and engaging a target—or is limited to flight and other tasks.
What do “uncrewed” and “autonomous” mean?
Uncrewed describes who is aboard
An uncrewed aircraft has no onboard pilot. “Drone” is a common term; formal usage also includes unmanned or uncrewed aircraft system (UAS) and remotely piloted aircraft system (RPAS). A UAS can mean more than the aircraft itself: it may include the components required to operate it. The UN Office of Counter-Terrorism notes that ICAO and other organizations use RPAS for remotely piloted systems, and that RPAS, in its glossary usage, excludes autonomous UAS (UN Office of Counter-Terrorism glossary).

Autonomous describes what the system does
Autonomy is the ability of a system, once activated, to perform tasks or functions without human input or control. The UN Secretary-General’s report describes autonomy as the ability “to execute relatively complex tasks or functions without human input or control” (A/75/221). That can refer to navigation, sensing, data analysis, coordination, or weapon functions; the word alone does not say which tasks are autonomous.

How much control does a human retain?
Three commonly used descriptions help explain human involvement, but they should not be mistaken for internationally agreed levels. The UN’s 2024 paper on military AI governance says there is no internationally agreed definition of autonomy levels (UN 2024 military AI governance paper).

If you encounter any issues or have questions regarding your purchase, our dedicated customer support team is available resolve any concerns within 24 hours.
- Human in the loop: a person provides input during the system’s execution.
- Human on the loop: a person supervises the system and can intervene.
- Human out of the loop: a person is absent from execution and supervision.
These labels are useful only when paired with the actual function and operating conditions. A human may supervise automated navigation, for example, while a separate person retains authority over an attack decision.
Flight autonomy is not the same as weapon autonomy
An aircraft can navigate or perform other flight tasks autonomously without being able to decide whom to attack. In the general understanding summarized in UN reporting, a system that uses autonomy for navigation is not usually treated as an autonomous weapon if a human performs the critical attack functions. Target selection and firing are examples of those functions (A/75/221).

For a useful comparison, ask what the system can do after activation. Does it follow a route, analyze sensor information, or coordinate with other systems? Can a person change its course or stop it? Most importantly, can it identify, select, and engage a target without further human intervention? The answers depend on the system’s design and limits, not on whether it is called a drone.

- Is there a pilot aboard? If not, the aircraft is uncrewed, regardless of how it is controlled.
- How does a human direct it? A person might pilot it remotely, supervise automated flight, or assign a goal for it to pursue.
- Which tasks are automated or autonomous? Separate navigation, sensing, data analysis, coordination, and attack functions rather than describing the aircraft as simply “autonomous.”
- Can a person intervene during execution? Find out whether a human can change course, interrupt a task, or stop the system, and at what point.
- Who selects and engages a target? Determine whether a human makes those decisions or the system does so without further intervention, and under what operating limits.
Are all military drones autonomous?
No. Being uncrewed establishes only that there is no pilot on board. It does not establish whether the aircraft is remotely piloted, how much of its flight is automated, or whether it can select or engage targets. Those claims require information about the specific system, its functions, and its operating context.
Is there an agreed definition of an autonomous weapon?
No single definition is established by the sources cited here; the definition of autonomous weapon systems remains under international deliberation. At a 2025 meeting of the UN Group of Governmental Experts, a delegation stated: “In our view, a lethal autonomous weapon system is a system that, once activated, can identify, select, and engage targets without further human intervention” (2025 meeting transcript). That is the delegation’s position, not an agreed UN definition.
