The practical alternatives are mostly terrestrial: use less energy per unit of computing, secure reliable low-carbon power, manage cooling peaks, site facilities where infrastructure can support them, and move suitable processing closer to users or data sources. These approaches address different constraints and can be combined; none is a universal replacement for large centralized data centers.

Why consider alternatives to space-based data centers?

The question is how to meet rising computing demand when electricity supply, grid connections, cooling, water, land, or permitting become constraints. Space is one proposed location, but it brings its own engineering challenges. A U.S. Government Accountability Office review published April 28, 2026, says large space-based facilities would need to reject heat by radiation; large-scale cooling solutions remain unproven. It also notes that power systems would require solar arrays larger than any launched and assembled in space as of that date, while data-intensive operations need communications links and added satellites raise collision-management concerns. GAO distinguishes smaller systems processing data generated in space, which may be closer to maturity, from large facilities intended for AI training. GAO’s review of data centers in space does not provide a complete life-cycle cost or emissions comparison.

That means “space versus Earth” is not simply a choice between free solar power and ordinary data centers. Terrestrial options can address the underlying constraints without changing where computing takes place.

What terrestrial alternatives can address the constraints?

Approach What it addresses Key limits
Improve facility efficiency Reduces facility energy overhead for a given amount of IT energy. PUE does not measure emissions, water use, cost, or useful compute output by itself.
Expand reliable, lower-carbon power and plan grid integration Helps serve continuous loads while considering grid capacity, reliability, and emissions. Availability depends on location, transmission, project schedules, storage, and operating needs.
Use thermal storage for cooling May shift cooling demand and reduce peaks. Underground thermal storage is under investigation; feasibility depends on site geology and design.
Distribute suitable compute to edge facilities Places some processing nearer to users or data sources. Can add facilities and grid connections; does not automatically replace centralized capacity.
Site near energy infrastructure Can inform where facilities might connect to energy resources or infrastructure. Proximity alone does not ensure power, water, permits, or community acceptance.

Can efficiency reduce data-center energy demand?

Efficiency can reduce the energy used by facility systems relative to the energy used by computing equipment. The U.S. Department of Energy says national-laboratory exascale computing facilities have demonstrated a power usage effectiveness (PUE) of 1.03. PUE compares total facility energy with IT energy: a value close to 1 indicates relatively little overhead beyond the IT load. It is not a complete sustainability measure, since it does not establish a facility’s carbon emissions, water use, cost, or workload value. DOE’s overview of clean-energy resources for data-center demand provides this efficiency context.

How do power supply and grid planning fit in?

Efficiency does not generate electricity or create a grid connection. Data centers also need power that matches their operating profile, with planning for transmission, reliability, and emissions. DOE discusses geothermal and other clean-energy resources alongside grid and planning measures; the usefulness of any resource depends on the site, transmission access, project timing, storage, and the facility’s operating needs. A list of possible technologies is not a guarantee that a particular project can be built or powered on schedule. DOE’s geothermal and data-center overview covers the supply discussion.

The scale of the issue is growing, but projections should not be mistaken for measurements. DOE reports that U.S. data centers used 1.9% of annual U.S. electricity in 2018 and 4.4% in 2023, attributing those figures to the 2024 United States Data Center Energy Usage Report. DOE gives a projected range of 6.7%–12% for 2028; that is a forecast, not an observed share. DOE’s figures and projection provide context for why supply and grid planning matter.

Could underground thermal storage help with cooling?

Underground thermal energy storage (UTES) is a potential way to store cooling and reduce peak cooling demand. The National Renewable Energy Laboratory’s Cold UTES work examines the technical and economic viability of proposed approaches using projected data-center loads over the coming decades. It is a research and development pathway, not proof that the method is commercially suitable everywhere.

Whether it could help a facility depends on local geology and temperature, cooling-system design, water needs, costs, and the timing and size of peak loads. NREL’s January 2025 explanation of Cold UTES describes the work.

When does edge computing make sense?

Edge facilities process some data nearer to the people or devices that use it, which can suit work that benefits from local processing or distributed deployment. They are not simply smaller substitutes for every central data center: spreading workloads can require additional sites and grid connections, and the available evidence does not establish that edge deployments replace large centralized AI-training capacity.

A 2025 technical report considers distributed edge data centers alongside grid integration, flexible building loads, and waste-heat reuse. Its discussion of future AI inference is predictive, not a measurement of what has already happened. The report record is available through the U.S. Department of Energy’s OSTI.

Does locating a facility near energy infrastructure solve siting?

Co-location can be one factor in choosing a site, but it does not settle whether a facility can operate there. A 2026 U.S. Geological Survey science synthesis examines co-locating AI data centers with energy infrastructure on federal public lands and highlights reliable supply, cooling-water availability, and policy and regulatory considerations. Each location still needs to be assessed for infrastructure access, resources, permitting, and community acceptance. USGS’s 2026 synthesis and spatial analysis focuses on informing those decisions.

How should operators choose among the alternatives?

Start with the constraint that is binding at the particular site, then match the response to the workload. These options are complementary rather than a universal ranking:

  • If energy use per unit of compute is the concern: assess facility and equipment efficiency, while treating PUE as only one metric.
  • If continuous electricity supply or grid access is the concern: evaluate available resources, transmission, project timing, reliability, and emissions together.
  • If cooling peaks are the concern: examine cooling design and whether site conditions make thermal storage worth evaluating.
  • If latency or data locality matters: consider edge processing for the workloads that benefit, without assuming it replaces centralized capacity.
  • If land or siting is the concern: compare candidate locations for power, water, infrastructure, rules, and local acceptance rather than relying on proximity alone.

Undersea facilities are another proposed location, but the sources cited here do not establish that they are a generally superior option or support claims about their comparative performance, economics, maintenance, or environmental effects. Those questions require evidence tied to a specific deployment.
