What Are Stablecoins, and How Do They Differ From Bitcoin?

Stablecoins aim to track a reference asset such as the U.S. dollar, while Bitcoin has no fixed-value anchor. Here is how the mechanisms, redemption rights, uses, risks and U.S. rules differ.

Stablecoins are crypto assets designed to hold a relatively steady value against a reference asset, usually the U.S. dollar. Bitcoin has no such reference or redemption promise: its price is set by supply and demand in the market. A stablecoin can therefore reduce day-to-day price movement compared with Bitcoin, but “stable” is an objective, not a guarantee. Its result depends on reserves, collateral, redemption access, market confidence and the particular protocol.

The comparison below covers the main stablecoin designs, why a token can trade away from its peg, how redemption generally works, what stablecoins are used for, and what current U.S. regulatory statements do—and do not—establish.

What is a stablecoin?

The U.S. Securities and Exchange Commission (SEC) staff defines a stablecoin as “a type of crypto asset designed to maintain a stable value relative to a reference asset, such as USD or another fiat currency, or a commodity like gold, or a pool or basket of assets.” Read the complete staff statement at sec.gov. The reference asset is the value the token is intended to follow; the stabilization mechanism is the system meant to keep the market price near it.

Most widely used examples are intended to track one U.S. dollar, but the category is broader. A token could reference another currency, gold, or a basket. The label alone does not tell you what assets are held, who can redeem, whether reserves are independently verified, or what happens during a market shock.

Bitkey Bitcoin Hardware Wallet, No Screen - Self-Custody, No Seed Phrase
  • BITCOIN EXCLUSIVE, PHONE VERIFICATION: Bitkey is designed from the ground up exclusively for bitcoin — a dedicated hardware wallet for secure bitcoin storage. Approve transactions with a tap using your phone and NFC. No device screen is required.
  • SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
  • NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
  • 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
  • BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.

Stablecoins are issued or maintained through different structures. In a centralized reserve model, an issuer holds assets and promises redemption under stated conditions. In a crypto-collateralized model, smart contracts lock digital assets on a blockchain. An algorithmic model attempts to balance supply and demand through programmed adjustments and incentives rather than a conventional reserve. Hybrid designs combine these approaches.

Those structures create dependencies that do not exist in exactly the same form for Bitcoin. A holder may rely on an issuer, a custodian, banks, reserve assets, smart contracts, governance votes, liquidation rules, market makers and a blockchain’s continued operation. Understanding those dependencies is more informative than assuming that every token marketed as stable works like cash in a bank account.

Stablecoins versus Bitcoin at a glance

Question Stablecoin Bitcoin
Design goal Track a reference value, commonly one fiat currency. Operate as an unbacked crypto asset; it is not designed to maintain a fiat peg.
Value anchor The reference asset plus reserves, collateral, redemption rules or an algorithmic mechanism. Market supply and demand. The asset has no inherent promise to redeem for a fixed amount of currency.
Main dependencies Issuer and reserve quality in centralized models; collateral, code, governance and liquidation in crypto-backed models; incentives and confidence in algorithmic models. Network operation, demand, custody, trading venues and the user’s ability to secure private keys.
Typical price behavior Intended to stay near the reference value, but it can depeg or become difficult to redeem. Can move substantially because no mechanism targets a stable price.
What can fail Reserve losses or illiquidity, a run, restricted redemption, operational outages, smart-contract problems or a failed stabilization mechanism. Large market losses, custody mistakes, exchange or operational failures and network-related risks.

This is a design comparison, not a safety ranking or investment recommendation. Two tokens in the same category can have materially different reserves, legal terms, fees and access rules.

How stablecoin stabilization mechanisms work

Fiat or other off-chain reserves

An issuer holds assets intended to cover the tokens in circulation. For the narrow class of U.S.-dollar stablecoins described in the SEC staff statement, examples of low-risk, readily liquid reserves include cash equivalents, demand deposits, U.S. Treasury securities and registered money-market funds. That description applies only to the circumstances and product features in the statement; it does not establish that every stablecoin holds those assets.

The practical question is whether the reserves can be converted to cash when many holders want out at once. A reserve can be valuable on paper yet slow to sell, concentrated with one custodian or subject to legal restrictions. You also need to know whether the issuer’s reported figures are an attestation, an audit or another form of disclosure, and how often information is updated.

On-chain or crypto collateral

Crypto-collateralized systems lock digital assets in smart contracts. Because the collateral itself can fall in price, protocols generally use collateral ratios, margin calls and liquidation rules. A sudden market drop can force sales into a falling market. The relevant risks are not only the collateral’s volatility but also oracle accuracy, code defects, governance decisions and whether liquidators remain active during stress.

Algorithmic supply adjustments

Algorithmic designs try to support a target price by expanding or contracting token supply, changing incentives or coordinating trades with another token. They do not necessarily hold a pool of cash or bonds for one-for-one redemption. The Federal Reserve explains that if both linked assets lose value and confidence disappears, the mechanism can enter a “death spiral,” in which attempts to defend the peg accelerate selling. Read its mechanism overview at federalreserve.gov.

Hybrid structures

A hybrid may hold some collateral while also relying on supply controls, incentives or governance. The word “hybrid” says nothing about the quality of the collateral, the authority of the governance system or the rights of holders. Evaluate the exact documentation rather than treating the label as a risk rating.

Are stablecoins always worth one dollar?

No. A dollar-referenced stablecoin may trade close to $1, but a market price is not the same as an unconditional right for every holder to receive $1 from the issuer.

Direct redemption can be limited to approved customers, institutions or designated intermediaries. Other holders may have to sell on an exchange or through another secondary market. If buyers temporarily outnumber sellers, the token can trade above its target; if confidence weakens or liquidity dries up, it can trade below it. Fees, minimum sizes, identity checks, banking hours and transfer delays can also affect the amount a user ultimately receives.

Where eligible participants can mint new tokens or redeem existing ones, arbitrage can pull the market price toward the target: buying a discounted token and redeeming it can reduce the discount, while creating and selling tokens can reduce a premium. That mechanism depends on functioning markets and on the stated redemption rights. It should not be generalized to every stablecoin.

Can you redeem a stablecoin for cash?

Sometimes, but the answer is issuer- and jurisdiction-specific. A token may be transferable to anyone on a blockchain while direct issuer redemption is available only to certain customers. A user without that access may need to sell to an intermediary, convert through an exchange or use a payment service.

Questions to answer before relying on redemption

  • Who is legally entitled to redeem directly: any verified individual, only institutions, or named intermediaries?
  • What is the minimum redemption amount, fee schedule and settlement currency?
  • Are there geographic, sanctions, banking or identity restrictions?
  • Which reserve assets support the tokens, and how liquid are those assets under stress?
  • Can redemptions be paused, delayed or refused under the terms?
  • Which blockchain network and wallet format must be used, and who pays network fees?

A typical redemption path

  1. Verify that the token contract and network are the issuer’s official ones. Sending a token on the wrong network can make recovery difficult or impossible.
  2. Complete the issuer or intermediary’s required identity and eligibility checks.
  3. Review the current minimum, fee, cut-off time, settlement currency and bank-transfer requirements.
  4. Transfer the tokens to the specified address, keeping a record of the transaction hash and destination.
  5. Wait for blockchain confirmations and the provider’s settlement process, then check the bank or payment account for the proceeds.

These steps are a general workflow, not a promise that a particular issuer offers direct redemption. Read the current terms for the token and service you intend to use.

What are stablecoins used for?

Stablecoins are often used inside crypto markets as an on-ramp or off-ramp between government currency and digital assets, as a trading pair, and as collateral in lending or derivatives. They can also move value between wallets and applications without waiting for a traditional bank transfer, although users still depend on exchanges, payment providers, banks and blockchain fees to enter or exit the system.

The Bank for International Settlements describes possible cross-border payment uses but warns against treating every on-chain transfer as a payment. Its April 20, 2026 speech is available at bis.org.

Aggregate stablecoin market capitalization About $317 billion on April 6, 2026, according to a Federal Reserve note. A separate, close estimate; the two figures should not be treated as one exact total.
Stablecoin transaction volume About $35 trillion during 2025, according to the BIS. Broad on-chain activity that can include trading, internal transfers and other transactions.
Payment-related stablecoin flows About $390 billion during 2025, according to the BIS. A separately defined payment measure; it is not directly interchangeable with total transaction volume.

The BIS compared its early-April market-cap estimate with roughly $8 trillion in U.S. bank deposits. These figures are dated estimates with source-specific definitions, not a live balance or a forecast.

What the reserves and market data do—and do not—tell you

A Federal Reserve note published April 8, 2026 reported, from issuer attestations, approximately 1.04 times reserves per USDT in circulation, including about 0.74 times in assets the note characterized as higher-quality reserves, and approximately 1.0 times higher-quality reserve backing for USDC. Those are the note’s reported figures, not independent real-time verification, and reserve composition can change.

Do not infer that a reported ratio guarantees immediate payment. You still need to examine asset maturity, custody, legal claims, concentration, redemption queues and whether the figures cover all liabilities. A token can maintain a near-$1 market price during normal conditions while facing delays or losses during a run.

Risks that differ from holding Bitcoin

Issuer and reserve risk

Centralized reserve models add a counterparty. If an issuer mismanages funds, loses access to a bank, holds assets that cannot be sold quickly or faces legal action, holders may not receive the intended value on demand.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Run and confidence risk

Stablecoins depend on confidence as well as assets. If users rush to sell after doubts about reserves or governance, falling liquidity can reinforce the loss of confidence. The Federal Reserve’s explanation of how a run can interact with a stabilization mechanism is especially relevant during market stress.

Protocol and liquidation risk

Crypto-backed and algorithmic designs add smart-contract, oracle, governance and incentive risks. Code can behave differently from a simplified description when collateral prices gap, validators go offline or liquidators withdraw.

Operational and interconnected-system risk

Wallets, exchanges, payment companies, blockchains and traditional financial institutions can all be dependencies. An outage or failure at one point can delay transfers or transmit stress to another. A user’s practical exposure is therefore broader than the token contract alone.

Bitcoin’s different risk profile

Bitcoin does not require a reserve issuer to honor a fixed-dollar redemption. Its principal price risk is market volatility: there is no stabilization mechanism intended to keep one unit near a currency value. Users still face custody errors, lost keys, exchange failures, network congestion and ordinary market risk, but those risks are not replaced by reserve or redemption risk.

U.S. regulatory context

The SEC Division of Corporation Finance’s April 4, 2025 statement is a staff view about certain U.S.-dollar stablecoins designed for one-for-one value and redemption and backed by low-risk, readily liquid reserves at least equal to outstanding redemption value. In the circumstances it describes, staff said the offer and sale did not involve securities. The statement has no legal force or effect and is not a Commission rule. It expressly does not decide the status of algorithmic, commodity-referenced, non-U.S.-dollar or yield-bearing stablecoins. Read it at sec.gov.

The GENIUS Act was signed into U.S. law on July 18, 2025, according to a Federal Reserve note dated April 8, 2026. An SEC FAQ states that its effective date is the earlier of January 18, 2027, or 120 days after federal banking regulators issue implementing regulations. Because that formula depends on rulemaking, users and businesses should check the latest official implementation status before relying on a compliance conclusion. U.S. treatment also does not determine availability or legality in another country.

How to evaluate a stablecoin before using it

  1. Identify the reference. Confirm whether the target is a U.S. dollar, another currency, gold or a basket, and whether the token is intended to track it continuously or only at redemption.
  2. Map the mechanism. Determine whether support comes from off-chain reserves, crypto collateral, algorithms or a combination.
  3. Read redemption terms. Find the eligible customer, minimum size, fees, delays, suspension rights and settlement method.
  4. Check reserve disclosures. Look for asset types, custody arrangements, reporting dates and the distinction between an attestation and a full audit.
  5. Check the network. Verify the official contract address, supported chains, transaction fees and recovery policy for mistakes.
  6. Assess access risk. Confirm that the issuer, exchange or payment provider serves your country and banking route.
  7. Limit concentration. Avoid treating a stablecoin balance as identical to insured bank cash or spreading all funds across one issuer, chain or intermediary.

Common misconceptions

  • “Stable” means risk-free. It means the design seeks a stable reference value; it does not remove reserve, redemption, operational or market risk.
  • A $1 quote means guaranteed $1 cash. The quote may be a secondary-market price, while direct redemption is restricted or unavailable to you.
  • All stablecoins are backed by dollars in a bank. Some use Treasuries or money-market funds, some use crypto collateral, and some rely primarily on algorithms.
  • All blockchain volume represents payments. Trading, collateral movements and internal transfers can dominate headline transaction totals.
  • Bitcoin is simply an unstable stablecoin. Bitcoin has a fundamentally different design: it does not target a reference price or depend on an issuer’s reserve.
