MCP tool calls are structured requests from an AI client to a Model Context Protocol (MCP) server. The server advertises available operations, checks the request against its code, credentials and permissions, performs the operation in the connected application, and returns the result to the model. MCP standardizes that conversation; it does not by itself grant access to an app, choose credentials or expose every record in a database.
MCP in one sentence
The Model Context Protocol (MCP) is an interface between an AI host or client and a server that exposes tools and data. The protocol specification describes it this way: “The Model Context Protocol (MCP) allows servers to expose tools that can be invoked by language models.” A tool call is the individual invocation inside that connection: a tool name plus arguments, sent to the server for execution.

This distinction matters. MCP does not make an AI omniscient and does not automatically connect a model to every application on a computer. A particular server must be running, reachable by the client, authenticated to the underlying service and deliberately configured to expose particular operations. The server’s implementation and the host’s controls determine what app data can actually be read or changed.
What happens during an MCP tool call
In a typical flow, the AI application first learns what the connected server can do. The model then decides whether one of those operations is useful for the user’s request. If it chooses a tool, the host sends the named operation and arguments to the server, which executes its implementation and returns a result or an error. The result is inserted into the model’s context so the model can answer, ask a follow-up question or make another call.

- [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
- The server publishes definitions. Each tool has a name, a description and input-schema metadata. The schema tells the client and model which arguments are accepted and what their types mean.
- The client discovers the tools. The host retrieves the server’s tool list and makes eligible definitions available to the model. Discovery can be narrowed so an agent sees only an approved subset.
- The model selects an operation. Tool selection is model-controlled in MCP’s interaction design. The protocol does not mandate a particular user-interface pattern, so a product may show a confirmation dialog, run an allowed call automatically or use another policy.
- The host dispatches the request. The call contains the selected tool name and arguments. The host is responsible for sending it through the configured connection and applying any approval policy.
- The server runs the implementation. Server code validates the input, uses its configured credentials and calls an API, queries a database, reads a file or performs a computation.
- The result returns to context. The server’s output, along with error information when applicable, is supplied to the model. The model can use that returned data in its response without having direct access to the server’s internal systems.
OpenAI’s documentation summarizes the server side as: “An MCP server publishes tool definitions and runs tool calls.” In the Responses API, an MCP call is represented with the arguments, output, error information and server label, making the execution trace distinguishable from ordinary model text.
How a tool reaches an application’s data
MCP defines the communication contract, not the application connector. A server is the bridge that contains the app-specific logic. Depending on its design, that logic might call the application’s public API, run a query against a database, read files from a controlled directory or combine several operations before returning a result.
For example, an application server could publish a read-only tool named find_customer. The definition might require an email address. When the model supplies that argument, the server could authenticate to a customer-system API, request a matching record, remove fields that the tool is not allowed to return and send back a structured result. Another server could publish a tool that creates a support ticket, but only after validating the requested project and using a credential limited to ticket creation.

- Implementation: what the server’s code actually does when the tool is invoked.
- Credentials: which account, token or delegated identity the server uses with the application.
- Exposure: which tools and fields the server chooses to publish.
- Host configuration: which server is connected, which tools are discoverable and what approvals or network restrictions apply.
Consequently, “MCP access” is not a universal permission. Two servers using the same protocol can expose entirely different slices of the same app, from a single read-only report to broad administrative actions.
Tools and resources are different MCP primitives
MCP distinguishes callable tools from readable resources. A tool is an operation that a model can invoke; a resource is content that a client can read, such as file contents, database records or an API response. A tool can also return a resource link instead of embedding all content in its immediate result.
| Primitive | What it represents | Typical interaction | Control question |
|---|---|---|---|
| Tool | A server-side function with a name, description and input schema | The model requests an operation with arguments | What action may this invocation perform? |
| Resource | Readable data or content identified by the server | The client reads the referenced content | Which identity may read this content? |
| Resource link returned by a tool | A pointer to larger or separately addressable output | The client follows the link when it needs the data | Does following the link apply additional authorization? |
A tool may therefore be used to search for a document and return a resource link to it. Treating every returned value as unrestricted model access is incorrect: the host and server still decide whether that resource can be read and what representation is returned.
Connection modes: remote HTTP and local stdio
The connection determines where the server runs and how the host reaches it. OpenAI documents remote MCP connections over Streamable HTTP or HTTP/SSE in the Responses API. Its Agents API guidance also describes HTTP connections made from OpenAI’s service, HTTP connections made from an execution environment and local stdio connections for a process running in that environment.

| Connection arrangement | Where the server runs | When it fits | Operational considerations |
|---|---|---|---|
| Remote Streamable HTTP | A network-reachable MCP service | The host can reach a deployed server over HTTP | Protect the endpoint, authenticate every request as required and account for network exposure. |
| Remote HTTP/SSE | A server reachable through HTTP and server-sent events | Deployments that use the documented HTTP/SSE pattern | Configure endpoint reachability, identity and event-stream handling. |
| HTTP from an execution environment | A server reachable by the environment running the agent | The connector must run near other controlled execution resources | The environment’s network and secret-management policy becomes part of the access boundary. |
| Local stdio | A process started inside the execution environment | Local development or a connector that must run beside the agent | Secure the process and its inherited credentials; local does not mean automatically trusted. |
The right mode is determined by reachability and trust boundaries, not by MCP alone. A remote service may be easier to share across hosts but needs a hardened endpoint. A local process can keep traffic inside an execution environment but still has access to whatever files, environment variables and credentials its process receives.
Authentication, approvals and allowlists
Authentication answers “which identity is the server using with the app?” Authorization answers “what may that identity do?” MCP carries the call between client and server, but the server and connected application enforce those decisions.
Hosts can add a separate approval layer. OpenAI documents configurations in which tool calls require explicit user approval and configurations in which approved calls run automatically. The available defaults and controls vary by host and deployment, so an integration should state its actual policy rather than assuming that every call prompts—or that none do.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Agents can also restrict discovery. An allowlist that exposes only search_orders and read_order_status is materially safer than making every administrative tool visible to the model. Discovery restrictions reduce accidental use, but they do not replace server-side authorization: a malicious or malformed request must still be rejected by the server and the underlying app.

OpenAI’s guidance also warns that sensitive data may be sent to a connector or remote server. Before enabling a connection, document:
- the data fields sent as tool arguments;
- the identity and scope of the credential used by the server;
- where requests and results are logged;
- which tools can mutate or delete data;
- whether a person must approve high-impact calls; and
- how credentials are revoked when the integration is no longer needed.
A practical data-flow example
Suppose a user asks an AI assistant to locate an invoice in a billing application. A safe, concrete sequence looks like this:
- The connected server advertises a search tool with a schema requiring an account identifier and optional date range.
- The host makes that definition available to the model, subject to its tool allowlist.
- The model proposes a call with the account identifier and date range. If the host requires approval, the user sees the proposed operation before it is sent.
- The server validates the arguments and uses its billing-system credential to perform a scoped search.
- The server returns matching invoice metadata, or a resource link to the invoice content, while omitting fields its tool is not designed to expose.
- The host adds the result to the model context. The assistant can summarize the matching invoice or ask which one the user wants to open.
At no point does the model need a raw database connection. It receives only the tool definition and the server’s result. If the credential cannot view that account, the server should return an authorization error rather than silently broadening the search.
Designing an MCP integration safely
Start with narrowly scoped operations
Publish task-specific tools instead of a generic “run arbitrary query” function. Separate read operations from writes, and separate ordinary updates from destructive actions. Descriptions should state side effects, required arguments and important limits so the model can choose accurately.
Best Value
Make schemas and validation strict
Use an input schema that rejects missing, unexpected or incorrectly typed arguments. Validate again on the server; a schema shown to the model is guidance, not a security boundary. Normalize identifiers, enforce tenant boundaries and cap result sizes before calling the app.
Use least-privilege credentials
Give each connector only the app permissions it needs. A read-only reporting server should not inherit a credential that can delete records. If several environments exist, keep development and production credentials separate and make revocation straightforward.
Control discovery and approvals
Allowlist the tools an agent can discover. Require a person to approve calls that create, publish, send, purchase or delete anything unless the deployment has a documented reason to automate them. Display the tool name and consequential arguments in the approval surface.
Protect returned data
Filter sensitive fields before returning results, apply the application’s row-level permissions and avoid placing secrets in tool output. Decide how long request and response logs are retained and who can inspect them.
Common failure modes and what they mean
- The tool never appears: the server may be unreachable, discovery may be disabled or the tool may be excluded by an allowlist. Check the configured endpoint and the host’s discovered-tool list.
- The call is rejected before execution: the arguments may fail schema validation, or the host may require approval that was not granted.
- The server reports unauthorized: the connector’s credential is missing, expired or lacks the application permission required for that operation.
- The result is empty: the query may be valid but outside the credential’s tenant, date range or visibility scope. Do not infer that the app contains no data until those scopes are checked.
- The model claims success but nothing changed: verify that the selected tool is actually mutating data, inspect the server’s returned result and check the application audit trail. A natural-language response is not proof of a completed write.
- A remote call times out: investigate endpoint reachability, event-stream handling, application latency and server-side limits. Retrying a write without an idempotency strategy can create duplicate actions.
Questions to ask before connecting an app
- Which exact tools will be exposed, and which are read-only?
- Where does the server run, and which transport carries the call?
- Which account or delegated identity does it use?
- What records, fields and tenants can that identity reach?
- Are calls automatically allowed, or does a user approve them?
- Can the host restrict discovery to an allowlist?
- What data leaves the execution environment, and where are it and the results logged?
- How are errors, revocations and credential rotation handled?
What MCP does—and does not—standardize
MCP standardizes a way for clients and servers to describe and invoke tools and exchange readable content. It does not standardize an application’s internal database schema, guarantee a particular authentication method, decide which tools a product should expose or override the application’s own permissions. It also does not require one universal approval experience.
That separation is the key to understanding app-data access. The client discovers capabilities, the model may request one, the host dispatches it, and the server performs the real integration work. Data is available only where the server’s implementation, credentials and deployment policy permit it. A carefully designed MCP connection can give an AI assistant useful, auditable access to selected app operations without handing the model an unrestricted back door.
