What Are Airline Carry-On Size and Weight Limits?

Carry-on limits are set by the operating airline, not by a universal standard. Here is how to check dimensions, weight, piece count and personal-item rules for every flight.

There is no single carry-on size or weight limit for every airline. The allowance depends on the operating carrier, cabin, fare, aircraft and route, and codeshare flights can apply different rules. Use the policy for each airline actually flying your itinerary, measure the packed bag from its outside edges, and check both piece count and weight before leaving for the airport.

What an airline carry-on allowance actually covers

“Carry-on allowance” normally combines three separate conditions: how many items you may bring into the cabin, how large each item may be, and how heavy it may be. A ticket can permit one larger cabin bag and one smaller personal item, but the dimensions and weight rules for those pieces are not interchangeable.

Carry-on bag

This is the item intended for the overhead compartment. The carrier may describe it as a cabin bag, hand baggage or carry-on. Its permitted dimensions are the bag’s external measurements when packed, not the usable interior space advertised by a manufacturer.

Personal item

This is the smaller piece that must fit under the seat in front of you. A handbag, small backpack or laptop bag may qualify, but the airline’s own dimensions control. Some policies state only that it must fit under the seat; others publish a maximum height, width and depth. The allowance can also depend on the fare and cabin.

Number of pieces

Check the number of permitted items as carefully as the measurements. A rule allowing one carry-on plus one personal item is different from a rule allowing only one cabin piece. A carrier can also restrict an additional item when overhead or under-seat storage is full.

The commonly quoted dimensions are a reference, not a promise

The International Air Transport Association (IATA) says many airlines use a reference carry-on size of 56 × 45 × 25 cm (22 × 18 × 10 in). That figure includes wheels and handles. IATA also explicitly says allowances may vary by airline, cabin class and aircraft type, so the reference cannot be treated as universal approval for a particular flight.

U.S. government guidance is expressed differently. The Federal Aviation Administration (FAA) says, “The maximum size carry-on bag for most airlines is 45 linear inches (the total of the height, width, and depth of the bag).” This is broad guidance rather than a guarantee. An airline can publish a smaller limit, define the measurements differently, or impose a separate personal-item rule.

How to interpret linear inches

To calculate linear inches, add the bag’s outside height, width and depth. For example, a packed bag measuring 22 × 14 × 9 inches totals 45 linear inches. That calculation does not override a carrier that publishes three separate maximum dimensions; a bag can meet a total while exceeding one side’s limit.

Measure the bag as you will travel with it

  • Measure the longest outside height, width and depth, including wheels and fixed handles when the airline includes them.
  • Include expanded sections, bulging pockets and anything protruding from the case.
  • Measure the packed bag, not an empty case or the manufacturer’s interior dimensions.
  • Use the airline’s units and rounding instructions. Do not assume a conversion or tolerance that the policy does not state.

Weight limits are even less uniform

Some airlines publish a maximum weight for the carry-on, some combine the carry-on and personal item into one allowance, and some publish no cabin-bag weight cap. IATA describes 5 kg (11 lb) as a typical starting point for airlines that apply a weight limit; it is not a worldwide rule.

ANA Group-operated flights show why the exact wording matters. The All Nippon Airways carry-on policy allows one carry-on and one personal item with a combined weight of up to 10 kg. For flights boarding on or after July 1, 2026, that policy gives the personal item a maximum size of 40 × 30 × 20 cm. The carry-on’s permitted dimensions vary according to the aircraft’s seating capacity, so the aircraft type matters as well as the airline name.

Air Canada illustrates the opposite approach. Its carry-on policy states that there is no carry-on weight limit, but the bag must be light enough for you to place in the overhead bin without assistance. “No published limit” therefore does not mean a passenger can bring an impractically heavy case; the self-stow requirement remains.

Per-item versus combined weight

A per-item cap applies to the overhead bag alone. A combined cap adds the personal item, and sometimes other permitted cabin pieces, before comparing the total with the limit. Weigh every piece together when the policy uses combined wording. A bag that is under a per-piece number can still fail a combined allowance once a personal item is added.

How major policy examples differ

Airline or source Published detail What you should take from it
IATA reference Many airlines use 56 × 45 × 25 cm (22 × 18 × 10 in), including wheels and handles. Where a weight cap exists, 5 kg is described as a typical starting point. Use it only as a planning reference; the operating airline’s allowance controls.
ANA Group-operated flights One carry-on plus one personal item; combined weight up to 10 kg. From July 1, 2026, the personal item may be up to 40 × 30 × 20 cm. Carry-on dimensions vary with aircraft seating capacity. Weight can apply to both pieces together, and aircraft configuration can change the size rule.
Delta One carry-on plus one personal item is described, but storage capacity can require additional restrictions and partner-operated flights can follow different rules. Meeting the published allowance does not guarantee overhead space on a full flight.
Air Canada No stated carry-on weight limit; you must be able to stow the bag overhead without help. Partner flights may use the operating carrier’s rules. A missing number is not permission to ignore practical lifting and stowage requirements.

How to check the rule for your exact itinerary

Use this process whenever you book a trip, change a flight or add a connection. Policies can change, so repeat the check close to departure.

  1. List every flight segment. Write down the airline operating each leg, not just the company that sold the ticket. Look for “operated by” wording in the booking.
  2. Open each operating carrier’s current baggage page. Start with the airline’s own website rather than a generic packing chart. Air Canada and ANA both warn that partner-operated flights can have different allowances.
  3. Select the exact cabin and fare. Record whether the page is showing economy, premium, business or another cabin and whether the fare changes the number of pieces.
  4. Record three values for each segment. Note the maximum carry-on dimensions, the personal-item dimensions, and the allowed number of pieces. Then note whether weight is per item or combined.
  5. Compare your packed bag with every segment. Use the strictest dimension and weight requirement across the itinerary unless the airline confirms that a different rule applies to a particular connection.
  6. Check stowage instructions. Confirm that the larger piece goes in the overhead compartment and the personal item under the seat. Plan for the possibility that staff will require a gate or planeside check when storage is limited.
  7. Recheck shortly before travel. The FAA advises travelers to consult the airline’s current guidance. Revisit the page after schedule, aircraft or fare changes.

Codeshares, connections and aircraft changes

The airline logo on your confirmation is not always the airline enforcing the cabin-bag rule. A codeshare can be sold by one carrier and operated by another. The operating carrier’s aircraft, cabin layout and storage capacity determine what can physically fit, and its policy may govern the segment.

Connections create a second problem: a bag accepted on the first flight may exceed the allowance on the next. Compare every leg before packing. If one segment uses a combined weight rule and another does not, use the combined limit for the whole trip if you want to avoid repacking during the connection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Aircraft substitutions can also change available storage. Delta notes that capacity may require additional restrictions, and the FAA says airline staff may limit baggage based on storage capacity. A compliant bag can therefore be accepted at check-in but tagged for gate or planeside checking later.

What happens when a bag cannot stay in the cabin

When overhead bins fill, staff may ask for a voluntary gate check or require a bag to be checked at the aircraft door. Keep documents, medication, keys, fragile items and anything needed during the flight in the personal item if the airline allows it. Follow the carrier’s instructions about removing valuables or lithium-battery equipment before the bag leaves your possession.

A gate check is not the same as a planned checked bag allowance. It can occur even when your ticket permits a cabin bag, because the immediate issue is storage capacity rather than the published dimension. The final decision belongs to the operating airline’s staff for that flight.

Common problem cases and the practical fix

Your case is within the total but too deep

Recalculate each side separately. A 45-linear-inch total does not cure a depth that exceeds the carrier’s maximum. Remove an exterior pouch, compress soft contents or choose a shallower bag; do not rely on the total alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The suitcase fits, but the personal item does not

Measure the personal item independently and check the under-seat requirement. A second full-size backpack is not automatically acceptable just because the main case meets the overhead limit. Move contents into a smaller item or reduce the number of pieces if the fare permits only one.

The bag is the right size but too heavy

First identify whether the carrier weighs the carry-on alone or both cabin pieces together. Remove dense items, redistribute weight into a permitted personal item, or check the bag if that is available under the ticket. A portable scale is useful only when matched to a known airline limit; it cannot reveal a limit the carrier does not publish.

The airline publishes no number

Read the wording for a self-stow requirement and ask the carrier if the page is unclear. Air Canada’s policy demonstrates that the absence of a numeric cap can coexist with a requirement that the passenger lift the bag into the bin without assistance.

A partner flight has a stricter rule

Use the stricter segment for packing and keep a copy or screenshot of the relevant operating-carrier policy. At the airport, ask the staff handling that flight which rule applies before entering the security line if your itinerary is borderline.

A final pre-airport checklist

  • Identify the operating airline for every segment, including connections and codeshares.
  • Confirm cabin, fare and permitted number of pieces for each segment.
  • Measure the packed carry-on externally, including wheels, handles and protruding pockets where specified.
  • Measure the personal item separately and verify that it fits under the seat.
  • Check whether weight is a per-piece limit, a combined limit or an unstated practical requirement.
  • Use the strictest applicable rule when one bag must travel across multiple airlines.
  • Keep items that must remain with you accessible in case the overhead bag is gate-checked.
  • Recheck the airline page close to departure, especially after an aircraft or schedule change.

Why a “standard carry-on” label can mislead

Retailers often describe a suitcase as standard, international or airline compliant, but those labels usually refer to a selected market or a commonly used dimension. They do not establish compliance with every carrier, aircraft or fare. Compare the suitcase’s stated external dimensions with the most restrictive airline on your itinerary, and treat any claimed weight capacity as separate from the airline’s maximum permitted weight.

The safest buying decision is therefore conditional: choose a bag that fits the specific dimensions you have verified, leaves room for packed-item bulges, and can be lifted into the overhead compartment. If your routes change frequently, a slightly smaller case may fit more policies, but no bag can be declared universally compliant without checking each airline’s current rules.
