An open AI stack is a set of independently selectable components for building and running an AI application—not just a downloadable model. In a developer-facing view, those components include the model, inference service, gateway or router, harness, and tools. In a wider ecosystem view, openness also involves developer interfaces, data standards, and compute infrastructure. There is no single canonical definition, so it helps to say which scope you mean.
What does “open” mean for an AI system?
The Open Source Initiative’s Open Source AI Definition 1.0 focuses on the freedoms to use a system for any purpose, study it, modify it, and share it. For a machine-learning system to be modifiable in the way the definition describes, access to weights alone is not enough: the preferred form also calls for sufficiently detailed information about training data, complete code for training and running the system, and parameters such as weights, under qualifying terms.

Check openness component by component. A model family may publish weights, code, and data information under different terms; the availability of one does not establish that the whole system is open or that a particular use is permitted.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Parameters: Are the weights available, and on what terms?
- Code: Is complete training and run code available?
- Training-data information: Is there enough detail to understand the data’s provenance and how it was collected, selected, processed, and filtered?
- Rights: Do the applicable licenses and terms allow your intended use, modification, and redistribution?
“Open weights” is therefore a narrower claim than “open source” under the OSI definition. A third-party catalog called USASI uses “Open-stack” as its own disclosure tier for models with public weights, inference code, training code, a training recipe, and at least documented training-data composition. That is the catalog’s rubric, not an industry standard or OSI certification; its glossary and methodology describe its approach.

What goes into an AI stack?
For an application developer, Together AI’s September 9, 2026 explainer calls its component map the “MIGHT” stack. It is a useful vendor-authored framework, not a universal taxonomy. Its five layers show how an application can be assembled from parts that may be selected independently.
- Model: Interprets a request and generates a response.
- Inference: The infrastructure or provider that runs the model. This may be a hosted service or infrastructure you operate.
- Gateways and routers: Direct requests to a model or provider, potentially balancing capability, speed, and cost.
- Harness: Manages the interaction, tool access, and connection to the application or codebase.
- Tools: Skills and protocols such as MCP can provide task-specific capabilities or context to the model and harness.
Because these parts can be separate, a team may be able to replace a model, provider, harness, or tool without rebuilding the entire application. Whether that works smoothly depends on compatibility and integration choices.

Why the broader ecosystem includes more than models
Mozilla’s January 8, 2026 strategy uses a wider lens: open developer interfaces sit above open data standards, an open model ecosystem, and open compute infrastructure. Interfaces include SDKs, guardrails, workflows, and orchestration; data standards concern matters such as provenance, consent, and portability. This view explains why a model can be open while the product around it, its data flows, or the compute it relies on remain closed.
NVIDIA’s open-source overview is one vendor example of publishing beyond weights. It lists model families alongside weights, data, recipes, evaluation resources, and licenses, and describes tools for development, training, evaluation, inference, data preparation, and distributed serving. These are NVIDIA’s own descriptions, not an independent audit of its releases.

What are the trade-offs of an open stack?
More choice, more integration work
Composable components can let a team experiment with different models, providers, and workflow tools independently. Together AI argues that this can make it easier to try new models as they appear. The counterweight is the work of selecting, connecting, and maintaining the pieces. Mozilla describes the ecosystem as fragmented across projects with differing assumptions and interfaces; assembling a production-ready system can require expertise and time.
Compute is a choice, not an automatic hardware purchase
Mozilla identifies access to specialized hardware as a constraint on training and deploying at scale, while pointing to distributed, federated, and sovereign-cloud approaches and idle-GPU resources. But using an open model does not automatically mean buying a GPU or training a model yourself: inference can be remote, and Together AI notes that application developers need not train models or buy a rack of GPUs to use open models.

Evaluate a workload, not the label
There is no universal ranking implied by “open.” The sources do not provide a neutral, comparable benchmark establishing that open stacks are always cheaper, faster, easier to integrate, or more capable than closed offerings. Assess the specific task and the operational responsibilities alongside the model’s capabilities.

How to assess an open stack for your project
- Set your definition of open. Decide whether you need open weights, inspectable code, training-data information, or the fuller set of freedoms described by the OSI definition.
- Map the components. Record the model, inference environment, routing, harness, and tools you plan to use, including who operates each part.
- Check terms at each layer. Confirm the relevant licenses and service terms permit your intended use, modifications, and any redistribution you require.
- Test integration against the task. Evaluate the combination you intend to deploy, including its interfaces, capability, speed, and cost.
- Choose who operates inference. Compare the control and operational effort of self-hosting with the convenience of a hosted inference service.
What ecosystem numbers can—and cannot—tell you
NVIDIA’s overview stated “650+ open models” on Hugging Face and “250+ open datasets” when accessed October 7, 2026; the page supplied no publication date for either count. It also stated “1K+ repositories under an OSI-approved license on GitHub,” likewise without a publication date. Those are NVIDIA page claims, not independently audited totals or counts of all open AI repositories. They indicate activity, but do not establish how open, compatible, or suitable any particular stack is.
