Alternatives can reduce or avoid some local impacts, but no facility type is automatically lower-impact than a hyperscale data center. The strongest options depend on the workload and host location: use suitable existing capacity, avoid or shift unnecessary compute, place latency-sensitive work in localized or edge facilities, and improve cooling, water sourcing, and siting. Smaller facilities can also spread impacts across more places, so compare the entire system—not just a building’s size.
What should count as a local-impact reduction?
Compare the effects a facility creates in its host community and on the infrastructure it uses: electricity demand and its timing, water consumption and scarcity, land and construction, cooling and backup equipment, grid connections and cost allocation, and noise. If the site could reuse heat, also ask whether a nearby user can actually take it.

Keep workload and latency in the comparison. Some computing can run far from its users or at a different time; other work depends on low latency or a specific operational connection. An alternative is useful only if it can serve the workload without shifting an equal or greater burden elsewhere.

Treat any claimed reduction as specific to the workload, facility design, and location unless a direct comparison supports it.

Can existing capacity avoid the impacts of new construction?
Reuse or adapt a suitable facility
Using spare capacity or retrofitting an existing building may avoid or defer some new construction. It does not make the site low-impact by default: an older facility may have inefficient cooling, a constrained water supply, little remaining grid capacity, or heavy reliance on backup generation.
Before placing a workload there, check whether the building can support its technical needs and examine its cooling efficiency, water source, available power and interconnection, and backup systems. The potential benefit is avoided or delayed new infrastructure; a universal impact reduction from reuse has not been established.
When do localized and edge facilities make sense?
Telco, commercial, or other localized computing
USGS describes small “telco or commercial edge” and localized facilities serving telecommunications, commercial, and industrial operations. Putting compute near users or an industrial process can fit work that depends on latency, connectivity, or local operation.

That placement may require multiple facilities rather than one large site. The total effect depends on how many sites are built, how intensively they are used, what workloads they handle, and their power and cooling systems. Distributed does not automatically mean greener: compare the combined electricity, water, land, construction, and backup needs of the network of sites with the alternative.
Can reducing or shifting compute demand help?
Use less compute where the service allows
Efficient software and hardware, right-sizing, and avoiding unnecessary work can reduce demand before it reaches a facility. The practical opportunity varies by application; compute that is essential to a service cannot simply be removed.
Schedule flexible work for a different time
Where timing requirements allow, workload management can move some computing away from local or grid peaks. LBNL describes work on optimized controls, workload management, and storage integration for data-center flexibility. Shifting demand can ease peak pressure, but it does not by itself eliminate total electricity use or water and land burdens.

How can cooling and water choices lower local pressure?
Cooling requirements depend on technology, local geography, climate, and energy sources, as UK DSIT notes in The Future of Compute. There is no sound universal ranking of cooling approaches without the location’s water and electricity conditions. DOE’s Federal Energy Management Program (FEMP) identifies operational measures that can help, with results dependent on weather, equipment, and the facility’s operating range.

- Set temperature and humidity appropriately. Higher suitable temperature setpoints and controlled humidity ranges can reduce cooling demand, but must stay within equipment and operating requirements.
- Separate hot and cold airflow. Aisle isolation helps keep hot exhaust from mixing with cold supply air. DOE FEMP says aisle-isolation practices that enable higher chilled-water temperatures and reduced airflow are associated with 20% less energy consumption at the chiller. That figure applies to chiller energy, not total facility use or a comparison between facility sizes.
- Use air-side economizing when conditions permit. Outside air can provide cooling in suitable weather. Air quality and humidity need attention, and the benefit depends on local climate and equipment.
Manage cooling-tower water carefully
DOE FEMP describes water-side economizing, cooling-tower operating practices, and reverse-osmosis treatment of blowdown among the available measures. In its stated operating example, increasing cooling-tower cycles of concentration from three to six reduces makeup water by 20% and blowdown by 50%. Those figures describe cooling-tower operation, not whole-facility savings; actual suitability depends on water quality and system conditions.
Consider direct liquid cooling without assuming it is water-free
Liquid can transfer heat from equipment more effectively and may reduce facility cooling energy and water use. But direct liquid cooling does not necessarily remove water use: DOE FEMP’s described configuration transfers heat to a condenser loop and then rejects it through an open cooling tower. Check the complete heat-rejection design, not just the coolant at the equipment.

Use non-potable water when safe and feasible
EPA identifies reclaimed wastewater, treated greywater, rainwater or stormwater, and HVAC condensate as possible alternatives to potable freshwater for cooling towers. Each source requires an appropriate supply and treatment approach. Water quality, infrastructure, regulation, and safe operation determine whether reuse is feasible; a non-potable source is not impact-free simply because it is not drinking water.

Assess the host location before selecting a facility design. USGS’s 2026 synthesis highlights the need to consider reliable energy supply and natural resources, including water for cooling, when siting data centers on federal public lands. UK DSIT’s analysis likewise emphasizes that cooling needs vary with geography, climate, and energy sources.
- Water: Identify the source, local scarcity or stress, seasonal availability, and any competing uses.
- Grid: Check available capacity, interconnection needs, generation mix, peak demand, and who bears the cost of upgrades.
- Land and community: Consider construction, noise, backup equipment, and local priorities.
- Energy timing and reliability: Evaluate the supply needed when the facility operates, not only an annual energy total.
- Heat destination: Determine whether a nearby user needs heat at the right temperature and time, and whether distribution infrastructure exists.
Renewable supply and storage can address some grid or emissions pressures, but do not remove the facility’s underlying demand for power, cooling, water, and land. Permitting, grid conditions, and water rules vary by jurisdiction and may change, so use current local information in a siting decision.

Can storage or waste-heat reuse reduce impacts?
Shift cooling with thermal storage
DOE describes cold underground thermal energy storage as a developing approach: use off-peak electricity to create a reserve of cooling that can serve a data center later, shifting part of its peak cooling load. It is being explored for data-center applications; this does not establish broad commercial deployment or suitability at every site. Storage changes when cooling demand is served, rather than making the need for cooling disappear.
Reuse heat only where there is a real customer
Data-center waste heat may be useful if a nearby building, industrial process, or other user can accept it and a practical distribution system can connect them. Without a compatible local heat load and infrastructure, heat reuse is not a dependable impact-reduction measure. LBNL’s data-center work addresses storage and flexibility; the existence of a possible heat-reuse pathway does not alone show that a particular site can use it.
How can you compare proposals fairly?
Ask each proposal to use the same workload assumptions and report impacts at the site and system level. A smaller footprint or a renewable-energy claim alone cannot answer whether local burdens fall.
