What Alternatives Can Reduce Data Centers’ Impact on Local Power Grids?

No single technology replaces grid planning. A practical portfolio combines facility efficiency and flexible workloads with storage, generation, transmission, clean and firm supply, and rate designs matched to local constraints.

There is no single substitute for grid planning. The most workable approach is a portfolio: make computing and cooling more efficient, shift flexible workloads, add appropriately operated storage or generation, expand transmission and distribution, build diverse clean and firm supply, and use planning and tariffs that allocate costs fairly. The right mix depends on the local grid, connection limits, timing of demand, and whether a resource can deliver power when it is needed.

Why a national percentage can hide a local grid problem

Data-center electricity use is growing rapidly, but the stress is not distributed evenly across the United States. A cluster of large facilities can create a capacity, transmission, or distribution problem in one service territory even when national generation appears adequate. Interconnection queues, substation limits, transformer availability, permitting, weather, and the timing of computing demand all affect the local outcome.

The Lawrence Berkeley National Laboratory (LBNL) 2024 report, summarized by the U.S. Department of Energy (DOE) on December 20, 2024, estimated that U.S. data centers used 176 terawatt-hours (TWh) in 2023, up from 58 TWh in 2014. That represented about 4.4% of total U.S. electricity in 2023. LBNL estimated 325 to 580 TWh by 2028, or approximately 6.7% to 12% of U.S. electricity. DOE’s Electricity Demand Growth Resource Hub repeats those LBNL figures; it is not a separate estimate.

A different projection from the Electric Power Research Institute (EPRI), cited by DOE, puts data centers at as much as 9% of U.S. generation by 2030, compared with 4% of total load in 2023. The EPRI estimate uses a different year, metric, and projection horizon, so it should not be treated as a direct update of the LBNL range.

These national figures describe scale, not the conditions at a particular point of interconnection. A local utility must still determine whether it has enough firm capacity, deliverable transmission, substation equipment, voltage support, and operating flexibility for a proposed load.

The alternatives operate at different levels

Some actions change what happens inside a facility. Others require utility investment or regional coordination. A data-center operator cannot substitute a server upgrade for a needed transmission line, and a new transmission line cannot eliminate avoidable cooling and computing demand.

Level Typical measures Primary effect What still has to be solved
Facility Efficient servers, software, cooling, power conversion, storage, onsite generation Lowers, reshapes, or locally supplies the facility’s load Interconnection, operating rules, emissions, permits, and whether reductions occur during grid peaks
Utility New substations, distribution upgrades, tariffs, demand-response programs, resource procurement Connects and serves large loads while managing local constraints Cost allocation, construction schedules, reliability standards, and treatment of other customers
Wider power system Regional transmission, diverse generation, storage fleets, resource adequacy planning Shares capacity and energy across a broader footprint Regional coordination, congestion, fuel availability, permitting, and deliverability during extreme conditions

1. Improve facility efficiency before adding supply

Efficiency reduces the electricity required to deliver a given computing service. It can involve processors and servers, software scheduling, memory and storage systems, cooling equipment, power supplies, and the data center’s control systems. DOE identifies data-center efficiency as a major part of the response to rising demand.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Measure useful work, not only total megawatts

An efficiency claim is meaningful only when its denominator is clear. Energy per completed inference, training run, transaction, or other useful computing output can improve even while a facility’s total electricity use rises because more work is being performed. Conversely, a lower annual energy total does not prove that the facility reduced its contribution to the local peak.

  • Track total electricity, maximum coincident demand, and demand during the utility’s critical hours.
  • Report energy per unit of useful computing alongside absolute consumption.
  • Separate computing, cooling, power-conversion, and auxiliary loads so that savings are attributable.
  • Verify performance after workload changes; a more efficient server can encourage additional use and erase part of the expected reduction.

Efficiency does not automatically stop demand growth

If computing demand expands faster than efficiency improves, the facility can still consume more electricity. Efficiency is therefore the first layer of the portfolio, not a guarantee that a new connection will no longer require grid investment. Its strongest grid value comes when it lowers demand at constrained times and locations, not merely when it lowers an annual average.

2. Use demand flexibility to avoid the most constrained hours

Demand flexibility changes when electricity is consumed or temporarily reduces consumption in response to grid conditions. DOE includes demand-side flexibility and resources such as virtual power plants in its data-center toolkit.

Which workloads can move?

Batch analytics, model training, backups, software builds, data replication, and other delay-tolerant jobs may be scheduled for hours when the local system has spare capacity or when renewable output is high. Interactive services, safety-related systems, and workloads with strict latency or availability requirements may have little room to move. A facility should classify workloads by maximum acceptable delay, interruption tolerance, geographic portability, and restart cost.

How a flexibility program can be designed

  1. Map the load. Record five-minute or more granular demand, cooling requirements, workload type, and the facility’s critical operating limits.
  2. Define an operating envelope. Specify how many megawatts can be reduced or shifted, for how long, how often, and with what notice.
  3. Protect reliability. Exclude workloads and equipment whose interruption could create safety, data-integrity, or service failures.
  4. Coordinate with the utility or system operator. Establish telemetry, dispatch authority, verification, and payment or tariff rules before counting flexibility as a grid resource.
  5. Test under realistic conditions. Measure the response during a controlled event and account for rebound demand when deferred work resumes.

No reviewed source establishes a universal percentage of data-center load that is flexible. The available amount depends on the facility’s architecture, service contracts, workload mix, network topology, and the duration and frequency of events. A contractual promise to curtail is not the same as dependable capacity unless the response has been demonstrated and can be delivered when called.

3. Add onsite storage, but distinguish flexibility from backup

Storage can move electricity use from one time to another, reduce a facility’s grid draw during a peak, and provide fast response to local conditions. The value depends on power rating, usable energy, duration, state-of-charge rules, cycling limits, and dispatch instructions.

Questions that determine whether storage helps the local grid

  • What is the target? Peak shaving, emergency backup, ramp control, ancillary services, or energy shifting require different designs.
  • How long must it discharge? A system sized for seconds or minutes cannot substitute for four-hour or multi-day capacity.
  • When does it charge? Charging during a regional peak can increase the problem; charging during constrained periods may require a utility-approved control scheme.
  • Who controls dispatch? A battery that is reserved exclusively for outages may be unavailable for normal grid support.
  • How is it interconnected? Protection settings, export limits, metering, and local voltage constraints determine what the utility can rely on.

A data-center uninterruptible power supply (UPS) is primarily designed to keep critical equipment running through disturbances. It may be capable of additional grid services, but it should not be counted as grid-scale storage without evidence that it can be dispatched, cycled, and interconnected for that purpose. The same distinction applies to batteries installed behind the meter: physical capability and contractual availability are separate questions.

4. Consider onsite generation with a full reliability and emissions test

Onsite generation can supply part of a facility’s load and reduce its instantaneous import from the grid. Solar photovoltaic systems, fuel-based generators, fuel cells, and other technologies have different output profiles, emissions, fuel dependencies, permitting requirements, and operating costs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Dispatchability matters

Solar output varies with daylight and weather. Wind output varies with wind conditions. A generator that can run on demand may provide firm capacity, but only if fuel, maintenance, emissions controls, and permits support operation during the hours the grid needs it. A hybrid of generation and storage can smooth output, yet it still requires an interconnection study and an operating plan.

Onsite does not mean automatically cleaner

The International Energy Agency’s 2025 Energy and AI analysis counts the physical electricity mix serving data centers, including onsite generation and electricity supplied by the local grid. It distinguishes that physical mix from an operator’s contractual renewable-energy purchases. In the IEA’s Lift-Off Case, long grid-connection queues contribute to additional demand being met in part by fossil fuels after 2030. That is a scenario result, not a prediction for every region, but it shows why an onsite plant should be evaluated for actual fuel use and emissions rather than its location alone.

5. Expand transmission and distribution where the bottleneck is physical

When a region lacks deliverable power or the equipment to connect a large load, efficiency and flexibility cannot replace construction. Transmission lines move energy between regions and connect generation to demand; substations, transformers, feeders, and protection equipment determine whether the power can reach a specific campus.

DOE’s Transmission Impact Assessment describes transmission as essential to accommodating load growth and reports potential cost, reliability, and pollution benefits from transmission deployment. Those benefits are system-level: the same upgrade can connect new generation, improve resilience for existing customers, and serve multiple future loads.

What a responsible connection study should examine

  • Available capacity under normal and contingency conditions, not only the local annual energy balance.
  • Congestion and deliverability during heat waves, cold snaps, droughts, or other stressed periods.
  • Substation, transformer, distribution, voltage, and protection constraints.
  • Construction lead times, equipment queues, rights-of-way, environmental review, and permitting.
  • Whether a staged connection, non-export configuration, curtailment agreement, or flexible-service requirement can connect the load before all upgrades are complete.

Infrastructure is shared. A tariff or interconnection agreement should specify which facilities are dedicated to the new load, which upgrades provide broader system benefits, and how costs are assigned if the project is delayed, downsized, or cancelled.

6. Add clean generation and firm supply as a portfolio

New supply can reduce competition for scarce capacity, but energy, capacity, and deliverability are different products. A resource may produce large amounts of electricity annually while contributing little during a local peak, or it may be firm but limited by fuel, permitting, or transmission availability.

Resource Potential contribution Key constraints
Solar Low-emission energy and daytime output that can align with some cooling or computing loads Weather and night-time availability; often needs storage or firm backup for reliability
Wind Large-scale low-emission energy across suitable regions Variable output, transmission needs, siting, and regional correlation during extreme weather
Grid-scale storage Shifts energy and supplies fast response Finite duration, charging needs, degradation, and location-specific interconnection
Existing nuclear Firm, high-capacity-factor generation without direct operational carbon emissions Regional availability, plant life and licensing, transmission, and contractual access
Hydropower Firm or flexible output where water resources and reservoirs permit Geography, hydrology, environmental requirements, and existing system ownership
Geothermal Potentially firm low-emission generation in suitable resource areas Resource quality, drilling, project development, and transmission
Developing nuclear technologies Possible future firm supply Technology maturity, licensing, construction timing, fuel, financing, and site availability

DOE identifies solar, wind, storage, existing nuclear and hydropower, and developing geothermal or nuclear technologies among the resources that can help meet rising demand. The list is not a promise that each option can be deployed at a particular data-center site or on a particular schedule. Planning must compare firm capacity, emissions, construction time, interconnection, fuel and water needs, and regional availability.

7. Use planning and rate design to manage reliability and who pays

Technology choices cannot answer questions about cost allocation or timing. Proactive utility planning can evaluate expected large-load additions before they become emergency connection requests, coordinate generation and network investment, and test whether proposed projects remain viable under slower growth.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Tools utilities and regulators can use

  • Large-load tariffs: Set transparent rules for demand charges, minimum bills, security deposits, and contributions to dedicated infrastructure.
  • Take-or-pay or reservation commitments: Require a customer seeking major capacity to pay for reserved service or meet milestones, reducing the risk that other customers finance unused assets.
  • Flexible-interconnection agreements: Allow service subject to defined curtailment or export limits while permanent upgrades are built.
  • Time-varying prices: Make electricity more expensive during constrained hours and less expensive when capacity is available, provided customers can respond.
  • Integrated resource and transmission planning: Evaluate generation, storage, demand flexibility, and network upgrades together rather than approving each in isolation.
  • Reliability requirements: Specify telemetry, outage performance, fuel assurance, testing, and penalties before counting a facility resource toward system adequacy.

Good rate design protects existing customers from abrupt cost shifts while giving a new data center a predictable path to service. It should also recognize benefits that a large load may provide, such as verified curtailment or investment in shared infrastructure, without assuming those benefits will occur automatically.

How to choose the right mix for a proposed facility

A practical evaluation starts with the local constraint rather than a favorite technology. The following sequence keeps facility measures and system measures aligned.

  1. Identify the limiting condition. Determine whether the binding problem is annual energy, coincident peak capacity, transmission deliverability, distribution equipment, voltage, reserves, emissions, or connection timing.
  2. Build a time-resolved load forecast. Include computing growth, cooling weather sensitivity, commissioning phases, backup systems, and the hourly shape of expected demand.
  3. Reduce avoidable demand. Apply server, software, cooling, and power-conversion efficiency measures, then verify the effect on both annual use and critical-hour demand.
  4. Classify flexibility. Separate interruptible, shiftable, and non-flexible workloads. Document response time, duration, frequency, rebound, and operational consequences.
  5. Test storage and generation together. Model charging, dispatch, fuel availability, emissions, outage operation, export limits, and the utility’s requirements.
  6. Study network options. Compare a full upgrade, staged connection, non-export operation, alternate substation, or regional transmission solution, including construction and permitting schedules.
  7. Compare supply portfolios. Evaluate clean energy, storage, existing firm resources, and developing technologies against the actual reliability window rather than annual renewable percentages alone.
  8. Set cost and performance terms. Put milestones, curtailment rights, telemetry, reliability obligations, and responsibility for dedicated versus shared upgrades in the tariff or interconnection agreement.

Common approaches that fail when used alone

“Efficiency solves the grid problem.”

Efficiency can lower the load required for each unit of work, but total demand may continue rising. It also may not reduce the local peak unless the savings occur at the constrained hours.

“A renewable-energy contract supplies the local facility.”

Contractual procurement does not change the physical electricity flowing through a congested substation. The IEA’s physical-mix accounting keeps onsite and grid electricity separate from contractual claims.

“The UPS is already a grid battery.”

Backup equipment may be unavailable for routine dispatch, may have insufficient duration, or may lack an arrangement allowing the utility to control it. Capability must be demonstrated and contracted.

“Onsite generation bypasses the grid.”

Most facilities remain grid-connected, and onsite output can be variable, fuel-dependent, or restricted by emissions and permitting. The interconnection and operating model still matter.

“One technology should be ranked first everywhere.”

A battery can be valuable where the constraint is a short evening peak, while a transmission project may be necessary where the issue is regional deliverability. A firm resource may matter more where multi-day weather events drive risk. Local studies determine the fit.

“A projected load is guaranteed to arrive.”

Overbuilding for speculative projects can strand costs; underbuilding can create years-long queues. Milestones, deposits, staged energization, and regular forecast updates help reconcile uncertainty.

Questions to ask a utility, regulator, or data-center developer

  • What specific equipment or operating condition is limiting the connection?
  • Which upgrades are dedicated to this customer, and which serve the wider system?
  • What hourly demand, peak contribution, and ramping behavior are assumed?
  • How much load is genuinely shiftable, and has the response been tested?
  • Can storage discharge for grid needs, or is it reserved solely for backup?
  • What fuel, emissions, water, and permitting assumptions apply to onsite generation?
  • Which resource provides firm capacity during prolonged extreme weather?
  • What happens to costs and reserved capacity if the project is delayed or cancelled?
  • How are physical electricity flows distinguished from renewable procurement certificates or contracts?

What the evidence supports—and what it does not

DOE’s portfolio approach supports combining efficiency, flexibility, storage, generation, transmission, planning, and tariffs rather than selecting a single substitute for grid investment. DOE Secretary Jennifer M. Granholm summarized the policy goal in the December 20, 2024 announcement: “We can meet this growth with clean energy.” Meeting that goal requires the physical resources, network capacity, operating rules, and cost arrangements to be in place where the load is growing.

The available analyses do not establish a universal flexible-load percentage, a nationwide cost, a single best technology, or a standard construction timeline. Regional constraints, tariffs, emissions rules, interconnection queues, and resource availability differ. A credible plan therefore reports the local constraint, the time profile of demand, the performance that each measure can actually deliver, and who pays for the remaining infrastructure.
