What Agentic AI Means for FPGA Design Workflows

Agentic AI can coordinate steps across an FPGA workflow, but it does not replace device-specific tools, engineering review or verification.

Agentic AI in FPGA design means coordinating a sequence of engineering tasks and tools—not asking a chatbot for RTL and treating the result as a finished design. An agent might draft code, run checks, read tool reports and propose a bounded revision. The FPGA engineer still defines the requirements, chooses the device and flow, reviews changes, and decides whether results are ready for hardware.

How an agentic workflow differs from one-shot RTL generation

A one-shot assistant responds to a prompt with an artifact, such as Verilog or SystemVerilog. An agentic workflow adds a loop: break the job into steps, create or inspect intermediate artifacts, call tools, interpret their outputs and decide what to do next. In an FPGA project, those artifacts may include RTL, testbenches, scripts, constraints, simulation results, synthesis reports and timing reports.

AMD Corporate Fellow Alex Starr described chained tasks, critique, iteration, debug triage and timing optimization as directions for agentic chip design. That is a vendor perspective on an emerging pattern, not an independent demonstration that a general-purpose agent can safely complete an FPGA project end to end. Starr also put the validation boundary plainly: “Any AI-enabled workflow still must operate within strict validation and verification processes.”

The useful distinction is between orchestration and authority. An agent can help coordinate work and surface evidence; it should not silently redefine the specification, select consequential IP or constraints, or claim success without the relevant tools having run.

Where an agent can help in the FPGA workflow

RTL is only one part of a design. Depending on the project context and tools it can access, an agent may assist with tasks such as:

  • Turning a written specification into explicit interfaces, clock and reset assumptions, and acceptance checks.
  • Drafting or revising RTL and testbenches, or creating scripts used in the project.
  • Organizing debug evidence and explaining messages or reports for an engineer to inspect.
  • Proposing changes in response to lint, simulation, formal-check, synthesis or timing feedback.
  • Summarizing resource and timing results and identifying questions for design review.

These are plausible bounded roles, not proof that a particular agent supports every FPGA vendor tool or can close a design without supervision. A trustworthy system distinguishes a suggestion from an executed action: it reports which tools ran and what they returned, preserves the logs, and does not assert that unexecuted RTL works.

A practical reviewable loop

The exact sequence depends on the target FPGA, design type and vendor flow. A sensible pattern is to keep each change reviewable and move from requirements toward increasingly realistic evidence:

  1. Make the specification testable. Record interfaces, clock and reset assumptions, constraints that are already known, and acceptance checks. Have a person resolve ambiguity before an agent turns an assumption into design behavior.
  2. Draft RTL and tests. Use the selected HDL and project conventions. Review the generated code and testbench rather than assuming that plausible-looking code captures the intended behavior.
  3. Run early checks. Use the available lint, simulation and, where appropriate, formal verification tools. Feed actual diagnostics back into a bounded revision; keep the original output and the tool logs.
  4. Synthesize and implement in the target vendor flow. The agent needs the right device, project context, constraints and tool access. A successful generation step is not a substitute for synthesis, place-and-route or implementation.
  5. Inspect design results. Review resource use and timing reports against project requirements. An agent can explain or flag a result, but the engineer must determine whether constraints and reported outcomes are meaningful.
  6. Validate on hardware when the task calls for it. Program the intended board using the appropriate flow and compare observed behavior with acceptance checks. Simulation or a clean report alone does not establish that the physical system behaves as required.

Keep human approval at consequential boundaries: specification changes, IP choices, constraints and final hardware programming. Those approval points make it easier to trace why a design changed and which evidence supports accepting it.

Why FPGA family and tool version matter

There is no single generic FPGA workflow for an agent to follow. AMD’s SoC workflow documentation describes design creation in Vivado for AMD devices and Quartus Prime for Altera devices, followed as applicable by platform or processor configuration, hardware export, software development and image generation. In the FPGA hardware-design stage, the documented activities include HDL design, synthesis, place-and-route and bitstream generation.

The Versal Adaptive SoC flow is more specific and should not be generalized to every FPGA family. AMD’s Versal Adaptive SoC Design Guide 2026.1, released June 24, 2026, describes building a hardware platform with Vivado IP Integrator and RTL; developing AI Engine graphs and kernels with Vitis when supported by the selected Versal family; creating programmable-logic kernels with Vitis tools or Vivado RTL; assembling and integrating the design; implementing it and performing design closure in Vivado; and then developing embedded software. An agent intended for this work therefore needs the correct family, release, project artifacts and stage-specific tools—not merely the ability to emit HDL.

What published results do—and do not—show

The 2025 paper Automated Multi-Agent Workflows for RTL Design presents VeriMaAS, a framework for composing RTL-generation workflows that incorporates feedback from formal verification tools. Its authors—Amulya Bhattaram, Janani Ramamoorthy, Ranit Gupta, Diana Marculescu and Dimitrios Stamoulis—report a 5–7% improvement in synthesis performance by pass@k over fine-tuned baselines in the evaluated setting. The described work used a few hundred examples in a controller-tuning context. This is a result attributed to those authors and that evaluation; it is not a measurement that FPGA projects are 5–7% faster, more productive or more likely to meet timing. The preprint is marked accepted to the ML for Systems Workshop at NeurIPS 2025.

Research status matters as much as a headline number. The arXiv record for AgentDV: Closed-Loop Agentic AI for Hardware Design Verification describes a proposed loop of testbench generation, simulation, coverage measurement and refinement. Its authors withdrew the manuscript on September 24, 2026, citing errors in methodology and experimental setup while they re-evaluate it. Its posted performance figures should therefore not be treated as validated evidence.

These examples support a cautious reading: formal or simulation feedback can be part of an agentic RTL workflow, but no cited result establishes a general production recipe or an industry-wide productivity gain for FPGA design. The measures that matter for a given project remain functional correctness, coverage appropriate to the design, resource use, timing against valid constraints and, where required, observed hardware behavior.

How to evaluate an agent for a real project

Generated-code fluency is a weak standalone measure. Before relying on an agent, check whether its scope matches the project and whether its decisions can be audited:

  • Device and release: Which FPGA family and exact vendor-tool release does it support?
  • Design method: Does it handle the project’s RTL flow, HLS or kernel flow, and required integration stages?
  • Tool access: Can it actually run the relevant simulation, formal, synthesis and implementation tools, or does it only suggest commands?
  • Project context: Can it use the correct constraints, IP configuration and existing artifacts without inventing missing information?
  • Traceability: Are code changes, tool calls, logs and approvals preserved so a human can reconstruct what happened?
  • Evidence: Are functional checks, timing and resource outcomes reported for the target design, and was the result tested on hardware if that is required?

A development board is not required to understand agentic workflows conceptually, but hands-on bring-up requires hardware that matches the intended project. AMD’s Versal guide identifies the VCK190 as an evaluation-kit example; that does not make it a universal recommendation. For any board, check the device family, I/O, host connection, included programming and debug features, toolchain support and the full project requirements before choosing it.
