Before buying ads in an AI chatbot, ask how placements are disclosed, what signals influence delivery, which conversations and product categories are excluded, what campaign data you will receive, how billing and attribution work, and who is responsible when an ad is reviewed or delivery changes. OpenAI’s ChatGPT Ads documentation provides a detailed current example, but its rules are not a template for every chatbot platform. Treat the answers below as a buyer’s checklist and verify the terms that apply to your market and account.
OpenAI’s public documentation describes product mechanics and policy; it does not establish that chatbot ads outperform search, social, or other channels. Use a controlled pilot with a pre-agreed business outcome rather than assuming results.

Where does the ad appear, and how is it disclosed?
OpenAI says ChatGPT ads appear below the end of a response, are labeled “Sponsored,” and are visually separated from the answer. Its advertiser materials describe a unit that can include the advertiser’s name and favicon, title, copy, landing page, and image. These details are OpenAI’s documented format, not a guarantee that other chatbot services use the same placement or disclosure.

- Where will the ad sit in relation to the generated answer and any follow-up content?
- What label identifies it as paid, and can users distinguish it from the assistant’s response?
- Which creative elements are required, and can placement or format change during the campaign?
OpenAI’s current descriptions are in its Ads in ChatGPT FAQ and Ads in ChatGPT: The Basics.
How does targeting work in practice?
“Contextual” can mean more than matching an ad to a single word in a prompt. OpenAI says ad selection can consider the current conversation’s context and intent, the destination page, the ad title and copy, advertiser-provided context hints, and selected signals from a broader ChatGPT experience when personalization is enabled.
#1 Best Overall
OpenAI says context hints help guide relevance; they are not exact-match keywords and do not guarantee that an ad will appear in a particular conversation. Ask the vendor which signals are used, whether personalization affects delivery, how advertiser hints are applied, and what control you have over exclusions. Do not assume that a keyword, audience segment, or conversation topic guarantees delivery.

What user information will the advertiser receive?
OpenAI says advertisers receive aggregate performance reporting, not people’s chats or personal details. Its Help Center says advertisers do not receive conversations, chat history, memories, a user’s name or email, precise location, IP address, or sensitive information. OpenAI states: “We do not share your conversations with ChatGPT with advertisers, and we never sell your data to advertisers.” That is the platform’s own statement, not an independent audit.

Ask each provider to distinguish the data used to select or personalize ads from the data exposed in advertiser reporting. Clarify whether reporting is aggregate, what events are included, and whether any user-level identifiers are available. OpenAI’s account of its practices appears in the Ads in ChatGPT FAQ.
Which conversations, categories, and markets are eligible?
Ask for the policy version that applies to your target geography, how the platform classifies your product, whether prior approval or manual review is required, and how it handles a suspected unsuitable placement. A platform’s category examples are not a substitute for checking your specific campaign and destination.
Sensitive and brand-unsafe contexts
OpenAI’s policy excludes ads from sensitive and brand-unsafe conversations. It identifies personal and mental health conversations and political content among contexts where ads are not eligible, and describes sensitive contexts more broadly as personal, high-stakes, or emotionally vulnerable. The policy also says ad assets and landing pages are reviewed as an end-to-end experience and that ads may be rejected or removed.
Rank #3
Product category and geography
OpenAI says early ad categories primarily include consumer and household goods, local services, travel and experiences, and digital products or education. Some advertisers in financial services, healthcare and medicine, and legal services may be eligible under strict criteria and manual review. Other restricted and prohibited categories are also covered by the policy; eligibility can vary by geography and may change. Check the current OpenAI advertising policy rather than inferring approval from a broad category description.
What campaign measurement and billing are available?
Ask which objectives and billing options are enabled for your account, what qualifies as a valid click or conversion, which conversion events and attribution windows are supported, and how quickly reporting updates. Also ask whether your own analytics setup can be used alongside the platform’s reporting.
ChatGPT Ads reporting and measurement options
OpenAI’s Ads Manager Beta materials list impressions, clicks, spend, click-through rate (CTR), average cost per click (CPC), average cost per thousand impressions (CPM), and conversions. OpenAI says impressions, clicks, and CTR refresh about every 15 minutes, while spend insights can be delayed 7–8 hours. Those are documented reporting intervals, not guarantees about when every account’s data will appear.
Rank #4
OpenAI describes measurement options including Ads Manager setup, static URL parameters, a measurement pixel, and the Conversions API. Confirm implementation requirements and which options are available for your account in the advertiser basics and measurement documentation.

Objectives, auction, and bid guidance
OpenAI describes Views, Clicks, and Conversions campaign objectives, maximum CPM or CPC bids, and a relevance-weighted second-price auction. Its Help Center recommends a $3–$5 USD maximum CPC starting bid for CPC campaigns. This is OpenAI’s bid guidance, not a guaranteed market price, a required bid, or evidence of likely results. Ask what objective and billing method your account can use, and what the platform counts as a billable impression or valid click.
Product mechanics and available metrics do not establish that chatbot advertising delivers better performance than another channel. Set a defined test period, a primary outcome metric, and a comparison appropriate to your business before launching. Avoid treating platform-reported engagement alone as proof of incremental sales or leads.

What independent suitability evidence exists, and what does it cover?
OpenAI announced brand-suitability evaluation pilots with Integral Ad Science (IAS) and DoubleVerify. The announcement says the pilots operate in a controlled testing environment without access to private conversations. OpenAI quotes the partners describing intended independent evaluation and measurement, but those statements are partner comments, not published findings about campaign outcomes.
The announcement does not establish what pilot outputs buyers can access, which scenarios are covered, or whether any result applies to a particular account or campaign. Ask what evidence will be provided to advertisers, how coverage is defined, and whether validation applies to your specific placements. A pilot should not be treated as a universal independent audit or campaign-level guarantee. See OpenAI’s announcement about ads in ChatGPT.

OpenAI’s terms place responsibility on advertisers for each campaign, including ads, settings, instructions, destinations, advertised products, and recommendations or configurations offered through the service. OpenAI also reserves the right to review, reject, remove, or modify ads and to pause or terminate delivery. Read the terms that govern your account and ask how review decisions, policy changes, and delivery interruptions are handled. See the OpenAI advertising terms.
How to compare chatbot ad platforms
Use the same questions for every vendor so that different terminology does not hide meaningful differences. Record the current answer for the exact market, account type, and product category you plan to use.
| Compare | Ask |
|---|---|
| Placement and disclosure | Where does the ad appear relative to the answer, and how is paid content labeled? |
| Matching and personalization | Which contextual and broader signals affect delivery? What controls or exclusions are available? |
| Sensitive-context and category exclusions | Which conversations and products are ineligible, and how are destinations reviewed? |
| Advertiser data | Is reporting aggregate or user-level, and exactly which fields and events are shared? |
| Billing and measurement | Which objectives and billing models are enabled? What conversion tracking, attribution, and reporting delays apply? |
| Independent suitability validation | Is validation operational or still a pilot? What outputs, scenarios, and campaign-level coverage can buyers see? |
| Availability and approval | Is the service available in the target geography, and does the account or category need approval? |
| Responsibility and delivery terms | Who is responsible for the campaign, and what review, removal, pause, or termination rights does the vendor retain? |
The available ChatGPT documentation supports this due-diligence framework for one platform; it does not provide a cross-platform comparison of advertising performance. Policies, eligibility, buying features, and measurement can change, so check the live documentation and your account’s terms before allocating budget.
