A web application framework is reusable software that gives developers structure and common tools for building web applications. It can help handle requests, route URLs, work with data, manage sessions and authorization, and create responses such as HTML or JSON. Frameworks differ in what they include, and a project may use a server-side framework, a client-side framework, or both.
What is a web application framework?
MDN Web Docs defines server-side web frameworks, also called web application frameworks, as software frameworks that make it easier to write, maintain, and scale web applications. A framework is a foundation for developers to build on; it is not the application itself, a programming language, or a web server.

Rather than assembling every common operation from scratch, developers use the framework’s reusable mechanisms and conventions. The exact features vary: a framework may provide tools for routing, database interaction, sessions, authorization, response formatting, and security, but no single framework necessarily supplies all of them.
What does a web framework do?
Consider a browser requesting a page. The browser sends an HTTP request, and application code determines what information or action is needed. A server-side framework can connect the requested URL to the code that handles it, help that code work with data, and assist in building the response. The response might be an HTML page or data formatted as JSON.

Server-side and client-side frameworks are different
A server-side framework handles work on the server: processing requests and helping produce responses. A client-side JavaScript framework organizes interactive behavior that runs in the browser. These are different parts of an application, and one project can use both. MDN discusses server-side web frameworks and client-side frameworks separately because their roles differ.
Do you need a framework to build a website?
No. A simple website with little interactive behavior may not need one. Frameworks become more useful when an application has recurring operations, multiple routes, data handling, user sessions, or other behavior that benefits from a shared structure. The right choice depends on the application’s purpose and complexity, not on a rule that every website must use a framework.

Django and Flask illustrate different approaches; they are examples, not a complete map of the framework landscape. Django describes itself as a high-level Python web framework and emphasizes rapid development, security, and avoiding reinvention of common work. Flask’s documentation calls it a lightweight WSGI web application framework, designed to make getting started quick while remaining usable for complex applications.
