It can signal an imminent threat under one authority’s security system, while a local building procedure has used it to confirm that a package was an explosive device. The issuing authority, location and accompanying instructions determine what the alert means—and what you should do.
What does a red alert mean when explosives are involved?
It depends on the organization and its alert protocol. Red is not a single global code, and the examples below apply only within the systems that issued them.

| Issuer and scope | What red meant | Context |
|---|---|---|
| European Commission | Clear and definite threats or exceptional events targeting the Commission or its functioning, which may happen at any moment. | The definition appears in the Commission’s internal security framework, adopted in 2007. European Commission decision |
| European Parliament | A threat of an imminent attack aimed specifically at Parliament or its functioning. | The definition is in a 2018 Parliament security decision. European Parliament decision |
| Minnesota Capitol | An archived procedure used “RED ALERT” to mean that the package prompting an earlier alert was indeed an explosive device. | This was a local procedure that directed evacuation until the building was rechecked; it is a historical example, not a current universal code. Archived Minnesota Capitol procedure |
The distinction matters: in the European institutional examples, red describes the severity and immediacy of a threat. In the archived Minnesota procedure, it indicated a confirmed device in that particular incident process. Neither example establishes what a red alert means at another building or today.

Does a red alert mean a bomb was found?
Not necessarily. A red alert may indicate an imminent or clearly defined threat without confirming that an explosive device has been found. The Minnesota Capitol procedure is one documented case in which red meant a device had been confirmed, but it was specific to that local protocol.

- Easy Installation - simply plug-in to a standard, 120V outlet in your home
- 9-volt battery backup provides protection during a power outage
- Digital LED display shows the level of carbon monoxide the CO alarm is sensing or states "GAS" when explosive gas is present
- 85-decibel alarm announces when carbon monoxide or explosive gas is detected
- Peak Level Memory records the last time carbon monoxide was detected or when the unit was last tested
Check who issued the alert and follow the instructions attached to it. A facility announcement, emergency services, or another responsible authority should clarify whether the response is evacuation, sheltering, or another action.
What should you do if you find a suspicious package?
- Do not touch or inspect it. Do not move, open or handle the item. CISA’s public guidance says: “DO NOT approach or inspect suspicious items or unattended packages.” CISA bombing-prevention guidance
- Move away from the immediate area. Seek distance and cover, and avoid gathering near the scene.
- Report it to emergency services or the responsible authorities. Give them the location and follow their directions. Government of Canada guidance likewise says not to touch a suspicious package found after a bomb threat. Government of Canada bomb-threat guidance
- Follow the facility plan and responders. If an office is evacuated, go to the designated muster point if directed and wait for further instructions. Do not return until authorities say it is safe.
Do not try to identify, test, disarm or relocate a suspected device. A Washington State Department of Health page gives similar high-level advice to leave suspicious objects alone and alert authorities. Washington State Department of Health bomb-threat guidance

Should you evacuate or shelter in place?
There is no one action that fits every threat. CISA’s organizational planning guide addresses both evacuation and shelter-in-place considerations; the correct response depends on the location, threat and site plan. CISA preparedness resources
Use the instructions from the authority issuing the alert, your facility’s current emergency plan and responding officials. The Minnesota procedure’s evacuation instruction applied to that procedure; it should not be treated as a rule for every red alert.

Why the issuer and instructions matter
Alert colors are meaningful only within the system that defines them. The European Commission and European Parliament describe red in terms of threats to their respective institutions. The Minnesota example reflects a building-specific procedure and an archived document. Their definitions are not interchangeable.
