What is a network security scanner?
In plain language, it is a hardware or software tool that checks network-connected systems for information relevant to security. A scanner may discover which hosts are present, identify their attributes and accessible services, and assess whether those observations point to potential weaknesses.

How does a network scanner work?
A network-based scanner sends probes from a location on the network. It looks for reachable hosts, checks ports and services, and evaluates the information it can observe against vulnerability data or detection strategies. Some scanners can use administrator credentials to retrieve further information from a host; an unauthenticated scan is limited to what it can observe over the network.

A local scan runs on the host itself. With local administrative access, it can inspect operating-system and application settings in greater detail than a typical network-based scan. The result depends on both the scanner’s vantage point and its permissions. NIST describes these approaches in SP 800-115, Technical Guide to Information Security Testing and Assessment.
How is vulnerability scanning different from port scanning?
Port scanning identifies reachable hosts and open ports, often helping establish which services are exposed. Vulnerability scanning goes further by associating discovered hosts, ports, or services with possible weaknesses. A port being open is an observation; it is not by itself proof of a vulnerability.

NIST SP 800-42 describes vulnerability scanning as a step beyond port scanning because it adds information about vulnerabilities associated with identified hosts and open ports. These are different views, not interchangeable guarantees of coverage. A finding—or the absence of one—reflects what that scan could reach and inspect.

What do scan results mean?
A scan produces observations and possible findings that should be validated and interpreted in context. Different scanners may use different risk-rating methods, making severity scores difficult to compare directly across tools. Prioritization should account for the affected systems, the organization’s circumstances, and how weaknesses could combine.
NIST cautions that individual findings rated low can combine into higher overall risk, and that a scanner may not identify risk arising only from combinations of attack patterns. Scanning can inform mitigation, but it does not replace broader risk assessment or penetration testing when those are appropriate. NIST also places vulnerability scanning within a wider set of target-identification and analysis techniques, alongside network discovery, port and service identification, wireless scanning, and application security testing. When is a network security scanner useful?
Scanning is useful when an organization needs a structured view of systems and services, wants to look for known or detectable weaknesses, or needs information to help plan mitigation. To judge whether a scan answers the question at hand, consider:

- Vantage point: Was it run from outside the perimeter, inside the network, or on the host?
- Access: Was it unauthenticated, credentialed, or performed locally with administrative access?
- Coverage: Did it identify hosts and services only, or also check for vulnerabilities and configuration issues?
- Interpretation: Were findings validated and prioritized in organizational context rather than treated as a complete measure of risk?
