A fully immersive 3D environment is a digitally created or mediated space designed to surround a person’s perception and respond to their actions. Virtual reality (VR) is a common fully digital example: ITU-T Recommendation P.1320 defines VR as “an environment that is fully generated by digital means.” But “fully immersive” is descriptive, not a universal technical category with a single pass-or-fail test.
What is a fully immersive 3D environment?
It is an interactive space presented so that a person can perceive and engage with a surrounding environment rather than simply view a 3D image on a flat screen. In VR, that space is generated digitally. A VR headset, also called a head-mounted display, is a common way to present it, though a headset is not required for every immersive 3D experience.

Three-dimensional graphics alone do not make an environment immersive. The experience also depends on how the system presents sensory information, tracks movement, responds to actions, and suits the activity. There is no single technical measure in the cited standards that proves an environment is “fully immersive.” ITU-T P.1320

What makes a 3D environment feel immersive?
Immersion comes from how the experience surrounds and engages the user. The relevant elements vary by system and purpose; they are not a mandatory checklist.

Visual enclosure
A head-mounted display can fill much of a user’s view with a computer-generated scene, helping it feel like a surrounding space. ISO/IEC 5927:2024 addresses visual safety for physical AR/VR head-mounted displays, but its scope does not establish that a particular device or experience is immersive. ISO/IEC 5927:2024
Tracking and interaction
Tracking lets a system respond to movement, while interaction lets users act within the environment. Together, they can make the experience feel more continuous than a static 3D view. Audio and other feedback
Spatial audio can help convey where sounds come from, and haptic feedback can represent touch or force. ITU discusses audio and haptics alongside visual presentation and motion tracking as quality dimensions. Not every environment needs every modality: the useful combination depends on what the user is doing.

Latency, frame rate, synchronization, reliability, comfort, and task effectiveness can affect the experience. Their importance depends on the application. For example, an interactive training simulation may have different priorities from a guided virtual tour.

Immersion and presence are related, but different
Immersion describes an enclosing, continuous experience and can refer to system characteristics or to a person’s response to content or challenges. Presence is the person’s subjective sense of being in the mediated environment while physically somewhere else.
ITU-T G.1035, as reproduced in ITU-T GSTR-MVQ (06/2026), defines immersion as “a psychological state characterized by perceiving oneself to be enveloped by, included in and interacting with an environment that provides a continuous stream of stimuli and experiences.” It defines presence as “the subjective experience of being in one place or environment, when one is physically situated in another place or environment.” ITU-T GSTR-MVQ (06/2026)

In practical terms, immersion describes the enclosing experience or the system that creates it; presence describes the user’s felt sense of being there. A highly detailed 3D scene may still produce little presence if it does not respond convincingly to the user.

Does “fully immersive” have a technical threshold?
No universal frame-rate, hardware specification, or other cutoff in the cited standards determines whether an environment qualifies as fully immersive. ITU-T GSTR-MVQ gives application-specific service and experience targets, so a figure must be read in its stated context. For instance, it shows a VR frame-rate target of at least 90 frames per second for an application category; that is an example target, not a definition or guarantee of immersion. When comparing experiences, consider the display, tracking and interaction, sensory feedback, responsiveness, suitability for the task, comfort, ergonomics, safety, and device compatibility—rather than relying on the word “fully” or one specification alone.
Where immersive 3D environments are used
Immersive environments can use different technologies depending on whether the user sees a fully digital world or digital content alongside the physical world. In learning, education, and training, ISO/IEC TR 23844:2023 treats immersive technologies as including augmented reality (AR), virtual reality (VR), and mixed or merged reality (MR). Ergonomics matters as well as visual and interaction design. ISO 9241-820:2024 provides guidance for interactions in immersive environments, including AR and VR, and covers settings in which users perceive physical presence in a virtually created world, among other immersive interaction contexts. For device-specific setup and use, follow the manufacturer’s instructions; the standards’ scopes are not a substitute for them. ISO 9241-820:2024
