A data centre can bring a wave of temporary construction work, a smaller permanent operating workforce, tax revenue and local contracts. It can also require significant electricity, water, land and public infrastructure. The balance is not fixed: it depends on the site, facility design, local hiring and purchasing, public incentives, and whether project commitments are enforceable. A headline investment or jobs figure is not enough to tell residents what a particular proposal will mean.
What local benefits can a data centre bring?
Potential benefits include construction employment, ongoing facility jobs, purchases from local businesses, tax revenue, workforce training and infrastructure investment. They are possibilities, not automatic results. Some depend on the developer’s plans; others depend on tax rules, public agreements, local capacity and whether promised outcomes are measured and delivered.

It helps to distinguish three kinds of claimed economic activity: jobs directly at the site, temporary jobs on the construction project, and indirect or modeled jobs elsewhere in the economy. These categories answer different questions and should not be combined as if they were permanent positions at the facility.
Construction work is not the same as permanent employment
Construction can involve many workers for a limited period, while the number of permanent on-site roles is typically smaller. Ask how many workers are expected at peak construction, how long each phase is expected to last, and how many continuing positions the completed facility will have. Then ask how many roles are expected to go to local residents, what wages and training are involved, and whether apprenticeships or labor standards are written into commitments. The Bipartisan Policy Center’s 2026 analysis discusses the distinction between sizable temporary construction work and fewer permanent positions; the Federation of American Scientists’ 2026 local-government guide also emphasizes examining the terms behind job claims.

Local economic figures need their scope attached
Ireland’s Department of Enterprise, Tourism and Employment reported in 2026 that data centres’ combined construction and operation in Ireland in 2024 were associated with €2.2 billion in gross value added, 19,500 jobs and €280 million in employment-related tax. Those are national figures for a year, not the expected effects of one facility or a benchmark that can be transferred to another country. The same release summarized a modeled estimate of more than €100 billion in annual gross value added and 875,000 jobs across sectors identified as dependent on data centres; that wider-economy estimate is not direct data-centre employment. Read the Irish government’s summary and its attribution to the KPMG report.
How to assess a jobs claim
Compare the categories and conditions, not just the largest number in a proposal. A useful request is a written breakdown that separates direct jobs from construction, contractor, supply-chain and modeled employment, and states the time period and assumptions for each.
| Claim or outcome | What to ask | Why the distinction matters |
|---|---|---|
| Construction jobs | Peak and average headcount, project phases, duration, local hiring, wages, apprenticeships and labor commitments. | These positions are tied to building work and are not a count of the facility’s permanent staff. |
| Permanent on-site jobs | Expected ongoing headcount after opening, job types, wages, local recruitment and reporting schedule. | This is the clearest measure of continuing direct employment at the site. |
| Contractor and supply-chain activity | Which services and purchases may be sourced locally, under what terms, and how local spending will be tracked. | Economic activity outside the facility is not the same as an on-site job or a guaranteed local contract. |
| Indirect or modeled jobs | Who produced the estimate, what sectors and assumptions it includes, and whether it is a projection rather than a measured headcount. | Modeled wider-economy estimates should not be presented as permanent direct facility employment. |
The BPC recommends tying incentives to measurable outcomes and aligning benefits with the communities that bear local impacts. If a tax break or other public support is proposed, ask what specific jobs, wages, training or other outcomes it purchases, how those outcomes will be verified, and what happens if they are not delivered.

Who pays for power, water and infrastructure?
A data centre’s demands and the infrastructure needed to serve it are site-specific. There is no universal per-facility electricity, water or job figure that can reliably settle a local proposal. Ask for estimates for the proposed facility, the assumptions behind them, the timing of required upgrades and a clear account of who pays. The BPC stresses that designs and development practices vary, so a national claim should not substitute for local evidence.
Electricity and grid upgrades
Request the expected electrical load, connection schedule, any transmission or distribution upgrades, plans for energy procurement, and details of backup generation. Ask the utility or relevant regulator to explain how project-specific costs will be allocated and whether other customers could bear any part of them. Canada’s 2026 Responsible Data Centre Development Principles say proponents should pay costs directly attributable to their projects. That is a stated policy principle, not a rule that automatically determines cost allocation in every jurisdiction. Canada’s principles also call for transparent measurement and responsible development.
Water and cooling
Ask how much water the facility expects to withdraw and consume, where it will come from, what cooling design is proposed, and how use will be reported over time. Local water availability and cooling choices matter; a figure from another facility or region may not describe the effect here. Canada’s principles call for minimizing freshwater use and transparent measurement. The FAS guide reports that utilities and advocates it interviewed sought standard facility-level data; that reported concern is not evidence that every operator withholds information.

Roads, utilities and other public costs
Construction may require roads, utility connections or other local works. Ask which improvements serve the facility, which have broader public use, who funds construction and maintenance, and whether cost-sharing or reimbursement terms are documented. The FAS guide describes community agreements that assign costs for roads, utilities or reclaimed-water infrastructure, while also noting variation in reporting provisions.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhat could change for nearby residents?
Local effects depend on location, construction schedule, equipment and operating practices, utility conditions, and the presence of other facilities. Before approval, examine the site plan and the likely effects on people and public services rather than assuming every data centre has the same footprint.
- Land use and scale: Review the site’s size, proximity to homes, alternatives for the land and the cumulative effect of nearby development. The BPC recommends regional planning and consideration of previously disturbed sites.
- Construction: Ask about expected traffic, work hours, road impacts and how residents can report problems during each phase.
- Noise and backup generation: Request relevant noise information and plans for backup systems, including emissions and operating conditions.
- Water and electricity: Compare project estimates with local utility and resource constraints, including the timing and funding of needed upgrades.
- Public services and revenue: Consider any additional local service burden alongside projected tax receipts and other public revenues.
The available evidence does not establish a universal effect on nearby home values, utility bills or local tax revenue. Those questions need evidence about the specific location, public-finance arrangements and infrastructure plan.

What should a community ask before approving a project?
Residents and officials can use these questions to test whether benefits are specific, costs are visible and commitments can be checked. Answers should be in public documents wherever possible, with assumptions and responsible parties identified.
- Jobs: How many construction workers are expected, for how long, and how many permanent on-site roles will remain after opening? What wages, local hiring, apprenticeships and labor commitments apply?
- Public finance: What taxes or other revenue are projected, what incentives or abatements are proposed, and what infrastructure or service costs could fall to the public? Are assumptions independently reviewed?
- Electricity: What load and grid upgrades are expected, what energy procurement and backup generation are planned, and how will directly attributable costs be assigned?
- Water and environmental reporting: What are expected withdrawals and consumption, what source and cooling design are proposed, and how will water, noise and emissions be monitored and reported?
- Land and neighbors: How close is the facility to homes, what traffic and visual effects are expected, and have land-use alternatives and cumulative regional effects been assessed?
- Enforcement: Which commitments will be binding, who will verify performance, how often will results be reported, and what remedy applies if the developer does not perform?
For a US municipality, the New Jersey Economic Development Authority’s Data Center Municipal Resource Hub is one jurisdiction-specific resource. Its existence does not make New Jersey rules applicable elsewhere; local officials should also consult their own zoning, utility and tax authorities.
Do community-benefit agreements protect residents?
A community-benefit agreement can put project-specific promises in writing, but its value depends on who receives the benefits, when they arrive, how performance is reported and what enforcement is available. Check whether the agreement names responsible parties, measurable targets, deadlines, public reporting and remedies for missed commitments. Also review zoning ordinances and other applicable rules: an agreement can supplement them, but does not replace them.

In its 2026 guide, FAS analyzed ten executed community-benefit agreements and found considerable variation in their terms, including transparency and enforcement provisions. Its guide also reviewed 42 local ordinances and 12 state actions; FAS describes its ordinance collection as a starting point rather than an exhaustive list. Within that tracked dataset, 33 of the 42 local ordinance measures were from 2026, compared with two in 2024 and six in 2025. These counts describe the guide’s collected examples, not a complete census of all government action.
Canada’s principles state that “Data centre investments must create clear, lasting benefits for host communities and Indigenous rights holders.” This is an official policy principle, not proof that a particular project has delivered those benefits. Its practical value depends on how commitments are translated into local requirements, agreements and reporting.
