The announcement is not a final rejection of the project—and available reports do not confirm whether work actually stopped at the site.
Why did the governor halt the BDx AI data center?
The West Java Provincial Government said construction began on September 22, 2026, before the AMDAL and PBG had been issued. On October 1, Governor Dedi Mulyadi told the project consultant to submit the required documents so the Purwakarta Regency Government could process them. The province also called for public disclosure of analysis on potential noise and reservoir-water use, including whether farmers’ access to water could be maintained. Which permits are missing?
AMDAL: environmental impact assessment
AMDAL is the environmental impact assessment documentation and process cited in the reports. In an October 2 update, the provincial government said the local environmental agency handles the AMDAL process and that it had asked academics from the University of Indonesia to provide input. PBG: building approval
PBG is the building approval or building permit cited by the provincial government. Its English-language release contains an apparent translation error that labels PBG an “Economic Impact Assessment”; that is not the meaning to rely on here. How large is the planned project?
The West Java Provincial Government reported that the planned site covers 8,000 square meters and that the data center’s power capacity could reach up to 640 megawatts. Will the project affect water supplies?
That remains unresolved. The provincial government says the governor asked for analysis of water use from the Jatiluhur Reservoir and emphasized that access for residents and farmers must not be disrupted. No independent measurements of the data center’s water demand, effects on irrigation, or impact on local supply appear in the reports.

Is construction actually stopped?
The announcement and the project’s on-site status are separate questions. Reuters’ initial report said it was unclear whether work had stopped and that BDx had not responded; a later syndicated Reuters version said the company was still confirming details. The available reporting therefore supports saying that the governor announced a halt, but does not establish that all site work ceased. Reuters report and syndicated version
What happens next?
The immediate issues are whether the consultant submits the required information, what the permitting authorities and environmental assessment conclude, and whether analysis addresses noise and water access. Dedi’s October 2 position was conditional: in a statement translated from Indonesian by this article, he said he had no objection to proceeding if the assessment passed, or to stopping the project if it did not, provided residents’ water access was not disrupted. The reports reviewed do not include permit applications, final approvals, the environmental study, or an independent finding on the project’s effects. They establish neither approval nor rejection, and do not demonstrate proven harm.
