That distinction matters because “robotaxi” can describe either a vehicle being tested or a commercial ride service. This approval covered the former. It did not mean Californians could hail a WeRide car or book a paid ride.

The California DMV separates autonomous-vehicle permissions into three categories: testing with a safety driver, driverless testing, and deployment. To determine what a company may actually do, check the permit category, authorized locations and operating conditions, and whether passengers or fares are permitted. A driverless test permit alone does not establish that members of the public can request rides.
What the DMV’s current listing says about WeRide
The DMV’s permit-holder page lists WeRide AI for driverless testing in San Jose and Santa Clara, subject to listed limits on operating time, weather, and speed. The agency marks its driverless-testing information as updated April 3, 2026. Its separate safety-driver testing list is marked current as of September 17, 2026. The listing is evidence of testing authorization, not a consumer ride option. It does not override the restriction in WeRide’s 2024 filing on public rides and fares under that permit.
What is known about the fleet and permit duration
A Futurism article published August 18, 2024, reported that the permit lasted three years and covered 12 vehicles testing in and around San Jose, with WeRide personnel as passengers. Futurism’s August 2024 report

WeRide’s SEC filing confirms the August 2024 permit and its limits on public rides and fares, but the official materials cited here do not independently confirm the 12-vehicle figure or the reported duration. The current expiration date is not established here, so the three-year report should not be treated as confirmation that the permit remains active through a particular date.

The DMV’s announcement described the change as part of its broader approach to autonomous vehicles; it does not turn WeRide’s testing permit into approval for paid public rides.
