Neither format preserves more context in every sense. A web archive can retain a captured page, its collected resources and details about when and how it was captured. A video archive preserves the audiovisual recording and its technical characteristics. For a webcam feed shown on a webpage, keeping both—when available—preserves more of the page context and the recorded stream than relying on either alone.
Here, “web archive” means a capture of a webpage and its resources; “video archive” means an audiovisual file preserved as media. “Webcam archive” can refer to either, so distinguishing them matters.

What does each archive preserve?
| Question | Web capture or WARC | Video master |
|---|---|---|
| Primary object | A captured website and collected resources organized as web-archive records. | An audiovisual file or preservation package. |
| Context it can retain | Page relationships and capture details such as time, MIME type, response code, and harvesting purpose, to the extent captured and recorded. | Recorded picture and sound, plus technical characteristics encoded in or documented with the file. |
| What may be absent | Streaming media, rich page behavior, databases, deep-web content, or other items the capture process cannot collect. | The surrounding page, links, interactions, capture timestamp, and camera location unless separately documented or preserved. |
| What supports useful replay | Captured resources, capture quality, and replay software. | A supported codec and container, with the original or preferred master retained. |
The Library of Congress describes WARC as a container for records that can include web resources in many formats, including audiovisual files, and associated harvesting information. A WARC file can therefore preserve a video resource if the capture actually collects it; the format alone does not ensure that it will.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesDoes a web archive save embedded webcam video?
Sometimes, but do not assume it does. The Library of Congress says its web-archiving effort attempts to capture HTML, CSS, JavaScript, images, PDFs, and audio/video files to provide context. That describes an attempt, not a guarantee that every stream will be captured completely or replay correctly. The institution cautions: “Tools currently available cannot capture all web content, so certain types of web content may not be preservable through web capture at this time.”

After capturing a page, check the archive itself: determine whether the video resource was included and whether it plays in the archived version. A screenshot only records a still view; it cannot stand in for a web capture that retains links, functionality, data, and harvesting information. The U.S. National Archives says static screenshots are not accepted as substitutes for web content records in its transfer guidance.
What does WARC preserve?
WARC stores captured resources as records and can preserve information about the harvesting transaction. Depending on the capture, that context can include the capture time, harvesting machine IP address, MIME type, response code, and harvest purpose. The Library of Congress identifies WARC with record-at-a-time GZIP compression as its preferred web-archive format in its 2025–2026 Recommended Formats Statement; ARC_IA and WACZ are listed as acceptable alternatives, and CDX as a WARC component.

For replay, the Library recommends identifying the archiving institution and capture date and time, and explaining which functions differ from the live site. Those details help a future viewer understand the capture and its limitations; they do not make all original page behavior recoverable.

What does a video archive preserve?
A video master preserves the recorded image and sound as a media object. It does not automatically include the webpage where the webcam appeared, the page’s links or interactions, or the circumstances of capture. Keep relevant descriptive and provenance information alongside the file rather than expecting the video container to explain its full context.

The Library of Congress’s 2025–2026 Recommended Formats Statement lists these preferences for file-based moving images, in order:
- IMF
- FFV1 version 3 in Matroska
- ProRes in QuickTime
- MPEG-2
- XDCAM
The statement describes preferred file-based video in terms of the final production version and its original production resolution and frame rate. These are preferences for the Library’s collection context, not a universal conversion rule for personal webcam recordings.

Should you archive the webpage and video separately?
If both are available, yes: preserve a web capture for the page and a separate video master for the stream. They preserve different layers of context. Record the relationship between them so a future user can tell which page, source, and recording belong together.
- For the web capture, use a tool that produces non-proprietary output such as WARC, then check whether the video itself was captured and can be replayed.
- For the media file, retain an original or suitable preservation master and follow a format policy appropriate to the collection; a published institutional preference list is a reference, not an automatic instruction to convert every recording.
- Document what the camera showed, date and time with time zone, source URL or device, collection owner, capture method, file format, and known gaps.
- Prefer open standards where suitable, while recognizing that choosing an open format does not guarantee complete capture.
The exact metadata schema depends on the institution and purpose; the Library of Congress guidance cited here does not prescribe one universal webcam record.

How to choose
- You need the page as it appeared: prioritize a web capture that retains the page and its collected resources.
- You need the actual recorded stream: prioritize a video master and document its provenance and technical details.
- You need both: preserve both objects, verify the stream in the web capture, and document their connection.
There is no controlled head-to-head measurement establishing that one format preserves more “context” overall. The choice depends on whether the context you need is the webpage and its capture history, the audiovisual recording, or both.
