A website is primarily a web presence built to present information, while a web app is software you run in a browser to complete tasks. The two labels overlap in practice: a modern site can contain substantial application features, and a progressive web app (PWA) sits between them, staying web-based while adding app-like behavior.
The core difference: reading versus doing
The most useful way to tell them apart is to ask what the visitor is trying to accomplish. An information-focused website is designed mainly to present content: pages, articles, product descriptions, company details. A web app lets people use software through the browser. Typical application features include product search and filtering, shopping carts, messaging, social feeds, and account management.

Treat this as a functional distinction rather than a strict rule. Amazon Web Services (AWS) notes that modern websites can be complex web applications in their design, so the same service may reasonably be called both a website and a web app. The label usually depends on what the experience centers on: reading and browsing, or doing and managing.

Websites and web apps are both delivered through web technologies and accessed in a browser. AWS describes a web application as software that runs in a browser with a backend on a web server. That means a web app is not simply a native mobile or desktop program, and having a URL does not by itself place something in the website category.

Where progressive web apps fit
A progressive web app is built with web technologies but offers an app-like experience. Depending on the implementation and platform support, it can be installed, launched in its own standalone window, work offline, operate in the background, and integrate with some device features. Even so, it remains a web page technically: the browser engine still runs it.
Three categories compared
| Category | Primary purpose | Typical user interaction | Installable | Offline or background operation |
|---|---|---|---|---|
| Information-focused website | Presents pages and information | Reading, browsing, following links | Not a defining feature | Not a defining feature |
| Web app | Provides software tasks through a browser | Searching, filtering, buying, managing an account, messaging | Not a defining feature | Not a defining feature |
| Progressive web app | A web app with app-like capabilities added | Same task-based use as a web app, often launched like an app | May be possible, depending on implementation and platform support | May be possible, depending on implementation and platform support |
The PWA row describes possibilities, not guarantees. Mozilla Developer Network (MDN) explains what a progressive web app is, and MDN’s guide on progressive web apps is a good reference for the underlying capabilities. Google’s web.dev course on progressive web apps covers the same ground from a developer perspective.

How to classify a real product
- Check the main job. If most visitors come to read, compare, or find information, the product is primarily a website.
- Check whether users create or manage data. Accounts, carts, saved preferences, messages, and dashboards point toward a web app.
- Check for app-like requirements. If the product needs installation, offline use, background activity, or device integration, consider a PWA and confirm that the features work on the platforms your users actually use.
- Label it by the experience, not the tech stack. Framework choice and architecture do not decide the category. The definitions focus on what the software does and how it is delivered.
Common misconceptions
- “Every website is static.” Not accurate. AWS contrasts static informational sites with applications, but also acknowledges that modern sites can be complex applications.
- “A web app must use a specific framework.” The cited definitions describe functionality and browser delivery, not a particular language or single-page architecture.
- “Every PWA works offline and sends notifications.” Those capabilities depend on implementation and platform support.
- “A URL means it is a website.” A web app also runs in the browser and is reached by URL, so the address alone does not settle the category.
How the definition is usually stated
AWS’s explainer on web applications states: “A web application is software that runs in a web browser, with a backend running on a web server.” The page does not identify an individual author, so the definition is best attributed to AWS as the publisher. The sources here do not address hosting or deployment choices, which are separate decisions from whether a product is a website or a web app.
