On 19 August 2025, the Town of Victoria Park voted 9–0 to negotiate and publicly advertise a month-to-month lease for Waveconn telecommunications equipment on the Lathlain grandstand roof. The decision allowed the facilities to remain while the Town pursued grandstand redevelopment and replacement-site plans, but it was not confirmation of a permanent right to stay or proof that a final lease had already been signed.
What the council decided
The unanimous vote authorised the chief executive officer to negotiate with Waveconn Pty Ltd, advertise the proposed disposition under section 3.58 of Western Australia’s Local Government Act 1995, and execute the lease if no qualifying submission was received. The resolution itself therefore started a statutory process rather than instantly creating a completed long-term lease. The council minutes record the 9–0 outcome and its conditions.

The Town’s public notice described the arrangement as a temporary, rolling tenancy for part of the grandstand roof at 34 Goddard Street, Lathlain.

Those figures come from the Town’s public notice. They show the proposed rent and valuation, not an independently explained valuation methodology or a guarantee that the lease was ultimately executed.

Why the equipment was at risk
The earlier fixed-term arrangement expired on 30 June 2025. The council report says it began with Vodafone Network Pty Ltd in 2007, was assigned to Towers Business Operations Pty Ltd, and was renamed Waveconn Pty Ltd in September 2022. The report also refers to an Optus sublease and to TPG/Vodafone and Optus facilities remaining on the roof. The lease history and expiry are set out in the 19 August 2025 council report.
The Town wanted flexibility to replace the 63-year-old grandstand. Its Lathlain Precinct Redevelopment Project proposes new football, spectator, training and community facilities because the existing building does not meet current sporting-code or accessibility standards. A September 2024 council decision had also contemplated terminating existing telecommunications leases and pursuing co-located replacement services at another site.

Which mobile services were involved?
Waveconn is an infrastructure operator and prospective leaseholder, not necessarily the brand selling a resident’s mobile plan. The rooftop equipment was associated with services used by multiple networks. The council report identifies TPG/Vodafone and Optus facilities; PerthNow reported that the site supported Telstra, Optus and TPG/Vodafone customers. Shared towers and radio equipment can serve more than one carrier, so the companies named in coverage reports should not be treated as interchangeable owners of the lease.
How serious was the coverage risk?
TPG/Vodafone warned that removing the facilities before replacement infrastructure was available could affect essential communications in the surrounding community. That is an operator warning, not a published engineering finding. The available material does not provide a coverage map or quantify how many customers would lose service.

Several different outcomes are possible when a site is removed: a measurable reduction in signal, a temporary interruption during migration, or partial compensation from nearby towers. A “dead zone” is therefore stronger than the evidence supports. The safest description is that TPG/Vodafone predicted a potential communications gap if the antennas were removed without an alternative.
The Town’s response
Mayor Karen Vernon told PerthNow that operators had received advance warning and that Telstra had been able to relocate its infrastructure. PerthNow also reported Telstra was temporarily located at the car park at 34 Goddard Street. Those statements describe the mayor’s position and reported operating arrangements; they do not establish that every carrier had the same relocation option or timetable.

PerthNow said the Town faced a $4.8 million redevelopment funding shortfall at the time. A rolling lease offered a way to keep equipment in place without locking the Town into a fixed term that could obstruct construction. The proposed annual rent was also above the $47,500 plus GST market value stated in the public notice, although the documents do not explain how that value was calculated.

Month-to-month terms protect both immediate continuity and future redevelopment flexibility. They can be ended when a replacement site, demolition program or construction requirement is ready, leaving Waveconn without the security of a multi-year tenancy.

PerthNow reported that a replacement tower operator had been selected years earlier, but that no replacement tower had been built, no lease had been signed and no development application had been approved at the time of the dispute. That gap explains why the Town accepted a temporary arrangement rather than requiring an immediate move.
What happened after the August vote?
The Town placed the proposal into the statutory public-notice process, with submissions closing on 7 November 2025. Later action registers continued to list the Waveconn lease action as “work in progress” in November 2025 and April 2026:
As of 18 August 2026, those records verify council authorisation and advertising of the proposed interim lease, but they do not independently establish the date of a signed lease deed, the submissions received, the notice period applying to termination, or when replacement infrastructure will be built. The redevelopment timetable also remains a separate planning question.
