A useful starting point is: bill = fixed charges + water used × applicable water rates + sewer or wastewater charges + any applicable drainage or other fees. That is a way to read the bill, not a universal tariff formula: each utility sets its own rates and calculation rules.
What the charges on a water bill usually mean
A bill may combine charges for water supply, wastewater service, and drainage. The exact line items depend on the utility, the services available at the property, and the customer class. Sydney Water, for example, describes water usage, fixed water service, wastewater, and—in some areas—stormwater charges for residential customers. Sydney Water’s charges explained page sets out its local components.

Water usage charge
For a metered property, the utility generally charges for the volume recorded during the billing period. The rate may be a single price per unit, or usage may be divided across tiers with different prices. WSSC Water’s bill explainer shows how a customer’s use over a 90-day period is allocated among four tiers; the thresholds and rates apply to WSSC’s service area, not everywhere. A fixed charge can apply regardless of current water use. It may help pay for the connection, meter service, customer support, or shared infrastructure. The utility determines its basis: it may accrue by day or month, vary by meter size or customer class, or follow another local rule. Sydney Water says its fixed connection charge is based on the number of days in the billing period, even when the bill is issued quarterly. Sydney Water’s charges explained

Sewer or wastewater charge
This pays for wastewater collection and treatment, but the charge need not equal a simple per-unit calculation of all water supplied. Utilities may charge a base fee and a variable amount, estimate sewer volume as a share of metered water, use seasonal measurements, or use a property-based measure. The applicable method depends on location and customer type.
Stormwater, drainage, and other fees
A drainage or stormwater line is not necessarily a charge for wastewater volume. Some utilities bill it separately or include a stormwater component in a broader service charge. Other possible items include account, infrastructure, government, or temporary drought-related fees. WSSC Water describes state Bay Restoration, account maintenance, and infrastructure investment fees; San Francisco Public Utilities Commission describes a drought surcharge that may apply under specified conditions. Why a fixed charge remains when water use is low
A fixed service charge is not a minimum-use fee in every utility’s terminology, but it can have the same practical effect: it remains on the bill even if little water passes through the meter. The charge is tied to providing or maintaining service, rather than solely to the volume used during that period. For example, SFPUC describes monthly service charges that are the same regardless of usage and says they recover fixed system costs. SFPUC rates and charges

Check whether the charge is daily, monthly, or tied to another factor, such as meter size or customer class. A quarterly bill may include a fixed charge accumulated over the quarter, so compare the billing dates and number of days rather than assuming the charge is a single-use fee.

- The pure brass inlet and outlet metal thread are heavy duty and enhance durability. No hassle from frequently installs and uninstalls from hose/faucet.
- Equipped with an easy-to-read LCD screen and one-touch control push button, this water flow meter can easily display and track the water usage & flow rate of your outdoor garden hose with 4 different measurement modes.
- Short press the button to change the mode from FLOW / CONSUMPTION / AVERAGE / TOTAL. Flow Mode: real-time water flow rate | Consumption Mode: last-time water usage | Average Mode: daily average water usage of a week (count from next day) | Total Mode: total water usage.
- Long press the button at flow mode to switch the unit (gallon to liter). Reset data when long press the button at other modes. The LCD screen goes to sleep automatically if there is no operation/water flow in 1 minute.
- Built-in with hall type sensor and IC chipset, which provide more accurate measurement and precise calculations. The measurement tolerance is less than 5%, great to measure how much amount of water are used and prevent over-watering.
Why sewer charges may not match metered water
Water delivered to a property does not always return to the sewer. Some may be used outdoors or otherwise not discharged through the wastewater system. Utilities also differ in how they estimate or measure wastewater, so a sewer quantity can be lower than the water-meter total—or be calculated without using that total directly.
Estimate wastewater as a share of water use
SFPUC estimates residential wastewater volume from water use and applies different default return-to-sewer shares for single-family and multifamily residences. Its method is specific to San Francisco; another utility may use a different share or no such estimate. SFPUC rates and charges

Use customer-class or seasonal rules
San Diego’s sewer bill has a base fee plus a service charge based on wastewater amount and strength, with different rules for residential and commercial or industrial customers. Its rate page describes winter monitoring for single-family residential customers as part of the local calculation. City of San Diego water and sewer rates

Local examples: rates and methods are not universal
These published examples illustrate how different the components can be. They are local figures and rules, not typical prices or a basis for estimating a bill elsewhere.
| Utility and scope | Published example | What it shows |
|---|---|---|
| Sydney Water, residential, 2026–27 | $387.03 for a stated typical 92-day quarter at 50 kL, covering water and wastewater services | The utility’s local example combines service types; it is not a universal quarterly bill. |
| Sydney Water, metered drinking water, 2026–27 | $3.41 per kilolitre | Water-use pricing is listed separately from fixed service prices; drought and recycled-water rates differ. |
| City of San Diego, rates effective January 1, 2026 | $22.56 two-month base sewer fee and $5.92 per HCF sewer rate | One HCF is 748 gallons; customer-class rules and caps also affect the local calculation. |
| WSSC Water, bill explainer last modified 2026 | Example customer averages 144 gallons per day | The example demonstrates four-tier allocation over a 90-day bill; its rates and tiers are specific to WSSC’s service area. |

How to check your bill or compare charges
- Identify the utility, service area, and customer class. Confirm that the rate schedule is for the property’s location and whether it is residential, multifamily, commercial, or another class.
- Check billing dates and period length. A longer period can mean more usage and more accrued daily or monthly fixed charges.
- Compare the meter reading and units. Check the current and prior readings, the reported consumption, and the unit shown on the bill. If usage is tiered, see how volume is allocated across thresholds rather than multiplying the full amount by one rate.
- Separate fixed and variable amounts. Find the service or connection charge and the usage charge, then check the tariff effective during the billed dates.
- Look up the sewer calculation basis. Determine whether it uses measured discharge, a share of water use, a seasonal or winter average, property valuation, or another local method.
- Review separate fees. Check whether stormwater, drainage, government, infrastructure, account, or temporary charges are listed, and what service or rule each line represents.
- Ask the utility about unexplained differences. If the meter read, period, or charge still looks wrong, use the utility’s bill explanation or account assistance channel. There is no single correction process that applies to every provider.
For a meaningful comparison between bills or utilities, compare the fixed charge and what it funds, water rates and tier thresholds, sewer calculation method, customer class and meter or property characteristics, period length and units, tariff dates, and separate drainage or temporary fees. Comparing only one per-unit rate can hide important differences.
What you need for a bill-specific calculation
No single jurisdiction-independent sewer formula or typical bill amount can establish what a particular household owes. A bill-specific check requires the utility and service address, customer class, billing period, meter data, and tariff effective for those dates. Rates and temporary surcharges can change, so use the utility’s current bill explainer or rate schedule for the service area.
