Short answer: a warehouse management system (WMS) coordinates work and inventory inside a warehouse, while a transportation management system (TMS) plans, executes, tracks, and settles freight moving between locations. They are different operational systems, not mutually exclusive alternatives. The handoff at shipping is where they commonly exchange data.
WMS and TMS at a glance
| Question | Warehouse management system (WMS) | Transportation management system (TMS) |
|---|---|---|
| What it coordinates | People, inventory, equipment, and tasks inside a warehouse or distribution center. | Freight movement between locations by road, rail, air, sea, or combined modes. |
| Typical work | Receiving, put-away, location control, inventory status, picking, packing, cycle counting, and warehouse shipping tasks. | Carrier and rate selection, booking, mode and route planning, load optimization, shipment tracking, freight documents, and billing or settlement. |
| Main operating view | Warehouse layout, bins or locations, work queues, inventory, labor, and mobile scanning. | Shipments, carriers, rates, routes, loads, transport events, and freight costs. |
| Usual boundary | Creates and confirms warehouse shipments, labels, packages, and dispatch information. | Plans and executes the movement of those shipments and sends status or delivery information back. |
Microsoft’s Dynamics 365 warehouse documentation describes WMS functions such as receiving, put-away, outbound work, picking, cycle counting, mobile workflows, and scanning, including inventory tracked to individual locations. SAP’s WMS overview similarly covers the path from receiving and storage through picking, packing, and shipping. SAP’s TMS materials describe freight planning, carrier comparison and booking, mode and route planning, tracking, freight management, and settlement.

Receiving and registering goods
When a truck, container, or parcel arrives, the WMS can receive an advance shipping notice or other expected-receipt data, then register the actual goods. Workers scan barcodes or use another configured data-capture method to confirm item identity, quantity, lot, serial number, condition, and receiving location. Differences between expected and received quantities can be recorded for follow-up.
Put-away and location control
After receipt, the system determines or recommends where stock should be stored. Rules can consider item dimensions, handling requirements, lot or expiry controls, existing capacity, and whether the stock belongs in a reserve, forward-pick, quarantine, or other area. The WMS records the movement from the receiving area to the specific bin, shelf, pallet position, or other tracked location.
This location-level record is a defining WMS capability. Instead of showing only that a company owns 100 units, it can show how many are available, damaged, allocated, quarantined, or in transit within each warehouse location.
Inventory status and counting
WMS inventory records can distinguish physical status and ownership rules that an order system alone may not capture. Cycle-count work can be assigned to workers without shutting down the entire facility. A scan or count result updates the system, while discrepancies can be routed for investigation and approval according to the implementation.
Directed picking
For an outbound order, the WMS releases and sequences pick work. It can group orders into waves, batches, zones, or other work units and direct a worker to the next location. The instruction may specify the item, quantity, unit of measure, lot or serial requirement, and destination tote or pallet. Scanning confirms that the worker picked the intended stock.
Picking rules differ by operation. A facility may use first-expiry-first-out for dated goods, FIFO for ordinary stock, dedicated locations for high-volume items, or a combination. Those are configuration choices, not universal behavior.
Packing and warehouse shipping
Once items are picked, the WMS can confirm packing, assign cartons or pallets, capture dimensions or weights when available, and produce labels or warehouse shipping documents. It can also record that an order is staged, loaded, or dispatched. At this point, shipment data can be passed to an ERP, order system, TMS, or logistics provider, depending on the architecture.

Mobile workflows and scanning
Warehouse workers commonly interact with WMS software through handheld, wearable, vehicle-mounted, or arm-mounted devices. Microsoft documents mobile warehouse workflows and scanning, while SAP describes barcode or RFID capture for receiving and inventory tracking. Device compatibility depends on the WMS deployment, supported operating system, connectivity, scanners, and configured workflow; a generic scanner is not guaranteed to work with every product.
What does a TMS do?
A TMS coordinates the movement of freight after a shipment needs transportation. Its planning object is a load or shipment moving between locations, rather than a pallet or bin inside a building.
Transportation planning
The TMS takes orders, deliveries, or shipment requests and determines how they can move. Planning may include selecting a mode, combining compatible shipments, assigning equipment, setting pickup and delivery appointments, and building a route. Land, air, sea, and multimodal movements can be represented when the implementation supports them.
Carrier, rate, and booking decisions
A TMS can compare carriers and contracted or transactional rates, apply service requirements, and send a booking or tender. The available choices depend on the carrier network, rate data, geography, service levels, and integrations. A TMS does not create competition or capacity that is absent from the configured network; it organizes the choices the business has made available.
Load and route optimization
Optimization can consider weight, cube, stops, delivery windows, equipment constraints, consolidation opportunities, and the cost or service objective selected by the shipper. The result may be a different carrier, sequence, departure time, or combination of shipments. Optimization is a planning function; warehouse workers still need a WMS or related system to execute the pick, pack, and staging tasks.
Execution and shipment visibility
After a load is accepted, the TMS can exchange status events with carriers, telematics providers, portals, or other systems. Events may include tender acceptance, pickup, departure, arrival at a terminal, delivery, exception, or proof of delivery. The quality and timing of visibility depend on the carrier and the integration method, so a TMS cannot guarantee a live event for every shipment.
Freight documents and settlement
Transportation execution generates documents and financial records such as tenders, bills of lading, delivery confirmations, accessorial charges, invoices, and audit results. A TMS can calculate or validate freight charges, support invoice matching, and send approved amounts to an ERP or finance system. The exact document set and settlement workflow vary by mode and jurisdiction.

Where the systems meet: an order-to-delivery journey
Most companies do not choose WMS or TMS as a single replacement for the other. They connect systems so each coordinates the part of the journey it controls.
- Business order: An ERP, order-management, or commerce system records what a customer or business unit wants to buy or move.
- Warehouse work: The WMS receives the relevant order or delivery, checks available stock, allocates inventory, and creates receiving, picking, packing, and staging tasks.
- Shipment preparation: The WMS confirms packages, pallets, quantities, weights, dimensions, and the warehouse-ready shipment. It may create labels and dispatch documents.
- Transport planning: The TMS receives shipment or delivery information, groups compatible freight, selects a mode and carrier, plans the route and load, and tenders or books the movement.
- Dock and handoff: The warehouse loads the planned shipment. The WMS records what actually left the facility, while the TMS records the transportation execution that follows.
- In-transit and delivery events: The TMS collects carrier updates and delivery confirmation, then sends relevant status back to the ERP, order system, customer-facing application, or WMS.
The boundary is not always a single message at the dock. Some implementations plan transportation before picking; others wait until packed quantities and dimensions are known. Oracle’s WMS and third-party logistics documentation describes exchanges such as receiving advice, shipment requests, receipt confirmations, shipment confirmations, and inventory transactions. SAP Help documents transportation planning and execution against ERP orders and deliveries and integration with Extended Warehouse Management. The messages and timing depend on the selected products, versions, and deployment.
WMS versus TMS: compare the operating problem, not the acronym
| If the main problem is… | Capabilities to investigate first | Why |
|---|---|---|
| Stock is hard to find or inventory accuracy is poor inside a facility. | WMS location control, scanning, status management, cycle counting, and directed movements. | The issue is warehouse execution and inventory visibility. |
| Pick paths, labor instructions, or order throughput are inconsistent. | WMS task interleaving, waves or batches, mobile workflows, and packing controls. | The issue is how work is assigned and confirmed on the floor. |
| Freight rates, carriers, or service levels are difficult to manage. | TMS rate management, carrier comparison, tendering, and booking. | The issue is transportation procurement and execution. |
| Loads are poorly filled or routes are expensive. | TMS consolidation, equipment and capacity rules, route planning, and optimization. | The issue is movement between locations. |
| Customers lack reliable in-transit updates. | TMS carrier connectivity, event management, exception handling, and proof-of-delivery flows. | The issue starts after freight leaves the warehouse. |
| Freight invoices and accessorials are hard to audit. | TMS freight-cost calculation, settlement, and ERP or finance integration. | The issue is transportation spend and reconciliation. |
A company with only an internal warehouse problem may start with WMS capabilities. A business that outsources warehousing but needs carrier tendering, routing, visibility, and freight settlement may prioritize TMS capabilities. A network that has both sets of problems may need both systems, connected to an ERP or order platform.
Can you use a WMS and TMS together?
Yes. Their responsibilities can remain distinct while their data is integrated. A practical design defines which system is authoritative for each object and event.
Data that commonly moves from WMS or ERP into TMS
- Order, delivery, or shipment identifiers.
- Origin, destination, requested dates, and service requirements.
- Item quantities, packages, pallets, weights, dimensions, and handling restrictions.
- Ready time, dock appointment information, and consolidation eligibility.
Data that commonly moves from TMS back to ERP or warehouse systems
- Carrier, mode, route, load, booking, and tracking identifiers.
- Pickup, departure, arrival, exception, delivery, and proof-of-delivery events.
- Freight charges, accessorials, invoice status, and settlement results.
- Changes that affect allocation, customer promises, or warehouse staging.
Questions to settle before integration
- Which system creates the shipment number, load number, package label, and carrier booking?
- Does transportation planning occur before packing, after packing, or in two stages?
- How are partial picks, short shipments, substitutions, cancellations, and split deliveries represented?
- Which timestamp is used for “ready,” “shipped,” “in transit,” and “delivered” in customer and financial reporting?
- What happens when a carrier changes the appointment or reports an exception after the warehouse has staged the freight?
- How are retries, duplicate messages, rejected records, and offline warehouse scans reconciled?
Integration scope should be documented for order, load, shipment, inventory, and event data. Product documentation establishes supported interfaces, but the final behavior is determined by the configured workflow and connected systems.
What a WMS does not replace, and what a TMS does not replace
- A WMS is not a complete transportation network: It may create a shipment or print a label, but carrier procurement, multi-stop routing, freight rating, and settlement generally belong in TMS or related transportation functions.
- A TMS is not warehouse execution: It can request or plan a shipment, but it does not by itself direct a worker to a bin, confirm a scan, manage a pick queue, or maintain location-level stock.
- An ERP is not automatically either system: ERP commonly carries orders, financial records, and master data while WMS and TMS execute specialized work. The division depends on implementation.
- Neither system guarantees operational improvement: Benefits depend on accurate master data, disciplined processes, usable integrations, adoption, and an appropriate configuration.
Implementation checklist
For a WMS project
- Map every storage, staging, quarantine, and dispatch location.
- Define item, lot, serial, expiry, ownership, and unit-of-measure rules.
- Document receiving, put-away, replenishment, picking, packing, counting, and exception paths.
- Test scanners, labels, mobile connectivity, printer behavior, and offline recovery where relevant.
- Set approval and audit rules for inventory adjustments and discrepancies.
For a TMS project
- Clean carrier, lane, rate, service, equipment, and calendar data.
- Define planning constraints, consolidation rules, delivery windows, and optimization objectives.
- Confirm tender, booking, tracking, document, and proof-of-delivery connections.
- Design exception workflows for rejected tenders, missed appointments, damage, delay, and accessorial charges.
- Test freight rating and settlement against representative invoices and contracts.
For a combined WMS-TMS rollout
- Agree on ownership of shipment, package, load, and status identifiers.
- Test the complete flow from order through receipt, pick, pack, stage, load, delivery, and settlement.
- Include short picks, overages, split shipments, carrier substitutions, cancellations, and duplicate messages in testing.
- Define monitoring and a manual recovery path for failed interfaces.
- Measure warehouse and transportation outcomes separately so one system does not hide a problem in the other.
How to measure the result
Use measures that match the system’s responsibility. WMS measures can include inventory accuracy by location, receiving and put-away cycle time, pick accuracy, order cycle time, packing productivity, count variance, and dock-to-stock time. TMS measures can include tender acceptance, freight cost per shipment or unit, load utilization, on-time pickup and delivery, transit exceptions, carrier performance, invoice-match accuracy, and time to settle freight.

Define the calculation, data source, time window, and operating scope before comparing results. A reported percentage from one customer case should not be treated as a benchmark for another network, mode, region, or implementation.
Common mistakes
Buying by label alone
“WMS” and “TMS” describe categories, not identical feature sets. Compare the workflows, data objects, mobile requirements, interfaces, and exception handling your operation actually needs.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsDrawing the boundary at the warehouse door
The physical dock is a handoff, not a universal software boundary. If transportation planning needs final package dimensions, the TMS may wait for WMS packing confirmation. If capacity must be reserved earlier, the TMS may plan from an order before the warehouse finishes picking.
Ignoring master data
Incorrect dimensions, weights, units, locations, carrier calendars, or rates can make a technically successful implementation produce bad instructions or costs. Data ownership and update frequency should be part of the design.
Assuming visibility is automatic
A TMS can display only the events it receives or derives. Carrier connectivity, event definitions, timestamp rules, and exception ownership must be specified and monitored.
Bottom line
Choose WMS capabilities when the priority is accurate, directed work and inventory control inside a facility. Choose TMS capabilities when the priority is selecting, planning, executing, tracking, and settling freight between facilities or customers. If both problems exist, integrate the systems around orders, shipments, loads, inventory confirmations, and transport events. The right architecture follows the operational responsibilities and data handoffs rather than treating WMS and TMS as competing substitutes.
