VRRR vs. Standing Deposit Facility: Which Tool Absorbs Surplus Liquidity?

SDF is a standing, uncollateralized facility at the LAF corridor floor; VRRR absorbs liquidity through variable-rate auctions. The RBI can use both, and their rates and absorption shares change over time.

Both the variable-rate reverse repo (VRRR) and the Standing Deposit Facility (SDF) absorb surplus liquidity from banks. The difference is how they do it: SDF is a standing, uncollateralized deposit facility at the floor of the Liquidity Adjustment Facility (LAF) corridor; VRRR is a collateralized reverse-repo auction with a variable rate and an announced tenor. The Reserve Bank of India (RBI) can use both, and neither is inherently the larger or permanent absorption tool.

How the two tools differ

When banks have funds they do not need for immediate lending or settlement, the RBI can absorb some of that surplus. SDF and VRRR both move funds from banks to the central bank, but differ in access, collateral, rate-setting and tenor. In plain terms, SDF is a standing route for eligible counterparties to place funds with the RBI under the facility’s terms. VRRR is an operation the RBI arranges through an auction, with bids invited for a stated period and accepted under the announced conditions.

“Absorb” describes the immediate liquidity effect: funds placed with the RBI are not left available in the banking system for that period. It does not mean that one instrument permanently removes liquidity, nor does it by itself tell you how much banks will use. Actual use depends on the applicable terms, the operation offered, liquidity conditions and the RBI’s decision.

Feature Standing Deposit Facility (SDF) Variable-Rate Reverse Repo (VRRR)
How it operates A standing facility at the RBI, available to eligible counterparties under its terms. An auction in which banks place bids for the announced tenor and amount.
Liquidity absorbed Funds deposited by banks with the RBI. Funds placed through accepted auction bids.
Collateral No collateral is required; the RBI introduced SDF as an uncollateralized absorption tool. Reverse repo is collateralized in the RBI framework. The terms for a particular auction should be checked in its announcement.
Rate formation A standing rate linked to the LAF corridor and set through monetary policy decisions. A variable auction rate, shaped by bids and the specific auction terms.
Tenor Introduced for overnight deposits, with the RBI retaining flexibility to offer longer tenors as needed. Chosen by the RBI for each operation; the framework describes main 14-day operations and fine-tuning at other tenors.
Operational role A standing absorption option and the corridor floor. An auction-based way to absorb a specified amount of liquidity for a specified period.

These are complementary mechanisms, not competing labels for the same operation. The SDF provides a standing option at its set rate. A VRRR auction lets the RBI specify an amount and tenor and accept bids at variable rates under the announced terms. The first is defined by its standing-facility design; the second by a particular auction and its results.

What “standing” and “auction” mean in practice

A standing facility is part of the RBI’s framework rather than a one-off auction announcement. Eligible counterparties can use it subject to the facility’s terms. Its rate is linked to the LAF corridor, so the rate is a policy setting rather than a price discovered anew in each VRRR auction. SDF’s role as the corridor floor helps explain why it is described as a standing absorption option, not simply as a scheduled auction.

With VRRR, the RBI announces an operation and the terms for that operation. Banks bid, and only the placements accepted under those terms contribute to the auction’s absorption. The announced amount is therefore not automatically the same thing as the amount ultimately absorbed. To understand a specific operation, distinguish the auction notice from the outcome and read the result alongside the tenor and bidding conditions.

What happens when banks use them

With SDF

An eligible bank places funds with the RBI through the standing facility. The funds are absorbed for the applicable tenor, initially overnight, and the bank receives the SDF rate. Because the facility is uncollateralized, the operation does not require the bank to provide securities as collateral.

The absence of collateral is a defining design distinction: the RBI introduced SDF as an additional way to absorb liquidity without collateral. It does not mean SDF has no rate or no terms. The facility has a standing rate linked to the corridor, and access is governed by the applicable terms. Nor does it mean that every bank must use it; the description is of an available facility, not a guarantee of a particular volume of placements.

With VRRR

The RBI announces an auction, including its tenor and operational terms. Banks submit bids, and the RBI accepts bids according to those terms. The accepted placements absorb liquidity for the auction’s stated period; the resulting rate is variable rather than a single standing facility rate.

For an individual operation, the auction notification matters: it establishes the amount, tenor, timing and bid conditions. The general framework alone does not establish the terms of every future auction. Reverse repo is collateralized in the RBI framework, but banks should check the terms stated for a particular auction rather than assume details not contained in that notice.

The variable rate is not a fixed corridor rate copied from SDF. It is determined through the auction under its stated conditions, so the rate and the amount accepted are operation-specific. A VRRR auction can therefore be used for a chosen tenor and an announced amount, while the standing SDF rate remains the relevant rate for the facility at that time.

Why the RBI may use one, the other, or both

The choice depends on liquidity conditions and the RBI’s operational decision. A standing facility can absorb funds deposited at its corridor rate. An auction can target an announced amount and tenor, with the accepted placements and rate determined through bidding. The tools therefore offer different degrees and forms of operational flexibility.

This is not a rule that the RBI must choose just one instrument. The framework can accommodate both, and the tools can operate in parallel. If a bank’s funds are placed through SDF, that is a standing-facility placement; if funds are placed through accepted VRRR bids, that is auction absorption. Their coexistence means that the split between them can change rather than remaining fixed.

The RBI’s framework overview describes 14-day variable-rate operations aligned with the Cash Reserve Ratio (CRR) maintenance cycle as the main liquidity-management operation, while fine-tuning operations address unexpected changes in liquidity. It also allows longer tenors when needed. This framework description does not, by itself, prove that the same schedule is in force on every later date.

The CRR is the reserve requirement around which that main-operation design was aligned. The point of the alignment in the RBI framework is operational: the 14-day main operation is coordinated with the CRR maintenance cycle. It should not be read as a claim that every VRRR has a 14-day tenor. Fine-tuning operations can be at other tenors, and longer-maturity auctions may be used when warranted.

In a February 2022 framework statement, the RBI said variable-rate repo operations of varying tenors would be conducted as warranted; 14-day VRR/VRRR operations would be the main tools coordinated with the CRR cycle; fine-tuning operations would address unexpected changes; and longer-maturity auctions could be used when warranted. Those details describe the announced framework at that time. They are not evidence, on their own, of the exact auction calendar or tenor being used in October 2026.

Historical RBI examples show joint use. In its account of November 15 to December 9, 2022, the RBI said daily average surplus liquidity was partly absorbed through overnight SDF and the remainder through VRRR auctions. That example demonstrates coexistence, not a permanent division of work. It also shows why it is misleading to describe SDF as only a backup or VRRR as the only meaningful absorption operation.

Did SDF replace VRRR?

No. When the RBI introduced SDF on April 8, 2022, it made SDF the floor of the LAF corridor, replacing the fixed-rate reverse repo in that corridor-floor role. The RBI’s framework continued to describe variable-rate reverse-repo auctions as a liquidity-management tool. The change concerned the corridor floor—not the removal of VRRR auctions.

The SDF’s introduction followed a 2018 amendment to Section 17 of the RBI Act that empowered the RBI to introduce an additional liquidity-absorption tool without collateral. At launch, the RBI set SDF at 3.75 percent. That is a historical launch rate, not a current rate.

The distinction matters because “reverse repo” appears in two separate descriptions here. The fixed-rate reverse repo had occupied the corridor-floor role before SDF’s introduction. VRRR refers to variable-rate reverse-repo operations, which are auctions in the liquidity-management framework. Saying that SDF replaced the former as the floor does not support saying that SDF replaced the latter as an instrument.

Rates and absorption shares change over time

A rate or percentage from one policy meeting or reporting period should not be read as a current setting or a fixed operating split. For example, at its August 2024 policy meeting, the RBI recorded the SDF rate at 6.25 percent and the repo rate at 6.50 percent. These are RBI figures for that meeting only.

The RBI also reported that SDF placements accounted for about 61 percent of average total absorption from October 16 to November 18, 2024. That share describes that period, not a permanent allocation between SDF and VRRR. The historical figures below are not evidence of rates or operation mix on October 13, 2026.

RBI-published figure What it describes Period

6.25 percent SDF rate at the policy meeting August 2024
6.50 percent Repo rate at the policy meeting August 2024
About 61 percent SDF share of average total absorption October 16–November 18, 2024

The figures are reported by the RBI in its launch, policy and liquidity-management materials. Current rates and the exact 2026 operating schedule are not established by those dated figures. To assess a current operation, consult the RBI’s latest policy rate announcement and the specific auction notice rather than extrapolating from an older rate or absorption share.

In particular, the 2024 SDF and repo rates are useful for understanding the relative corridor settings reported at that policy meeting, but they do not tell you the applicable rates after subsequent policy decisions. Likewise, the 2024 absorption share is a historical observation over a stated window. It cannot be converted into a forecast, a target or a claim about the present-day share without later data.

Which one absorbs more surplus liquidity?

There is no fixed answer. The amount absorbed by SDF depends on banks’ use of the standing facility and its applicable terms. VRRR absorption depends on the auction amount and tenor, bids submitted, and bids accepted. The RBI may use the tools together, so the amount absorbed by either one can change with liquidity conditions and operational choices.

For a particular date or operation, distinguish the announced auction amount from actual accepted bids, and distinguish a period’s SDF placements from total absorption. A historical share cannot establish which tool absorbs more now. Even a valid comparison for one reporting period is a description of that period’s operating mix, not an enduring ranking of the instruments.

The cleanest answer to the title question is therefore conditional: both tools absorb surplus liquidity, but which accounts for more depends on the RBI’s operations and banks’ use of them over the date range being considered. The SDF does so through a standing, uncollateralized facility at its corridor rate; VRRR does so through accepted placements in a collateralized auction at a variable rate for the announced tenor. No figure in this research establishes a universal winner.

How to read RBI’s operating information

  1. Check the date first. A policy rate is valid for the stated policy decision, while an absorption statistic describes its stated reporting period. Do not carry a 2022 launch rate or 2024 observation forward as a 2026 fact.
  2. Identify the instrument. SDF placements are standing-facility deposits; VRRR figures relate to accepted auction bids. Do not confuse the SDF’s corridor-floor role with the separate VRRR auction tool.
  3. Read the auction terms. For VRRR, use the RBI announcement for tenor, amount and bidding conditions rather than assuming every operation follows the main 14-day design. Then check the auction result to see what was accepted.
  4. Separate framework from schedule. The RBI’s framework explains the roles of main and fine-tuning operations; it is not proof of the exact schedule on a later date. A framework may allow different tenors and operations as warranted.
  5. Compare like with like. Use the same date range and measure—such as daily average absorption—when comparing the tools. Do not compare an auction’s announced amount with a period-wide average placement figure.

This approach answers the common practical questions: what the tools do, whether one replaced the other, how their rates are set, and what a reported absorption share actually means. It also prevents a dated statistic from being mistaken for a current RBI operating instruction.

Frequently Asked Questions

What is the main difference between VRRR and SDF?

SDF is a standing, uncollateralized deposit facility at the floor of the LAF corridor, available to eligible counterparties under its terms. VRRR is a collateralized reverse-repo auction with a variable rate and an announced tenor and amount. One is a standing facility; the other is an auction operation.

Does SDF require collateral?

No. The RBI introduced SDF as a liquidity-absorption tool that does not require collateral. Reverse repo is collateralized in the RBI framework; check the terms of a particular VRRR auction for its specific conditions.

Does SDF have a rate, or is the rate variable?

SDF has a standing rate linked to the LAF corridor. VRRR uses a variable auction rate shaped by bids and the operation’s terms. The applicable rates change over time, so dated rates should not be treated as current.

Did SDF replace VRRR?

No. When SDF was introduced on April 8, 2022, it replaced the fixed-rate reverse repo as the floor of the LAF corridor. VRRR auctions remained part of the RBI’s liquidity-management framework.

Does the RBI use SDF and VRRR at the same time?

It can. The RBI reported that from November 15 to December 9, 2022, daily average surplus liquidity was partly absorbed through overnight SDF and the remainder through VRRR auctions. That is a historical example of joint use, not a permanent split.

Is VRRR always a 14-day operation?

No. The RBI framework describes 14-day variable-rate operations aligned with the CRR maintenance cycle as the main operation, while fine-tuning operations can use other tenors and longer tenors may be used when warranted. Check the specific auction notice; the 2022 framework description does not establish the exact schedule in 2026.

Which tool absorbs more liquidity?

There is no permanent winner. SDF placements depend on banks’ use of the standing facility and its terms; VRRR absorption depends on the auction’s announced amount and tenor, bids and accepted placements. Compare the same period and measure, and do not treat historical shares as current.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What do the 61 percent and rate figures refer to?

The RBI reported that SDF placements made up about 61 percent of average total absorption from October 16 to November 18, 2024. It recorded an SDF rate of 6.25 percent and a repo rate of 6.50 percent at its August 2024 policy meeting. These are historical figures, not verified October 2026 rates or shares.

The Bottom Line

Bottom line: SDF and VRRR both absorb surplus liquidity, but through different mechanisms: SDF is a standing, uncollateralized facility at the LAF corridor floor; VRRR is a collateralized, variable-rate auction for an announced tenor. SDF replaced the fixed-rate reverse repo as the corridor floor, not VRRR. The RBI can use both, and which absorbs more depends on dated operating conditions and auction outcomes—not a permanent rule.
