VPN technology has no single inventor or creation date. It developed through several related tunneling and security protocols, shaped by vendor groups and later documented in Internet standards. A key early milestone is the vendor-developed Point-to-Point Tunneling Protocol (PPTP), described in an RFC published in July 1999—not the invention of VPNs as a whole.
Why VPNs have no single creation date
“VPN” describes a broad approach to creating a private network connection over shared infrastructure, not one protocol with one inventor. The technologies grouped under that term can differ in what traffic they carry, how they establish a tunnel, and whether they provide encryption themselves or rely on another protocol.

That breadth was already apparent in the IETF’s February 2000 framework document, RFC 2764. It discussed multiple types of IP-based VPNs and mechanisms for implementing them over IP backbones, and noted that the IETF had no effort underway at the time to standardize one specific VPN framework. So a date attached to one protocol should not be presented as the birth date of every VPN.
PPTP: a vendor consortium’s contribution
One important early milestone is PPTP, or Point-to-Point Tunneling Protocol. RFC 2637, published in July 1999, lists contributors affiliated with Ascend Communications, Microsoft, 3Com, Copper Mountain Networks, and ECI Telematics. The document describes a client-server design for carrying Point-to-Point Protocol (PPP) traffic through an IP network. In broad terms, PPTP encapsulates PPP datagrams using enhanced GRE.

The RFC is explicit about its status: it says, “This memo does not specify an Internet standard of any kind.” It documented a protocol for the Internet community; it did not make PPTP an IETF standards-track protocol. The RFC’s IESG note also characterizes PPTP as having been developed by a vendor consortium. That is why crediting one company or one inventor alone gives an incomplete account.
From PPTP and L2F to L2TP/IPsec
PPTP was part of a wider set of tunneling ideas. Cisco’s technical explanation of how VPNs work describes L2TP as drawing on Microsoft’s PPTP and Cisco’s Layer 2 Forwarding (L2F). This history is collaborative: protocols and designs from different organizations contributed to later approaches.

Tunneling and encryption are not the same thing. A tunnel carries encapsulated traffic between endpoints, but that fact alone does not mean the traffic is encrypted. Cisco notes that PPTP itself does not provide data encryption. A later combination paired L2TP tunneling with IPsec security. In 2001, RFC 3193 specified how to secure L2TP using IPsec, making the division of labor explicit: L2TP provides the tunnel mechanism, while IPsec supplies security protections.
What the later history can—and cannot—be called
IPsec became an important way to protect VPN traffic, while VPN terminology continued to cover more than one protocol family. NIST’s cryptography history notes that “SSL VPN” remains a common label even though SSL has been replaced by TLS. The name therefore reflects historical terminology, not a claim that current systems use the obsolete SSL protocol.

- Ultra-fast WiFi Speed – RT-AX1800S supports 1024-QAM for dramatically faster wireless connections
- Increase Capacity and Efficiency – Supporting not only MU-MIMO but also OFDMA technique to efficiently allocate channels, communicate with multiple devices simultaneously
- 5 Gigabit ports – One Gigabit WAN port and four Gigabit LAN ports, 10X faster than 100–Base T Ethernet.
- Commercial-grade Security Anywhere – Protect your home network with AiProtection Classic, powered by Trend Micro. And when away from home, ASUS Instant Guard gives you a one-click secure VPN.
The milestones above explain how standards documents and vendor contributions shaped VPN technology, but they are not a complete chronology of every protocol, commercial VPN service, or later adoption trend. The cited documents establish a progression from varied VPN approaches, through vendor-developed tunneling protocols, toward combinations that specify security separately; they do not identify one universally accepted moment when VPNs were created.

How to read VPN history accurately
- Separate the category from the protocol. VPN is an umbrella term; PPTP, L2TP, and IPsec refer to specific technologies or components.
- Distinguish tunneling from protection. Encapsulation creates a path for traffic, but encryption and other security protections may come from a companion protocol.
- Check the document’s status. An RFC can document a protocol without making it an Internet standard; RFC 2637 says this explicitly.
- Attribute development collectively when the record does. RFC 2637 lists contributors from several companies, rather than naming a single inventor.
