Whether it belongs in your verification process depends on the system’s intended use, regulated context, applicable rules, and risk. Use it as one defined test with controlled inputs, objective acceptance criteria, review, and retained results—not as a substitute for software validation, accessibility evaluation, or required electronic-record controls.
What is visual regression testing for regulatory compliance?
Visual regression testing compares a rendered page or component with an identified baseline to detect changes in appearance. A basic workflow is to capture the same interface in a controlled environment before and after a software change, compare the images, and decide whether each difference is expected and acceptable.

A difference may reveal a changed layout, missing content, altered typography, or a rendering defect. It does not establish why the difference occurred, whether the software is fit for its intended use, or whether the system meets every applicable regulatory requirement. Its value depends on what you chose to test, how repeatable the captures are, and how you evaluate and record the results.
Is visual regression testing required for compliance?
There is no blanket requirement in the cited FDA materials that every organization use screenshot comparisons. Applicability depends on the product and system, intended use, jurisdiction, and the rules that govern the particular process or records.
FDA’s February 2026 Computer Software Assurance guidance addresses software used in medical-device production or quality management systems and recommends a risk-based approach; it supersedes the September 2025 final guidance. Determine whether your software falls within that scope before applying the guidance to your process. FDA Computer Software Assurance guidance.
FDA’s January 2002 General Principles of Software Validation discusses validation activities including documented test procedures, inputs, results, objective pass/fail decisions, reporting, regression-suitable test material, and documentation for testing tools appropriate to their intended use. These are broad validation principles; they do not prescribe screenshot diffs or automatically validate a particular vendor’s tool. The guidance says, “Testing at the user site is an essential part of software validation.” In context, it discusses user-site testing as part of the software validation process, not as a requirement to use visual testing.
Scope the decision before choosing a test
- Identify the software’s intended use and whether it is used in a regulated production, quality, or recordkeeping process.
- Identify the applicable jurisdiction, predicate rules, and any electronic-record requirements for the specific system and records.
- Assess the risk of a visual defect in the tested workflow, including its potential effect on quality, safety, and record integrity.
- Document why visual comparisons are included—or why another test method better addresses the risk—and define what the test does not cover.
How can visual testing contribute to validation evidence?
A visual comparison can be one test in a broader verification or validation strategy when visual behavior matters to the intended use. For example, it may help show that a defined page or component rendered as expected after a specified change in a specified environment. To make that result interpretable, tie it to the tested build, test procedure, inputs, capture configuration, baseline, acceptance criteria, and reviewer disposition.

They do not make a pixel-perfect match a universal pass condition. Some changes are intentional; some rendering differences are environmental noise; and some important defects are not visible in a screenshot. Define the test’s purpose and pass/fail rule before relying on its result.
Practical evidence checklist
The following is a practical synthesis of documentation principles, not a universal FDA checklist or a verbatim legal requirement:
- Controlled environment: Record the relevant browser or renderer, operating environment, viewport or device settings, and capture configuration. Keep them consistent between baseline and comparison, or document why they differ.
- Identified build and baseline: Identify the build under test and the specific approved baseline used for comparison. Retain enough version information to understand what each represents.
- Written procedure and inputs: State the pages or components tested, navigation or setup steps, test data, and any conditions needed to reproduce the capture.
- Results and decision criteria: Preserve the comparison output and define objective pass/fail criteria, including how known dynamic regions or acceptable variation are handled.
- Review and disposition: Record who reviewed differences and whether each was accepted, rejected, or assigned for investigation, with a rationale appropriate to the process.
- Baseline history: Retain the history and approval rationale for baseline changes so an updated reference cannot silently erase a meaningful regression.
- Final summary: Report the scope, build, baseline, outcome, unresolved differences, and disposition of failures or exceptions.
Apply controls proportionate to the test’s role and risk. A tool’s stored snapshots or review workflow may support evidence collection, but the organization remains responsible for its procedure, decisions, and records.
How do you document visual regression tests for an audit?
Organize records so a reviewer can trace a result from the requirement or risk it addresses through the tested build, procedure, captured inputs, comparison, reviewer decision, and any resulting corrective action. Preserve the approved baseline and changes to it rather than retaining only the latest image. Keep the final summary connected to the underlying results.
Do not treat an image diff as an electronic-record audit trail. FDA’s Part 11 Scope and Application guidance recommends a risk-based, documented decision about audit trails based on predicate rules and potential impacts on quality, safety, and record integrity. Determine which controls apply to the actual records and system; screenshot comparisons and audit trails serve different purposes.
Does screenshot testing prove WCAG compliance?
No. A screenshot can reveal some visible presentation changes, but it cannot establish accessibility conformance on its own. Many accessibility concerns require other forms of evaluation, including checks of semantics, keyboard interaction, focus behavior, alternative text, and assistive-technology use.

Section508.gov’s testing overview describes testing methods and tools. The W3C Accessibility Conformance Testing (ACT) overview describes rules used for conformance testing against WCAG. Use methods suited to the applicable accessibility standard and claim; do not present a visual diff as a WCAG conformance result.

Choose based on the test scope and the controls your organization needs, not a vendor’s general compliance language. Assess whether the workflow covers components, full pages, PDFs, or mobile layouts as required; whether capture environments can be kept consistent; and how baselines, dynamic content, reviews, and history are governed. Also consider exportability, CI integration, and whether the tool and its data handling fit your organization’s validation and security controls.
Chromatic documents snapshot and baseline comparisons, and describes accessibility tests; Applitools describes rendered-output visual testing and baseline comparisons. These are examples of vendor workflows, not evidence that either service is FDA-approved or validated for your particular regulated purpose. Evaluate the actual deployment, configuration, intended use, and records you need.

If you need a capture step in your own test workflow, ScreenshotNeo is a website screenshot API and MCP server. A capture alone is not a visual regression comparison or compliance determination: connect the output to your controlled baseline, acceptance criteria, review, and recordkeeping process.
One GET request captures a URL. See the ScreenshotNeo documentation for API details.
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp
import requests
r = requests.get("https://api.screenshotneo.com/v1/shot", params={"access_key": "YOUR_API_KEY", "url": "https://stripe.com"}, timeout=90)
open("shot.webp", "wb").write(r.content)
const q = new URLSearchParams({ access_key: 'YOUR_API_KEY', url: 'https://stripe.com' });
const res = await fetch(`https://api.screenshotneo.com/v1/shot?${q}`);
- Cookie and consent banners, newsletter popups, and chat widgets are removed before capture; each step can be turned off.
- Bot checks or CAPTCHAs, blank pages, timeouts, failed loads, and cache hits cost nothing; response headers identify the page verdict and whether the shot was billed.
- An MCP server provides
take_screenshot,get_page_info, andcapture_pdftools for Claude, Cursor, and other MCP clients. - The Free plan includes 1,000 shots per month with no card; paid plans start at $5 for 3,000 shots. Every feature is available on every plan.

What should the compliance conclusion say?
State the narrow claim your evidence supports: which rendered states were compared, under what controlled conditions, against which identified baseline, and how differences were dispositioned. Then identify the other validation, accessibility, and record controls assessed separately. A visual regression result can strengthen a defined verification record; it cannot stand in for the full compliance assessment.
