A virtual power plant (VPP) is a network of separate energy devices coordinated to help balance the electric grid. It is not one giant power station in the cloud: participating homes and businesses may adjust electricity use, supply stored energy, or do both. Whether you can join, earn compensation, or keep your home powered during an outage depends on the local program and equipment.
Myth 1: A VPP is one giant power station in the cloud
The “virtual” part describes how many distributed energy resources are coordinated, not where they are physically located. A VPP can combine devices in homes, businesses, and other buildings, with software and operating arrangements coordinating their response. The resources remain spread across the grid.

Those resources can include batteries, rooftop solar, electric vehicles and chargers, thermostats, water heaters, and flexible commercial loads. Small changes across many devices can add up to a power-plant-scale resource, according to the U.S. Department of Energy (DOE).
VPPs are operating today, but deployment is uneven. DOE’s January 2025 update reported an estimated 33 GW across North America—not the United States alone—and said deployment still needs to accelerate. The same update described 80–160 GW by 2030 as a potential deployment range, with the possibility of serving 10–20% of peak load; those are scenario figures, not capacity already installed. DOE’s January 2025 update

Myth 2: Every VPP has to generate electricity and send it to the grid
A VPP can help by changing when electricity is used, even if a household never exports power. Managed EV charging can shift charging away from a peak; a thermostat or water heater can briefly adjust its operation. Other programs may dispatch batteries or distributed generation to supply electricity. Some combine both approaches.
DOE describes these services as including demand reduction and time-shifting, as well as dispatch of behind-the-meter batteries. Its July 2024 explanation notes that software can reduce device electricity use during periods of peak grid stress or, in some cases, prompt distributed energy resources to supply the grid. DOE, “Sector Spotlight: Virtual Power Plants,” July 16, 2024
Myth 3: You need solar panels and a home battery to participate
Solar paired with storage is one possible VPP resource, not a universal entry requirement. Depending on the program, eligible resources may also include a smart thermostat, EV charging, a water heater, or flexible loads in a commercial building. DOE identifies these technologies as potential resources, but that does not mean every program accepts every device.
Before buying equipment, check the utility or aggregator program’s actual eligibility rules. The relevant questions are whether your location is covered, whether your device model and setup qualify, and what operation the program expects. A thermostat by itself does not enroll you in a VPP; enrollment and eligibility are determined by the local program. DOE’s VPP project overview

- Please Note: BATTERIES NOT INCLUDED. YOHAWJER included a battery tester is suitable for all types of batteries with the organizer but Does NOT include any batteries. Super convenient for you to distinguish which batteries need to be recycled
Myth 4: Joining a VPP guarantees backup power or perfect reliability
A VPP may support grid reliability by shifting demand or dispatching stored energy, but that system-level service does not mean an enrolled home will have electricity during an outage. A grid-connected battery or other resource can support grid operations without being configured to disconnect from the grid and power a home’s circuits.
Home backup depends on the equipment, wiring, settings, and program terms. Check whether the system is designed to operate during an outage, which circuits it can supply, and whether participation settings affect that operation. DOE describes potential grid and resilience benefits, but its general VPP material does not promise backup power for every participant. DOE’s September 2023 VPP report announcement

Myth 5: VPPs always lower your bill, and everyone gets paid the same way
VPPs may reduce costs for the power system, but system savings are not a guarantee that each participant’s bill will fall. DOE’s 2023 estimate of about $10 billion per year in potential grid-cost reductions assumes deployment of 80–160 GW; it is a system-level projection, not a promised household saving. DOE, September 2023

Likewise, DOE’s 2024 resource-adequacy analysis says VPP peaking capacity could cost utilities up to 60% less than traditional resources. Compensation, dispatch rules, customer control, and bill effects depend on the specific program. DOE cites fragmented implementation and inconsistent evaluation and compensation as barriers to wider deployment. Before enrolling, look for these terms in the local offer:
- Which devices and locations qualify.
- Whether the program shifts demand, dispatches stored energy, or does both.
- How often events may occur, when they occur, and whether you can override them.
- How compensation is calculated and what conditions apply to credits or incentives.
- What the equipment does during an outage and whether separate backup equipment is required.
- Any utility, aggregator, interconnection, and enrollment requirements.
VPP participation in wholesale electricity markets is not universal. FERC Order 2222 provides a framework for aggregating distributed resources in organized wholesale markets, but implementation varies by region. DOE’s January 2025 update said CAISO and ISO-NE had fully complied with the requirements while national implementation remained slow. A VPP can also provide grid services through other arrangements; the label alone does not tell you which market or compensation rules apply. DOE, January 2025 and FERC, “Energy Markets”
What to take away before you enroll
A VPP is a real way to coordinate distributed devices for grid support, and it does not necessarily require a home to export electricity, own solar panels, or have a battery. But there is no single nationwide VPP offer: device eligibility, participation rules, compensation, and outage behavior depend on the program. Read the local terms before enrolling or buying equipment.
