Will a virtual phone number receive verification codes? It can, if that exact number supports inbound SMS and the message can be routed to it—but that does not mean a particular website or app will accept the number or deliver its code. Virtual numbers are useful for some communications and business workflows, but they are not universally compatible with account verification and do not make SMS a stronger security method.
What is a virtual phone number?
A virtual phone number is a communications number provisioned through a service provider rather than tied solely to a conventional SIM in a handset. Depending on the number type, provider and country, it may support voice calls, SMS, or both. A provider may route incoming communications through an online platform or communications system.

- You enter a number. The website or app asks for a phone number to verify access to a reachable contact channel.
- The service sends a code. It submits a one-time code through its messaging provider and the relevant telecom networks.
- Those systems route the message. The destination number’s capabilities, sender type, carrier routing and country rules can affect whether the SMS reaches the number provider.
- You retrieve and submit the code. If the provider routes the message to your number, you can read the code and enter it in the service that requested it.
Each step has to work. A number described as SMS-capable is not proof that every sender can reach it. Twilio says it checks number format and carrier information but does not guarantee it will detect every invalid or inactive number. Will a virtual phone number receive verification codes?
Sometimes. The answer depends on the specific number’s inbound-SMS capability and configuration, the sender’s messaging setup, telecom routing and the destination country. Even if the number receives ordinary texts, a particular verification message may use a sender type or route that cannot reach it.
Receiving a message and being accepted by an account provider are separate questions. A website or app may apply its own eligibility or risk rules to submitted numbers. There is no general rule that all services accept, or all services reject, virtual or VoIP numbers; check the current official requirements for the service you want to use. A provider’s “SMS enabled” label alone does not establish compatibility with that service.

Why won’t my virtual number receive a verification code?
- The number does not support inbound SMS. Voice capability does not necessarily include text messaging, and features can differ by number type, provider and country.
- The provider is not routing that message as expected. Confirm inbound SMS is enabled for the exact number, not merely offered for another number category.
- The sender and destination are incompatible. Messaging systems can reject particular sender-recipient combinations.
- Carrier routing or local rules interrupt delivery. Carrier lookups and country-specific regulatory restrictions can affect whether a message is delivered.
- The account service does not permit the number. Its eligibility rules may exclude a number type or require a mobile-carrier number. That is a decision by the service, not proof that virtual numbers cannot receive SMS generally.
- The message uses a short code. Short codes are leased to organizations for high-volume messaging, but that sender format does not guarantee delivery to every number.
The FCC describes short codes as leased and notes that their identification benefit is not absolute. A short code identifies a sender format; it does not certify that your particular number is compatible or reachable. See FCC CIRC 1908-09.
What should I check if a code does not arrive?
- Check the number provider’s current details for inbound SMS support on that exact number and in its country.
- Confirm you entered the complete number in the format requested by the account service, including the country code where required.
- Wait and retry only as often as the service permits; repeated requests may trigger limits.
- Check the account service’s official help or eligibility rules. If it requires a number from a mobile carrier, use a number that meets that requirement.
- If the number should be supported but the code still does not arrive, contact the account service through its official support channel and ask the number provider whether it can see or route the incoming message.
Do not cycle through disposable numbers to get around a service’s verification rules. Those rules may be part of its account-security controls, and repeated attempts can create additional access problems.

Are virtual numbers and SMS codes secure?
An SMS code can show that someone can access a message sent to a number; by itself, it does not establish that person’s real-world identity. SMS-based multifactor authentication also depends on telecom systems and can be exposed to phishing and attacks involving phone-number control.
CISA’s 2024 Mobile Communications Best Practice Guidance states: “SMS MFA is not phishing-resistant and is therefore not strong authentication for accounts of highly targeted individuals.” CISA’s 2023 Implementing Phishing-Resistant MFA fact sheet describes SMS or voice MFA as “Vulnerable to phishing, SS7, and SIM swap attacks.” Using a virtual number does not remove these weaknesses.

Prefer a passkey or FIDO security key where supported
If the account offers a passkey or FIDO/WebAuthn security key, consider using it instead of SMS as an authentication method. CISA recommends phishing-resistant FIDO authentication and hardware keys where feasible. These methods do not receive SMS and are alternatives to phone-based verification, not add-ons that make a virtual number safer.

Do not give a one-time code to anyone who asks for it unexpectedly by phone, text or email—even if they claim to represent a company or say the code is needed to verify your identity. The FTC describes a scam in which a fraudster uses a Google Voice verification code supplied by a victim to link a Google Voice number to the victim’s existing phone number. Choosing a number for legitimate communications
Before relying on a virtual number, evaluate the service and the number rather than assuming the category guarantees a particular result.
- Capabilities: Verify inbound SMS and voice support for the exact number type.
- Geography: Check that the provider offers the number in the country you need and supports the relevant routes.
- Intended use: Distinguish numbers designed for individual use from business communications or messaging applications.
- Controls and retention: Review the provider’s account controls and current number-retention terms directly.
- Receiving-service rules: Check the official requirements of the website or app where you intend to use the number. General SMS support does not establish acceptance by a third party.
There is no reliable universal compatibility list or general success percentage for virtual-number verification. A service’s current published rules and the number provider’s specifications are the relevant checks for a particular case.
