Keep track of which instructions apply by default, which belong to a reusable agent, and which override a particular run; then review and validate edits in the application that uses them.
Why agent instructions belong in configuration management
An agent is more than a prompt: OpenAI’s Agents SDK describes it as an LLM configured with instructions and tools, plus optional runtime behavior such as handoffs, guardrails, and structured outputs. That makes an instruction edit a potential behavior change, and a reason to record what changed and how it will be checked.

This is a practical engineering recommendation, not a guarantee that versioning alone improves reliability or safety. OpenAI’s documentation establishes that instructions and other settings configure agent behavior; it does not prescribe a particular Git workflow, directory layout, branching policy, or release method.
First identify which configuration is authoritative
Before changing instructions, establish where the active behavior comes from. OpenAI documents several distinct ways to supply and reuse configuration; the right choice depends on the application and deployment.
#1 Best Overall
Reusable agent configuration
The Agents API guide describes an agent configuration as defining behavior. It can be supplied when a session is created and saved for reuse. If multiple runs or sessions should share a common baseline, record which reusable configuration is intended to provide it.
Session or run-specific settings
Some configuration is supplied for a particular session or run rather than kept as a reusable default. The OpenAI Agents SDK and API documentation describe these as distinct scopes. Note whether a setting is a shared baseline or a local override; otherwise, a change to one scope may be mistaken for a change to the other.

Instruction strings, callbacks, and prompt configurations
In the Agents SDK reference, instructions is the agent’s system prompt. It can be a fixed string or a function that generates instructions dynamically. The SDK also supports a prompt object or function for configuring instructions and other settings outside code in supported OpenAI Responses API use.

For each agent, identify which mechanism is actually used and which definition is authoritative. A tracked text file is useful only if the running application consumes that file, or if a documented deployment step synchronizes it with the active configuration.
A lightweight workflow for reviewing instruction changes
The following is a team workflow recommendation, not a vendor-mandated standard. It applies whether instructions live in code, a prompt definition, or a product’s configuration interface.
- Record the source and scope. Keep the instruction text or prompt definition in a tracked source where practical. Note whether it is an organization or project default, a reusable agent configuration, a session/run override, or a stored prompt template.
- Describe the intended behavior. For an edit, state what behavior should change and what should remain unchanged. This makes the purpose of a wording change easier to assess than a diff alone.
- Review related settings. Check whether the change depends on tools, guardrails, handoffs, structured outputs, or runtime behavior. Instructions are one part of the configuration, not a substitute for reviewing related controls.
- Define how to check it. Specify how the revised configuration will be evaluated in the target application. Do not assume a text review alone demonstrates that the deployed agent behaves as intended.
- Identify promotion and recovery paths. Determine which configuration is active, how an approved change becomes active, and how to restore a prior configuration if needed. The available controls vary by product.
Choose a representation that fits the deployment
| Approach | What it means | What to keep track of |
|---|---|---|
| Static instruction string | A fixed instruction value is supplied to the agent. | The exact text, its scope, and the application or configuration that consumes it. |
| Dynamic instruction function | A function generates instructions, potentially based on runtime context. | The generator’s code and relevant inputs, not just one rendered example. |
| Stored prompt configuration | A supported prompt object or function configures instructions and other settings outside code. | The prompt definition and how the application selects or updates it. |
| Session/run override | A setting applies to a particular session or run rather than the reusable baseline. | Which baseline it overrides and under what conditions the override is applied. |
These approaches are not mutually exclusive: an application may combine a reusable configuration with run-specific values. Choose based on the deployment’s needs and supported features, and document the effective source of behavior.

Promotion stages are product-specific
OpenAI Workspace Agents provide one example of a draft-and-publish lifecycle: while a draft exists, users continue using the latest published version. That is a useful distinction when planning a change, but it is specific to Workspace Agents; it should not be assumed to exist in every agent platform.

Where a product does not provide drafts or version history, teams need to establish how they will record the active configuration and promote or recover changes. The exact method depends on the product and deployment.

Check configuration limits before expanding or moving it
The OpenAI Agents API configuration guide documents a combined limit of 4 MiB (4,194,304 bytes) for instructions and tool configuration, and advises leaving room for Agents API metadata. This is a platform configuration limit—not an empirical statistic or a recommended prompt length. Check the applicable tool’s current constraints before moving or expanding configuration.
