The union announced on Sept. 30, 2026, that 98% of unionized court employees had voted yes. SEIU said a strike could happen as soon as Oct. 12; as of Oct. 3, no reviewed report confirmed that a strike had been called or that a new contract had been reached.
What the strike authorization means
A strike authorization vote gives the union the option to call a strike; it does not itself start one or establish that a strike will occur. SEIU Local 721 announced the result at a Sept. 30 picket outside the Hall of Justice in Ventura. The Ventura County Star reported that 98% of unionized court employees voted to authorize a strike if negotiations did not move forward.
In a Sept. 28 advisory, SEIU said a strike could happen as soon as Oct. 12. That was the union’s stated possible timing, not a confirmed strike date. The sources available as of Oct. 3 do not establish that employees had walked out, that court locations had closed, or that a final agreement had been reached.
How the dispute reached a strike vote
- Sept. 22: SEIU said its elected Ventura Superior Court bargaining team began a strike-authorization vote. The bargaining team and its Contract Action Team unanimously recommended a yes vote.
- Through Sept. 29: Voting remained open, according to the union.
- Sept. 30: The union announced the 98% result at a picket outside the Hall of Justice.
- Possible next step: The union’s advisory named Oct. 12 as the earliest a strike could happen. No call to strike was confirmed by Oct. 3.
The existing contract was due to expire at the end of September, and negotiations had begun roughly two months earlier, the Ventura County Star reported. The union said represented employees had never struck before; that is the union’s account.

What workers and the union say is wrong
SEIU alleges that court leadership infringed employees’ labor rights and allowed workplace conditions to deteriorate. Those allegations had not been adjudicated in the accounts available by Oct. 3.
Alleged labor-rights violations
The union says management changed the dress code to prohibit union lanyards, badge reels and badge holders; refused to release bargaining-team members in a way that departed from past practice; and imposed a remote-work policy that required employees to waive union rights. Court administration disputes the union’s unfair-practice characterization.

Staffing, workload and case-information concerns
Workers quoted by the Ventura County Star described vacancies, retention difficulties, reduced staffing and heavier workloads. Amy Sager, a court program supervisor and union board member, said: “We’re drowning in work. We’re having to do the jobs of two to three people.”
Sager also said the court stopped using the Ventura County Integrated Justice Information System on Aug. 1, requiring staff to print and fill out forms rather than exchange case information online. She said this increased workload and delays. This is a union member’s account; an independent operational evaluation was not established in the reports available.

SEIU’s Sept. 28 advisory reported findings from a member worksite survey: 97% of surveyed members said conditions had worsened over the prior year, and 78% said they had considered quitting. These are union survey results, not an independent measure of all court employees; the available materials do not state the survey’s sample size, response rate or methodology.
Contract demands
The Ventura County Star reported that the union’s main contract demands are cost-of-living adjustments and improved health benefits. Sager said members felt “backed into a corner” and needed court leadership to listen to employees doing the work.

What court administration says
In a written statement provided to the Ventura County Star, Presiding Judge Matthew P. Guasco said the court had bargained in good faith toward an agreement that is reasonable, sustainable and fair, and that honors employees’ work. The court said the union’s claims of unfair labor practices were false and misleading, that it was responding to the charges, and that it respects labor laws and employees’ union rights. Court Executive Officer Kate Bieker did not respond to the newspaper’s interview requests, according to its report.
The court also said the prior agreement provided a 3% cost-of-living increase and described its current pay-and-benefits offer as stronger than offers at most of California’s other 57 superior courts. That comparison is the court’s own characterization, not an independently verified ranking in the available reporting.

As of the Star’s Oct. 3 report, the state had not decided whether the unfair-labor-practice charges would result in formal complaints or be dismissed. The sources reviewed do not establish a ruling on the allegations.
Which court locations could be affected?
The official court website lists the Hall of Justice in Ventura, the Juvenile Justice Center in Oxnard and the East County Courthouse in Simi Valley. SEIU’s advisory described the court’s service area as 2,208 square miles. That area figure comes from the union.
A strike could affect judicial services across the area, but no actual closure or service disruption was confirmed by Oct. 3. The Star described potential consequences such as delays to records and case information based on a union member’s account; readers should distinguish those concerns from verified impacts.
Will Ventura County courts close?
No closure was confirmed as of Oct. 3, 2026. The 98% vote authorized a possible strike; it did not mean employees had begun one. SEIU’s Oct. 12 reference was the earliest possible date named in its advisory, not a scheduled or confirmed shutdown. Court operations could change if the union later calls a strike, so anyone with a hearing or court business should check current notices from the Ventura Superior Court before traveling.
