But the football case is still unresolved: an independent Premier League commission found serious rule breaches, City appealed on 2 October 2026, and no sanction has been announced. Reports of possible UK investment cancellations are warnings, not confirmed cancellations.
What the commission found
On 29 September 2026, the Premier League said an independent commission found that Manchester City breached financial rules across the nine seasons from 2009/10 to 2017/18. It also found the majority of charges concerning failure to cooperate with the League proved. The findings concern Premier League rules; they are not a criminal conviction. The League published a redacted summary of the commission’s decision, with additional appendices to follow when possible. Read the Premier League statement.
According to the League’s account of the commission’s findings, the club used sham commercial agreements that misrepresented the parties’ arrangements. The commission found that the arrangements misstated accounts, concealed the club’s financial position from auditors and regulators, and breached Premier League and UEFA spending limits. It concluded that they artificially increased revenue and reduced costs by more than £900 million over the affected period.
The League said some commercial partners paid only part of sponsorship fees, with Abu Dhabi United Group Investment & Development Ltd (ADUG), the club’s owner, funding the remainder. It also described other ADUG-funded arrangements that lowered reported operating costs and a circular arrangement involving player image rights. These are the commission’s findings as reported by the Premier League, rather than a final outcome after appeal.

The sponsorship figures and City’s position
The Associated Press reported that the commission found Abu Dhabi sponsors paid £119.25 million of the £949.94 million recorded in club accounts, with the remaining £830.69 million attributed to ADUG. AP also reported that City argued government assistance to the sponsors, rather than ADUG funding, explained the balance; the commission rejected that explanation. These sponsorship figures are one part of the case, not a separate measure of the more-than-£900-million total the League attributed to arrangements that inflated revenue and reduced costs. What happens after City’s appeal
Manchester City lodged an appeal on 2 October 2026, saying the commission’s opinion contained “clear material errors, of law, principle and fact” and was “unsafe.” The appeal challenges the decision; it does not itself overturn or resolve the findings. AP reported that the League’s regulations provide for appeal hearings to take place within 12 weeks of filing and last no more than five consecutive days. Those are regulatory limits reported by AP, not a confirmed hearing date or prediction of when the case will end.

The sanction question is separate. The Premier League said it will be dealt with at a private and confidential hearing, with publication subject to the League’s rules. As of 3 October 2026, the sources cited here establish no sanction outcome. The Football Association said the decision had significant implications for the integrity of the game and that it was considering the decision and its implications, adding that it would take action where appropriate. Why a football case is being discussed as a UK-UAE issue
The link is the club’s ownership and the public roles of people associated with it—not evidence that the UK government has intervened in the proceedings. Manchester City was acquired in 2008 by Sheikh Mansour bin Zayed Al Nahyan, who is also a UAE vice-president and deputy prime minister. Club chairman Khaldoon Al Mubarak is prominent in Emirati government and business circles, according to an AFP feature published by L’Orient Today. The same feature describes the relationship between the countries as extending well beyond football. Gulf Studies specialist Salma Thani said it “long predates the acquisition of Manchester City and has developed across diplomacy, commerce, education, and security,” adding: “It has depth beyond sport.” AFP reported that the UAE was the UK’s 20th-largest trading partner and accounted for 1.3% of UK trade; the report did not state a year or identify an underlying trade dataset for those figures. It also described investment links in energy, infrastructure and technology.
Political comments do not amount to intervention
AFP reported that UK Prime Minister Andy Burnham said, “I can’t intervene more in the process. It would be wrong for me to do that,” while also saying, “I would be really concerned to lose them. They’ve been such a huge partner in the building of modern Manchester.” Downing Street subsequently clarified that Burnham had made clear “the initial judgement is serious and there can’t be any suggestion that anyone is above the rules.” Read together, the comments convey concern about the ownership’s contribution to Manchester alongside a statement that the process should not be influenced. They do not establish that UK officials have intervened.

Kristian Coates Ulrichsen, a Middle East researcher at Rice University’s Baker Institute, told AFP that the scale of Manchester City’s transformation had delivered “enormous soft power gains by association for Abu Dhabi.” That describes a possible reputational benefit of the club’s success; it does not change the commission’s findings or determine the appeal.

Not on the evidence reported as of 3 October 2026. The Guardian said Emirati officials had warned, according to Bloomberg, that the Premier League’s actions could affect bilateral relations, and that the UAE might withdraw or cancel large UK investments. The Guardian attributed related investment reporting to Bloomberg and the Telegraph. These are reported warnings and possibilities, not evidence of a completed cancellation or a formal UAE government announcement. Read the Guardian report.

The distinction matters: the independent commission’s decision and City’s appeal are part of a football-regulatory process; the reports about investment describe a possible diplomatic or commercial response. Treating a warning as a confirmed withdrawal would overstate what has been reported.
