HashiCorp Vault stands out when you need centralized secrets across different environments or just-in-time credentials that can be leased and revoked. AWS Secrets Manager is a managed fit for AWS workloads that need secret storage and rotation. Azure Key Vault combines secrets with key and certificate management, with data-plane access authenticated through Microsoft Entra tokens. The right choice depends on the credential lifecycle you need, your cloud footprint, who will operate the service, request volume, and total cost for your actual configuration.
How the three products differ
All three can store and provide application secrets, but they are not identical in scope or operating model. A useful first distinction is whether you need a secrets store, a broader cryptographic resource service, or a platform for secrets and dynamic credential workflows.

| Decision point | HashiCorp Vault | AWS Secrets Manager | Azure Key Vault |
|---|---|---|---|
| Primary scope | Static key-value secrets, plus secret engines for dynamic credentials and other integrations. | Managed storage, retrieval, rotation, monitoring, and access control for secrets. | Secrets, keys, and certificates. Managed HSM is a separate resource type for HSM-protected keys. |
| Credential lifecycle | Can issue supported dynamic database and cloud credentials with leases; leased credentials can be revoked at expiry. Static secrets can also be stored and versioned. | Supports scheduled rotation, including managed rotation for some AWS services and Lambda-based rotation workflows for other secrets. | Supports secret rotation workflows, including documented tutorials for single-credential and dual-credential resources. |
| Who operates it? | Community is self-managed. Enterprise can be self-managed or used through HCP Vault Dedicated. | AWS manages the service; customers configure access and integrations. | Azure manages the service; callers authenticate data-plane requests with Microsoft Entra access tokens. |
| Notable planning concern | Self-managed deployments require cluster design, deployment, security, reliability, scaling, and upgrades. | Rotation functions, KMS use, logging, and notifications can affect total cost. | Per-vault, per-region transaction thresholds can lead to throttling if workloads exceed documented limits. |
Start with the credential lifecycle you need
Static secrets
A static secret remains in place until an authorized person or process changes it. All three products can serve as a home for application secrets, though their surrounding capabilities and integrations differ. Consider whether you also need versioning, centralized policy, or management of keys and certificates, rather than evaluating storage alone.
Scheduled rotation
Rotation replaces a credential on a schedule or through a workflow. AWS Secrets Manager supports managed rotation for some AWS services and Lambda-based rotation for other secrets. Rotation involves more than changing a stored value: the target system must accept the new credential and the application must retrieve and use it correctly. Lambda-based rotation can add Lambda, logging, and notification charges where those services are used.

Just-in-time credentials
Vault’s dynamic secrets address a different lifecycle: a supported secret engine can create a credential when requested, issue it with a lease, and revoke it when that lease expires. This can reduce reliance on long-lived shared credentials, but it requires a supported integration and a deployment model that the team can operate. It is a reason to evaluate Vault when dynamic issuance and revocation are requirements, not proof that it is the best fit for every workload.
Choose based on environment and operating responsibility
When Vault is a fit
- You need a central secrets platform spanning on-premises, cloud, or hybrid environments.
- Supported integrations can provide short-lived credentials that are leased and revoked, rather than only storing values for later retrieval.
- Your organization can run Vault itself, or its requirements and budget fit an HCP Vault Dedicated tier.
“Vault” does not describe one operating model or feature set. Community is self-managed; Enterprise may be self-managed or delivered as HCP Vault Dedicated. HCP pricing and features vary by tier, cluster size, region, and client usage. A self-managed cluster also carries operational work that should be counted alongside infrastructure cost.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhen AWS Secrets Manager is a fit
- Your applications already rely on AWS services and you want a managed service for secrets and supported rotation integrations.
- You want to configure access with AWS permissions and use AWS monitoring and service integrations.
- Your rotation process matches a managed rotation option or a Lambda-based workflow you can maintain.
AWS recommends least-privilege access policies, monitoring, and supported client-side caching to avoid unnecessary retrievals. Secrets Manager uses envelope encryption backed by KMS for secret values. Its encryption does not cover the secret name, description, rotation settings, associated KMS key ARN, or tags; protect and govern that metadata through appropriate access controls.

When Azure Key Vault is a fit
- Your workloads are Azure-based and you want secrets, keys, and certificates managed through one service surface.
- Microsoft Entra token authentication for data-plane requests fits your identity and access model.
- Your expected request rates fit the service limits, or your application can handle throttling with suitable retries.
Do not conflate Key Vault vaults with Managed HSM: Microsoft identifies Managed HSM as a separate resource type for HSM-protected keys.
Plan for Azure Key Vault request limits
Microsoft’s 2026 service-limits documentation lists the following thresholds per vault per region. These are workload-specific service limits, not comparative performance benchmarks; verify the current limits before capacity planning.
| Operation or key type | Documented threshold | Scope |
|---|---|---|
| GET transactions for software-protected RSA 2,048-bit keys | 4,000 per 10 seconds | Per vault per region |
| GET transactions for HSM-protected RSA 2,048-bit keys | 2,000 per 10 seconds | Per vault per region |
| Secret creation, certificate import, and key import combined | 300 per 10 seconds | Combined operation limit per vault per region |
Microsoft documents HTTP 429 responses when thresholds are exceeded. If a workload might approach a limit, estimate its peak request pattern rather than relying on an average, and design callers to handle throttling with appropriate retry behavior. Recheck the applicable regional limit for the resource and operation you plan to use.

Compare total cost, not just the service line item
The available product information does not establish a like-for-like numeric cost comparison across the three services. Pricing depends on configuration and region, and Vault also has a meaningful operating-model distinction between self-managed deployments and HCP Vault Dedicated.

- AWS Secrets Manager: AWS describes the service as pay-for-use with no minimum or setup fees. The AWS-managed encryption key is free to use; customer-managed KMS keys incur KMS charges. Lambda-based rotation, CloudTrail log storage, and SNS notifications can add charges.
- Vault: HCP Vault Dedicated pricing varies with tier, cluster size, region, and client usage. For self-managed Vault, account for the people and infrastructure needed to design, secure, operate, scale, and upgrade the cluster.
- Azure Key Vault: Compare current regional pricing for the resource types and operations in your design; the service-limit information alone does not provide a comparable price calculation.
For a useful estimate, model expected secret count, API volume, rotation frequency and method, key choices, region, deployment model, and any associated logging or notification services. Check current prices for the specific configuration instead of treating any one product’s base charge as the whole cost.
Quick Recap
A practical selection checklist
- Map the workload. Identify which cloud or environment hosts each application, and whether it needs secrets only or also keys and certificates.
- Specify the lifecycle. Decide whether each value is static, automatically rotated, or should be issued just in time and expire or be revoked.
- Assign operational ownership. Confirm who will manage access policies, integrations, monitoring, recovery, upgrades, and incident response. Include self-management work where applicable.
- Check identity and integration fit. Verify that the service’s authentication model and supported integrations work with the applications and target systems.
- Estimate peak traffic and full cost. Compare expected request patterns with applicable limits, then include service usage and related services in a current regional cost estimate.
- Validate the actual controls. Assess the chosen edition, configuration, contracts, and jurisdiction against your organization’s security and regulatory requirements; the product name alone does not establish compliance.
