Use First-Class Mail for routine domestic letters, postcards, and large envelopes when you do not need a USPS record of mailing or delivery status. Add Certified Mail when you want a mailing receipt and electronic verification that delivery occurred or was attempted. Certified Mail is an extra service—not a faster mail class, insurance, or special handling.
First-Class Mail and Certified Mail are different kinds of services
First-Class Mail is a USPS mail class for postcards, letters, and large envelopes. Certified Mail is an extra service that can be added to eligible First-Class Mail or Priority Mail. They are not competing mail classes: a typical comparison is ordinary First-Class Mail versus First-Class Mail with Certified Mail.

For ordinary First-Class Mail, USPS estimates delivery in one to five business days, excluding Sundays and postal holidays. That is an estimate, not a guarantee of delivery by a particular date or time. USPS explains the First-Class Mail estimate and service limits.

Choose based on the proof or delivery control you need
Use ordinary First-Class Mail for routine correspondence
Choose it for a domestic postcard, letter, or large envelope when you want standard postal delivery and do not need the Certified Mail receipt or electronic delivery-status record. It is not the right choice if you need proof that USPS accepted the item or a delivery record for that ordinary letter or flat.
Add Certified Mail when you need a mailing receipt and delivery status
Certified Mail provides proof of mailing at the time of mailing and electronic verification of delivery or attempted delivery. USPS describes it as available with First-Class Mail and Priority Mail. It supplies evidence, not transit protection: USPS says Certified Mail is handled as ordinary mail while in transit, and purchasing it does not itself provide insurance. See USPS Postal Explorer’s extra-services descriptions and the Domestic Mail Manual’s Certified Mail provisions (archived edition updated January 19, 2025).

- Press-It Seal-It envelopes feature a self-adhesive seal, in an Office Pack for larger quantity
- Brown Kraft material
- All-Purpose 24-lb Paper

Add Return Receipt for more delivery evidence
If electronic delivery verification is not enough and you want evidence of delivery plus information about the actual delivery address, consider Return Receipt. USPS describes hard-copy and electronic options; check current availability and pricing before mailing.
Add Restricted Delivery to limit who can receive it
Certified Mail alone does not require delivery only to the named recipient. Restricted Delivery is the extra service that directs delivery only to the recipient or an authorized agent.

Use Certificate of Mailing if you only need evidence of mailing
A Certificate of Mailing can document that you presented an item to USPS for mailing. It does not provide a receipt confirming delivery. Compare the specific evidence each service provides in USPS Postal Explorer’s extra-services information.
Does First-Class Mail include tracking or insurance?
For ordinary letter-size and flat-size First-Class Mail, USPS Tracking is not included and those pieces are not eligible for ordinary USPS Tracking. First-Class Mail also does not include insurance against loss, damage, or missing contents. Eligible extra services may provide other records or insurance, but check the item’s eligibility rather than assuming an add-on applies. USPS outlines First-Class Mail tracking and insurance limitations.

How much does Certified Mail cost?
The total depends on the item’s base postage and the extra services selected. USPS directs customers to its Postage Price Calculator and Notice 123 for detailed prices. Check those tools immediately before mailing; a past fee schedule is not a reliable guide to today’s charge.
How to select and prepare the service
- Decide what you need documented. For routine delivery, choose First-Class Mail. For a mailing receipt and electronic delivery or attempted-delivery status, request Certified Mail.
- Choose any additional evidence or delivery control. Select Return Receipt for added delivery evidence and address information, or Restricted Delivery if only the recipient or an authorized agent should receive the item.
- Confirm the item qualifies and calculate the total. Check the current USPS extra-services information and price calculator for the mailpiece type and requested services.
- Keep the receipt and check the delivery status. Retain the Certified Mail receipt as your mailing record and use USPS’s electronic verification for delivery or attempted delivery.
USPS says extra-service forms and labels are available in Post Office lobbies or from rural letter carriers. Availability and the appropriate form depend on the service and mailpiece; consult USPS Postal Explorer.
