A virtual machine (VM) lets you run another operating system on your computer and install browsers available for that system, making it useful for local cross-browser checks and debugging. But a VM is not a real-device test, and changing a browser’s viewport or user agent is not the same as testing another browser engine. Choose the environment that matches what you need to verify: layout, cross-engine behavior, mobile OS integration, or a repeatable automated regression run.
What a VM can—and cannot—tell you
A VM runs a guest operating system inside your host computer. For example, Microsoft describes using Hyper-V to run Windows or Linux variants on a development device. Within the guest, you can install and exercise browsers that are available for that operating system, inspect the site there, and debug issues in that environment.
That is valuable evidence about the particular guest OS and browser you tested. It does not automatically establish how a physical phone, tablet, or other computer will behave. Do not assume the VM reproduces every graphics, input, performance, or hardware characteristic of a real device; fidelity depends on the specific host, guest, and setup.
There is an important distinction between having a different browser window and having a different browser engine. Microsoft’s Edge documentation cautions: “Browser emulators don’t emulate differences in web API support or CSS support.” A simulated viewport or user-agent can help approximate conditions, but it cannot sign off on compatibility with another engine.

Choose the test environment for the question

Set up a practical VM testing workflow
- Write down the combination you need. Record the operating system, browser and version, viewport or device, and the behavior to verify. “Mobile layout” is not the same test as “mobile keyboard behavior” or “CSS support in a second browser engine.”
- Check host and guest compatibility. Confirm that your computer can run the chosen virtualization software and guest OS, and separately check applicable OS licensing and whether the browser you need is available for that guest. Microsoft’s guidance names Hyper-V as one example for Windows and Linux VMs; it does not guarantee that every desired image or browser is available for every host.
- Create a controlled guest environment. Install the guest OS and the target browser, then note their versions and relevant settings. Keep a known baseline so that a future failure can be reproduced rather than relying on an undocumented, drifting VM.
- Run the same focused checks in each environment. Use the same page, content, and steps. Check the reported defect directly—for example, a layout break, a missing feature, or an interaction—and record the browser, OS, versions, and reproduction steps.
- Escalate to a more representative environment when needed. If the issue concerns another engine, test that engine on its target platform or a sufficiently representative real device or hosted environment. If it depends on mobile OS integration, use that ecosystem’s simulator or emulator as an intermediate check and a real device when stronger confidence is needed.
When browser emulation is enough
Use built-in device modes for a fast responsive-layout pass: vary viewport dimensions and resolution, and check touch-event settings or a user-agent where relevant. This is efficient for finding obvious breakpoint and layout problems. It is not a replacement for opening the site in the browser engine you need to support. Microsoft explicitly warns that Edge DevTools Device Emulation does not reproduce other browsers’ web API or CSS support differences.
For a compatibility defect that may involve CSS parsing, JavaScript APIs, rendering, or browser-specific behavior, move from emulation to the target browser on its platform, a representative device, or a hosted environment that provides that exact combination.
When to use a simulator, real device, or hosted service
Device simulators and emulators
These model more of the operating-system environment than browser-only emulation. Microsoft points to iOS Simulator with Xcode and Android Emulator as examples in their respective ecosystems. They are useful when local OS-integrated behavior matters, but the result remains a simulation rather than proof from physical hardware.

Hosted browser testing
A hosted service can provide browsers and platforms without requiring you to install and maintain every environment locally, and can support automated tests across platforms. BrowserStack’s Selenium documentation describes selecting browser, version, OS, device, and OS version; its IE testing page describes access to remote browsers without maintaining local VMs. Those are vendor descriptions, not guarantees of current inventory. Confirm that the exact combination you need is available and check current access, cost, and retention terms before planning around it.

Real devices
Prefer a physical device when the problem depends on actual hardware, input, rendering, or platform behavior that your VM or simulator does not credibly represent. A VM can still help narrow down the issue before you reproduce it on the device.
Decide between local and hosted coverage
- Combination: Does the environment include the browser engine, OS version, and device you actually need?
- Test goal: Are you checking a responsive layout, cross-engine behavior, mobile OS integration, or an automated regression?
- Access: Do you need to inspect local files, proxy traffic, or reach an internal development site from the test environment?
- Reproducibility: Who owns VM images and browser updates, and how will the team preserve the configuration behind a failure?
- Fidelity: Does the behavior need validation on a real device or target platform?
- Operations: What are the current service prices, access rules, and data-retention terms? These can change, so verify them directly before choosing.
There is no universally cheaper, faster, or more accurate choice established across all projects. Local VMs trade greater local control for image and browser maintenance; hosted testing trades that maintenance for dependence on the provider’s current inventory and terms.

Legacy Internet Explorer testing
Internet Explorer desktop support ended on June 15, 2022. For sites that still have legacy requirements, Microsoft’s current direction is IE mode in Edge, with availability and configuration affected by organization policy and site settings. Microsoft Support says that on Edge version 141 or later on a non-enterprise device, a site can be added under Default Browser settings; managed devices may have settings controlled by organizational policy.
Microsoft’s February 1, 2022 technical post describes testing IE mode with Selenium using Microsoft Edge, Selenium 4 or later language bindings, and Internet Explorer Driver 4.0.0.0 or later. Because that implementation guidance is dated, check current Edge and Selenium documentation before relying on it for a new setup. Do not treat a retired standalone IE installation as the general current testing path.

The page looks right in device mode but breaks in another browser
Device mode approximates viewport and related conditions; it does not reproduce another engine’s API or CSS support. Recheck in the target browser engine on its platform or in a hosted environment with the required combination.
The VM test passes, but a physical phone behaves differently
The VM is not a guarantee of device equivalence. Identify whether the failure concerns OS integration, input, rendering, or hardware, then test on the relevant simulator or physical device.

The browser or OS combination is unavailable locally
Check host/guest compatibility, licensing, and whether that browser is available for the guest OS. If the combination still cannot be run locally, verify its current availability in a hosted testing service rather than assuming an advertised platform list includes the exact version you need.
A managed Edge device does not show the expected IE mode setting
Organizational policy may control browser settings. Confirm the device’s management policy and follow the organization’s IE mode configuration rather than assuming an individual user can override it.
A Selenium IE mode setup based on older instructions fails
The Microsoft Selenium guidance cited for IE mode was published February 1, 2022. Check current Edge and Selenium documentation for compatible bindings, driver requirements, and configuration before changing the test environment.
Frequently Asked Questions
Can I use one VM to test every browser on every operating system?
No. A VM only provides the guest OS and browsers available and configured for that environment. Verify each required browser, version, and platform combination separately.
Does a screenshot prove that a page works in a browser?
No. A screenshot records appearance at capture time; it does not establish that scripts, APIs, or interactions work across browser engines.
