For a more dependable record, capture the full relevant page, document its URL and the capture time with a time zone, preserve the untouched original, and collect the page’s source or related files when the stakes warrant it.
What a website screenshot can—and cannot—show
A screenshot is a visual record of a displayed page under the conditions in which it was captured. It may help show what a browser displayed, but it does not alone establish the page’s author, who controlled the site, whether the displayed information was accurate, or what the page looked like at another time. Nor does a single image prove that nothing relevant was left out.

Keep three questions distinct:
- Authenticity: Is the site or record what it claims to be?
- Integrity: Is the record complete and unaltered?
- Admissibility: Will the relevant court or decision-maker accept it under the applicable rules?
These are related, but none is automatically settled by taking a screenshot. Legal requirements vary by jurisdiction and proceeding. No universal screenshot checklist guarantees admissibility.
Choose the capture method to match the purpose
A quick personal note may need only a screenshot and a contemporaneous record of its URL and capture time. A record that may be challenged, or one where linked resources and interactive behavior matter, calls for a more complete collection. The Berkeley Protocol describes collection choices in relation to purpose and potential evidentiary value.

Web pages often depend on scripts, external resources, and links. An image or archived rendering may not preserve a page’s full structure or interactive behavior. The Library of Congress notes that even following its website-preservation recommendations cannot guarantee a flawless archival capture: Creating Preservable Websites. NARA’s guidance about reliable and authentic website records concerns federal agency records; it should not be treated as a private litigant’s legal rule. Its definitions are still useful for understanding the distinction between a trustworthy representation, authenticity, and integrity: NARA Guidance on Managing Web Records.
Before capture: define and document the record
- Decide what the record is for. Is it for personal reference, reporting, records retention, an investigation, or a possible legal proceeding? The intended use and likelihood of challenge should guide how much to collect.
- Record identifying details. Note the full URL, including relevant query parameters, and any redirect that occurs. Record the visible page title, publisher or account, and displayed publication or update date. Note the browser, device, and capture method when they may help explain the result. NARA’s web-content guidance includes the URL and method and date of capture among useful documentation fields: Initiatives: Web Content Guidance.
- Capture promptly if the page may change. Do not log in as another person, bypass access controls, or alter the page as part of collection.
During capture: preserve the relevant view and context
- Capture the complete relevant page. Include material below the fold where feasible. Retain enough surrounding interface to show context and identity; do not crop away the URL or other identifying details from the only retained original.
- Record the time with an explicit time zone. Use UTC or a clearly named local zone. If the screenshot tool does not visibly include a timestamp, keep a contemporaneous log or metadata record. Avoid editing the original image just to add a timestamp.
- Collect components that matter. If material appears in images, video, or other embedded files, collect those files where applicable. If the page’s links, structure, or interactions matter, consider saving source material or a functional web archive as well as the image.
- Note unusual conditions. Record redirects, login walls, errors, dynamic or personalized content, and missing media. The screenshot shows the view available under those conditions; it may not reflect what every visitor sees.
The Berkeley Protocol identifies the target address, full-page capture with date and time, source code where applicable, embedded media, and metadata as useful elements to collect. Its guidance is for online investigations; the appropriate scope still depends on the purpose of the record.

After capture: preserve the original and document handling
- Keep the untouched original. Preserve the original image and associated notes. If you crop, highlight, redact, annotate, or convert a copy for presentation, label it as a derivative and retain the original separately.
- Make a separate protected copy or backup. Keep working files separate from the preserved original. Store related files together: screenshot, any source or archive and media collected, URL, timestamps, and notes. Use clear filenames.
- Document handling. Record who collected, copied, transferred, or modified working files. Where integrity needs to be demonstrated, a hash and auditable custody records may help connect later copies to the collected file. A hash does not establish who authored the page or what it contained when captured.
- Do not rely on image metadata alone for time. Metadata may be absent or altered; retain a contemporaneous capture log as well.
NIST treats digital evidence preservation as a distinct evidence-management concern, rather than a screenshot-specific legal rule: Digital Evidence Preservation: Considerations for Evidence Handlers (NISTIR 8387, published September 8, 2022; page updated November 29, 2022). UK procedure for digital imaging and multimedia evidence likewise describes a documented, sealed master copy, but it applies in its own procedural context and is not a universal rule: Digital Imaging and Multimedia Procedure v3.0.

When the matter may be contested
Check the rules and seek advice from a qualified practitioner familiar with the relevant court or process. Arizona Judicial Branch guidance, for example, discusses authentication indicators and asks that the address and access date and time accompany an exhibit. That is Arizona court guidance, not a universal standard: Best Practices for Authenticating Digital Evidence. A 2023 Sedona Conference Journal article hosted by Florida Courts discusses challenges in preserving, viewing, and authenticating dynamic websites; it is legal commentary, not a controlling rule: Digital Evidence: Overcoming Challenging Issues in the Age of AI.

Frequently Asked Questions
Does a timestamp printed on a screenshot prove when the page existed?
No. It records a displayed time, but does not by itself independently establish when the page existed or that the timestamp is accurate. Preserve a contemporaneous capture log and the original file.
Should I add a hash to a screenshot?
A hash can help show whether a later file matches the file that was hashed. It does not prove the page’s author or contents at capture time.
