The practical work is to choose indicators for important user journeys, agree on targets with business and engineering stakeholders, and use error-budget trends to guide investigation and change risk.
Start with the user task, not the easiest metric
An SLI, or service level indicator, measures service behavior. An SLO, or service level objective, sets a target for that measurement over a defined period. The most useful SLIs track whether users can complete meaningful tasks; a metric that is convenient to collect is not automatically a good measure of reliability. Google Cloud’s explanation of SLIs, SLOs, and SLAs and its practical SLO guide describe this distinction.

Rank critical journeys
List the tasks users rely on and rank them by business impact. In Google Cloud’s e-commerce example, checkout matters more than browsing because it has a greater business impact. The same principle applies elsewhere: prioritize the journey whose failure most damages users or the product, rather than treating every endpoint as equally important.

Define success and the denominator
For each journey, write down what counts as a successful event and which eligible events belong in the denominator. For example, a team measuring a transaction journey must agree on what qualifies as an attempted transaction and what qualifies as success. Consistent accounting makes the SLI explainable and reproducible; changing those rules without understanding the effect can make comparisons misleading. Google Cloud’s guide to the practice of setting SLOs discusses defining these measures.

Set a target the service and business can support
Choose a target and measurement period together. There is no universal “three nines” or “four nines” target that fits every service. User expectations, business needs, product plans, technical feasibility, and operating cost all affect what is appropriate. A higher reliability target can require additional investment, so the choice is a business decision informed by engineering evidence as well as a technical one. Google Cloud’s error-budget guidance and SLO risk analysis explain the trade-off.
Keep the terms distinct:
- SLI: the measurement of service behavior.
- SLO: the target for an SLI during a defined period.
- SLA: a service-level agreement, commonly a commitment with consequences. Its obligations depend on the agreement; an internal SLO is not automatically a contractual promise.
- Error budget: the permitted unreliability implied by the SLO during its measurement window.
For availability, a 99.9% target implies a 0.1% error budget under that availability calculation. That is an illustration of the arithmetic, not a recommended target. A Google Cloud article published in 2018 gives another illustration: 99.9% availability corresponds to about 43 minutes of downtime in 30 days. The actual allowance depends on the measurement definition and window. The 2018 overspend example should not be treated as a universal downtime allowance.

Make the error budget guide operational choices
The budget makes reliability trade-offs visible. Teams can consider its remaining amount and rate of consumption when deciding whether to continue releasing, reduce change risk, or investigate failures. The response is a local operating policy, not a rule imposed by SLOs themselves. Google’s SRE book discusses balancing reliability and innovation with error budgets and presents a 99.99% availability target with a 0.01% unavailability budget as an example—not a universal standard. See Production Services Best Practices: Error Budgets.
Agree on responses before the budget is under pressure
Decide what the team will do when the budget is healthy, burning quickly, or exhausted. Possible responses include continuing planned changes while monitoring, pausing riskier work to investigate, or temporarily restricting changes after budget exhaustion. Google’s overspend guidance describes a change freeze as one possible response. Whether that policy suits a particular service depends on its users, risks, and operating needs.

Show evidence that prompts action
Put the current SLI, target, and remaining budget in a shared view, then alert on conditions that warrant an investigation. An alert should help someone decide what to do, not merely announce that a number crossed a line. Review budget consumption alongside releases, dependency incidents, and user impact so the response addresses causes rather than dashboard symptoms. Google Cloud’s practical guide covers shared views and actionable alerts.
Check that the SLI still represents user experience
A healthy SLI is not proof that users are having a reliable experience. If people cannot complete an important journey while the indicator remains healthy, revisit the event definition, denominator, or measurement itself. Conversely, a metric may count failures that do not meaningfully affect the journey. Use actual incidents and user impact to determine whether the indicator captures the pain the SLO is meant to manage. Google Cloud’s articles on error-budget overspend and tuning SLI metrics discuss this measurement problem.

Account for dependencies that can spend the budget
A service’s reliability is shaped by more than its own code. Direct and indirect services, infrastructure, and discovery layers can all affect whether a user journey succeeds. Identify dependencies that can cause failures, understand how they contribute to the SLI, and determine who can mitigate them. Otherwise, a team may own an SLO without seeing or being able to address important sources of budget consumption. Google Cloud’s guidance on SLOs for services with dependencies explains why they need explicit treatment.

- Map and prioritize journeys. Identify critical user tasks and rank them by business impact.
- Specify the SLI. Define successful events, eligible events, and how the measurement is calculated.
- Set the target and window. Agree on a feasible target with user, business, and engineering input; do not copy a target simply because it is common elsewhere.
- Make the evidence visible. Share the current measurement, objective, and remaining budget, and create alerts that lead to investigation.
- Review consumption and outcomes. Look for links to releases, dependencies, and other causes, and compare the metric with what users experienced.
- Refine when needed. Update the indicator, accounting rules, target, or response policy when evidence shows that the SLO no longer reflects the service’s needs.
This approach treats an SLO as an operating tool, not a badge or a dashboard number. Its value comes from making user-relevant reliability measurable and giving teams shared evidence for deciding where risk, investigation, and improvement belong.
