To share Docker across multiple WSL 2 distributions and Windows without Docker Desktop, run one Docker Engine daemon in a chosen WSL 2 distribution, then point each client at that daemon. Use Docker contexts to save the connection; SSH is the preferred route when it is available. The other distributions need Docker CLI clients, not their own daemons.
How the shared setup works
Choose one WSL 2 distribution as the engine host. The Docker daemon, its images, containers, volumes, and other engine data live there. Other WSL distributions and Windows run Docker CLI clients that send commands to that single daemon.

Installing Docker Engine separately in every distribution does not create a shared engine: each daemon has its own state and data directory. Docker also warns against multiple daemons sharing one data directory. Keep one daemon and connect clients to it instead.

Prepare the host distribution
Confirm it is running as WSL 2
In PowerShell, run wsl --list --verbose. Check the VERSION column for the distribution you intend to host Docker. If it shows version 1, convert that distribution to WSL 2 before proceeding; Microsoft documents the supported conversion procedure in its WSL guidance.

Enable systemd if the distribution needs it
Recent Store versions of WSL support systemd. Check the WSL version and distribution configuration before assuming it is available. If systemd is not enabled in the host distribution, add this to that distribution’s /etc/wsl.conf:

systemd=trueThen, from PowerShell, run wsl --shutdown and start the host distribution again. The setting is per distribution: enabling systemd in the Docker host does not enable it in the other WSL distributions.
Install and start Docker Engine
Use Docker’s official Engine installation instructions for the host distribution’s exact Linux release. Repository setup and package commands vary by distribution and release, so do not reuse an old command sequence without checking that it matches your system.

After installation, start the daemon using the service mechanism supported by that distribution. If systemd is enabled and Docker’s package provides the service, the usual command is sudo systemctl enable --now docker. Verify locally in the host distribution with docker version and docker info. The version output should show both a client and a server; a missing server indicates that the daemon is not running or the local client cannot reach it.
Connect clients with a Docker context
A Docker context stores the daemon endpoint so you do not have to add a host option to every command. The CLI supports endpoints including SSH and TCP. SSH contexts forward requests to the Docker Unix socket on the SSH host, which makes SSH a useful way to connect without exposing a raw Docker TCP API.
Use SSH from another WSL distribution
Install the Docker CLI in each client distribution using instructions appropriate for that distribution. You do not need to start a Docker daemon there. Make sure the client can SSH to the host distribution and that the SSH account can access its Docker socket. Then create and select a context, replacing the example account and host with values that work in your environment:

docker context inspect wsl-engineThe SSH host can be a name or address resolvable from that client distribution. WSL networking and name resolution vary, so there is no single address that is reliable for every installation. If SSH access is not configured, set it up deliberately rather than making the Docker API broadly reachable as a shortcut.

Windows needs a Docker CLI client of its own; installing Engine in WSL does not automatically install a Windows client. Install or otherwise provide the Windows Docker CLI, then ensure Windows can SSH to the host distribution. Create a context in PowerShell using the same syntax:
docker context create wsl-engine --docker "host=ssh://linuxuser@docker-host"

docker versionFor Windows-to-WSL SSH, the host name or address must be reachable from Windows, and the SSH service in the Linux distribution must be running and configured for that account. Microsoft documents localhost forwarding in WSL networking, but connection behavior depends on the WSL network mode and configuration. Test the actual SSH route from Windows rather than assuming an address or port.

Choose an endpoint that fits your network
| Route | When it fits | Trade-off |

| TCP context | You have a specific need for a network endpoint and can secure and restrict it. | Docker warns that remote daemon connections can enable unauthorized access and attacks on the host. Remote access without TLS is not recommended. |
Do not configure an unauthenticated listener on 0.0.0.0:2375 as a convenience measure. A Docker API connection grants powerful control over the host. If TCP is necessary, use a properly secured TLS configuration and limit which interfaces and clients can reach it.
For Windows connectivity, distinguish the direction of the connection. Microsoft describes default WSL 2 NAT behavior and localhost forwarding, and mirrored networking is available on Windows 11 version 22H2 and later. Those facts do not make every WSL service reachable through the same address in every setup. Confirm the Windows version, WSL version, active network mode, listener address, and applicable firewall rules for your particular route.
Verify that all clients reach the same engine
- In each client, check the active context with
docker context show; it should report the context you created. - Run
docker version. Confirm that the Server section is present and that the command does not report a connection error. - Run
docker ps -aanddocker image lsfrom the host and each client. They should show the same containers and images when every command uses the shared context. - If a client shows different state, check its active context and endpoint before changing the host’s daemon or data directory.
Common problems and fixes
The client reports that it cannot connect
- In the host distribution, check that the Docker service is running and that local
docker infocan reach it. - From the client, test SSH to the same host and account used in the context. Fix SSH reachability or authentication before troubleshooting Docker.
- Check
docker context inspect wsl-enginefor a typo or stale endpoint, then select the intended context again. - For Windows clients, verify the route using the current WSL networking mode; do not assume the host distribution’s address remains stable.
The command works, but the expected containers are missing
Check docker context show and inspect the selected endpoint. A command pointed at another daemon will show that daemon’s separate state, even if the Docker CLI is installed in the same machine.

The Docker service does not start
Confirm systemd is enabled in the host distribution itself and that WSL has been restarted after changing /etc/wsl.conf. Also check that Docker Engine was installed for the correct Linux distribution and release.
When rootless Docker may be a better fit
Docker documents rootless mode as an option that runs the daemon and containers without a root-owned daemon. It uses a user service, socket, and data directory with defaults that differ from a standard rootful installation. Whether it supports a particular workload depends on that workload’s requirements; it is an alternative to evaluate, not a prerequisite for sharing one engine.
